RESOLUTION 03-224
APPROVING THE REVISED PERSONNEL POLICY AND PROCEDURES
HANDBOOK DATED OCTOBER 2003
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA
WHEREAS,revision of the 1992 Handbook for Employees of the City of Waukee was a
team effort where everyone is recognized as having contributed to the project;AND,
WHEREAS,the list of those individuals must surely begin with Linda Burkhart who had
created a list of questions and suggestions related to the existing handbook;AND,
WHEREAS,Cathy Paardekooper began to review the handbook prior to the
establislnnent of an active committee,chose a layout that was subsequently used and
worked with the committee until the Fall of2002;AND,
WHEREAS,that active committee consisted of Mark Arentsen,Greg Breuer,Linda
Burkhart,Bill Daggett,J olm Gibson,Scott Olson,Cathy Paardekooper,Shawn Popp and
Rod Schettler;AND,
WHEREAS,Jacqueline Runge,summer intern assigned to the Treasurer's Office,
worked with Cathy Paardekooper and with Linda Burkhart in incorporating proposed
changes in the newly designed handbook and did so in such a way that items that had
been changed,items that she had added and items that she thought needed to have policy
enacted were color coded for easy reference;AND,
WHEREAS,Committee members consisting of Mark Arentsen,Linda Burkhart,John
Gibson,Terry Sesker and Greg Breuer processed the revised handbook during the next
several months;AND,
WHEREAS,Labor Attorney Jeff Krausman reviewed the handbook,wrote some ofthe
sections and made sure the handbook was legally correct,AND
WHEREAS,Waukee City Council,after reviewing the Handbook,accepts the changes
and revisions to the 1992 Handbook for Employees of the City of Waukee.
F'·-NOW THEREFORE BE IT RESOLVED by the City of..Waukee City Council in
session this 17th day of November 2003 that it hereby approves and accepts the Revised
Personnel Policy and Procedures Handbook dated October 2003 with the inclusion of a
modification to Section 532,Contact with the Media so that paragraph 2 of that section
reads:
"To ensure accuracy in the City'S press releases and documents intended for
widespread public or staff distribution,all such releases must be reviewed and approved
IbytheCityAdnllnistrator/Clerk,or Public Works Director,Police Chief,Fire Chief or
Library Director,prior to distribution of such releases."
