MINUTES OF THE TUESDAY,FEBRUARY 8,2005 PLANNING AND ZONING COMMISSION
MEETING.
Chairman Steele called the February 8,2005 meeting of the Planning &Zoning Commission to order
at 7:05 p.m.
Roll Call.Chairman Steele asked for a roll call and the following Commissioners were present:
Hoifeldt,Korpanty,Mook,Schmidt,Wilson.Absent:Krantz.Council Representative:Mertz.
Agenda Approval.Motion by Commissioner Schmidt,seconded by Commissioner Wilson,to
"Approve the Agenda for February 8,2005."Ayes:Hoifeldt,Korpanty,Mook,Schmidt,Wilson,
Steele.Nays:None.Motion carried.
Approval of January 25,2005 Meeting Minutes.Motion by Commissioner Schmidt,seconded by
Commissioner Wilson,to "Adopt the January 15,2005 Meeting Minutes."Ayes:Hoifeldt,Korpanty,
Mook,Schmidt,Wilson,Steele.Nays:None.Motion carried.
Open Forum.No one appeared to address the Commission during the Open Forum.
Approve the Preliminary Plat for Westgate Business Park Plat 3.Chad Weaver stated the
developer had requested that this item be postponed.Motion by Commissioner Sclnnidt,seconded by
Commissioner Hoifeldt,to "Postpone the Preliminary Plat for Westgate Business Park Plat 3 until the
February 22,2005 regular Planning &Zoning Commission meeting."Ayes:Hoifeldt,Korpanty,
Mook,Sclnnidt,Wilson,Steele.Nays:None.Motion carried.
Approve the Final Plat for Westgate Business Park Plat 3.Chad Weaver stated the developer had
requested that this item be postponed.Motion by Commissioner Korpanty,seconded by
Commissioner Schmidt,to "Postpone the Final Plat for Westgate Business Park Plat 3 until the
February 22,2005 regular Planning &Zoning Commission meeting."Ayes:Hoifeldt,Korpanty,
Mook,Schmidt,Wilson,Steele.Nays:None.Motion carried.
Approve the Site Plan for Hot Spring Spas.Chad Weaver stated the developer had requested that
this item be postponed.Motion by Commissioner Schmidt,seconded by Commissioner Korpanty,to
"Postpone the Site Plan for Hot Spring Spas until the February 22,2005 regular Planning &Zoning
Commission meeting."Ayes:Hoifeldt,Korpanty,Mook,Schmidt,Wilson,Steele.Nays:None.
Motion carried.
Approve the Ordinance Change to §304.5(M)Site Plan Ordinance (Townhome and Multi-Family
Design Standards).Chuck Thomas of the Home Builders Association,Bill Spencer of Regency
Homes,Tom Gratias of Gratias Construction,and Ron Grubb of Jerry's Homes addressed the
Commission individually.Each stated his objection to any minimum hard surface requirement for
townhomes and multi-family residential construction,stating that such requirements would drive entry-
level buyers out of the market and into neighboring communities.They suggested that language be
added to the ordinance "encouraging"that hard surface materials be used instead of setting a minimum
requirement.Commissioners Schmidt and Korpanty stated that the Commission has tried to encourage
developers to use more hard surface materials in the past,but has frequently been told by developers
that nothing in the ordinance requires them to do so.Chairman Steele agreed that a 40%hard surface
requirement may be too strict,but that the City wants higher-end housing projects,not just entry-level

homes.Chad Weaver stated he had received an e-mail from Commissioner Krantz,in which he
expressed his desire to keep the 40%hard surface requirement as already approved by the r 1
Commission.Mr.Weaver also thought that 40%was too harsh a minimum,but that a minimum must
be set in order to encourage the type of construction the City wants.Commissioner Schmidt said he I
wanted a 40%hard surface requirement on any building that was three stories or more above grade.
After much discussion,the developers in attendance agreed to review the proposed ordinance in its
entirety and draft a letter to the City offering any comments or suggestions on the ordinance.City staff
prepare several options for consideration at the next meeting.Motion by Commissioner Schmidt,
seconded by Commissioner Korpanty,to "Postpone the Ordinance Change to §304.5(M)Site Plan
Ordinance (Townhome and Multi-Family Design Standards)until the February 22,2005 regular
Planning &Zoning Commission meeting."Ayes:Hoifeldt,Korpanty,Mook,Schmidt,Wilson,Steele.
Nays:None.Motion carried.
Discuss the City of Overland Park,KS Ordinances.The Commission discussed the "Vehicular and
Pedestrian Circulation and Access"section.The Commission agreed that most of the Vehicular
Access and Circulation standards have already been addressed as part of Waukee's Major Streets Plan,
but that the Pedestrian Access and Circulation section may be helpful.Chairman Steele said he was
impressed with the pictures and diagrams included in the Overland Park ordinances,as they were very
explanatory and helpful.
New Business.Chad Weaver mentioned that the density requirements for R -3 and R -4 residential
zoning districts were being reconsidered,as both districts currently have the same maximum density.
Commissioner Schmidt asked about the outside storage of merchandise in commercially zoned J
districts,specifically when the merchandise is being displayed for sale.The Commission agreed it was
a subject to consider.
Adjournment.Motion by Commissioner Hoifeldt,seconded by Commissioner Schmidt,to adjourn at
9:08 p.m.Ayes:Hoifeldt,Korpanty,Mook,Schmidt,Wilson,Steele,Nays:None.Motion carried.
