Chairman Hoifeldt calIed the February 27,2007 meeting of the Planning and Zoning Commission to order at 7:00 p.m. Roll Call.Chairman Hoifeldt asked for a rolI calI and the following Commissioners were present: Hoifeldt,Schmidt,Dutcher,Steele,Wilson and Mook.Absent:Airhart.Others in attendance:Beth Richardson,Brad Deets,Dennis Dowen,John Kursitis,and Council Member Bailey. Agenda Approval.Motion by Commissioner Schmidt,seconded by Commissioner Mook,to "Approve the Agenda for February 27,2007."Ayes:Sclnnidt,Mook,Steele,Hoifeldt,Wilson,and Dutcher.Nays:None.Motion carried. Approval of January 23,2007 Regular Meeting Minutes.Motion by Commissioner Steele, seconded by Commissioner Schmidt,to "Adopt the January 23,2007 Regular Meeting Minutes." Ayes:,Steele,Schmidt,Hoifeldt,Krantz,Wilson,Dutcher.Nays:None.Motion carried. Open Forum.No one appeared to address the Commission during the Open Forum. Motion to Approve the Preliminary Plat for Williams Pointe Plat 14.The preliminary plat is for 29.3 acre commercial subdivision including the construction of SE Brick Drive and SE Stoneridge Drive.The proposed development is located south of Hickman Road and west of SE Waco Place. Gary Reed with Civil Design Advantage and Mark Trumbauer with Regency represented the Williams Pointe Plat 14 development.Discussion included staffs request for the instalIation of a 12"water main as shown as part of the water plan for the City and is meant to accommodate fire flows associated with the development and the construction of a left tum lane on Brick Drive for eastbound traffic onto SE Stoneridge Drive.Staff is agreeable to addressing the left tum lane at the time that a site plan is approved for lot 2.Motion by Commissioner Schmidt,seconded by Commissioner Steele to "Approve the Preliminary Plat for Williams Pointe Plat 14 subject to the extension of the 12"watermain to the property line,and the completion of alI remaining staff comments."Ayes:Schmidt,Steele,Mook, Hoifeldt,Steele,Wilson.Nays:None.Motion carried. Motion to Approve the Site Plan for Farrell's Martial Arts Building Addition.Director of Planning,Brad Deets,presented the site plan proposal which includes a 6,000 square foot addition which would match the existing building along with additional barking in front ofthe building addition.The open space and landscaping requirements have increased since the original approval of the site plan.Additional plantings are proposed to meet the current ordinance requirements.Some discussion took place regarding the north elevation ofthe building,however,it was determined by the majority of the Commission that the building was located within an M-l Light Industrial Zoning District,was consistent with other buildings in the area and met site plan ordinance requirements of the district.Motion by Commissioner Mook,seconded by Commissioner Dutcher to "Approve the Site Plan for Farrell's Martial Arts Building Addition subject to remaining staff comments,Ayes:Schmidt, Steele,Mook,Hoifeldt,Wilson,Dutcher.Nays:None.Motion carried, Discussion on Green Architecture -LEED Requirements.Commissioner Hoifeldt passed out information on an upcoming workshop regarding green building program development.Council representative Bailey suggested that the speaker from the workshop meet with the P &Z Commission and City Council during a workshop at a later date. 224 New Business.Discussion.on the settlement of the law suit with Shottenkirk,the City Attorney requested they begin the site plan process and implement the agreement.Brad Deets briefed the commission on the progress of the HyVee store to be located on the Knapp Property at the intersection of US Highway 6 and Alice's Road and the Comp Plan public meeting on March 28th from 5 to 8 PM. Adjournment.Motion by Commissioner Steele,second by Commissioner Schmidt,to adjourn at 8:09 p.m.Ayes:Steele,Schmidt,Dutcher,Hoifeldt,Wilson,and Mook.Nays:None.Motion carried.
