RESOLUTION 02-197
APPROVING VEENSTRA &KIMM,INC.AS THE ENGINEERING FIRM TO
PERFORM THE WATER SUPPLY AND STORAGE ANALYSIS FOR THE CITY OF
WAUKEE
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA
WHEREAS,the City of Waukee sent out a Request for Proposal for conducting a detailed
analysis of the City's water supply and storage capabilities to several Engineering Firms the
week of October 28th,2002;AND,'
WHEREAS,the details of the proposal is as follows:
REQUEST FOR PROPOSAL
The City of Waukee is requesting proposals for conducting a detailed analysis of the city's water
supply and storage capabilities.Due to rapid growth,Waukee is now exceeding the existing
capacity at the wholesale off-peak rate for water purchased from the Des Moines Water Works.
The purpose of this request is for a consultant to make recommendations including,but not
exclusive to the following items:
1)Determining what the current capacity should be at the present and project the next 5,10,
15,20 yrs and a solution
2)Determine what peaking capacity should be at the present and project the next 5,10,15,
20 yrs and a solution
3)Should the City get into water production or continue to purchase water from DMWW
4)Determine the cost of feeder main improvements required for the distribution system to
connect future sources of supply and/or storage.
5)Should the City continue with DMWW and what rate class should the City try to achieve
6)Should the City share facilities through the CIRDWC including an elevated tower and/or
ARS well and/or the proposed surface water plant below Saylorville dam
7)Possible funding sources for all capital improvements and purchases
8)How will each recommendation or combination of recommendations affect the water
rates at the present,S,10,15,20 yrs
9)A detailed cost analysis of each recommendation
The City of Waukee is willing to meet at anytime with a consultant should my questions arise.
The proposal shall include a "not to exceed"cost clause.

The proposal shall include a description ofthe consultant's personnel assigned to complete the
analysis.
A letter summarizing how the consultant will accomplish each ofthe 9 tasks.
The proposal shall include a projected timeline with consideration the City's projected
completion date of January 15,2003.
Written proposal and summary are due at the office of the City Administrator in the Waukee City
Hall 230 Highway 6,Waukee,Iowa no later then noon November 15,2002.
Including one addendum:
10)The City generally supports metropolitan area water system regionalization.The
Consultant shall work collaboratively with Des Moines Water Works in understanding the
utility's pricing structure and long-range regionalization plans,particularly as they impact
the City;AND,
WHEREAS,both the Utility Committee and staff concur that Veenstra and Kirnm,Inc.
presented the best proposal based on the scope of the project and how they were to accomplish
the 10 questions,as well as providing highly skilled and respected representatives to perform the
analysis.Therefore,the Utility Committee recommended to City Council to accept the proposal
from Veenstra &Kimm,Inc;
NOW THEREFORE BE IT RESOLVED by the City Council of the City ofWau1cee,Iowa
that Veenstra &Kimm,Inc.is hereby approved as the Engineering Firm to perform the Water
Supply and Storage Analysis for the City ofWau1cee.
Passed by the City Council of the City of Waukee,Iowa,and approved the 16th day of December
2002.
