MINUTES OF THE TUESDAY MARCH 11,2003 PLANNING AND ZONING COMMISSION
MEETING.
Chairman Steele called the March 11,2003 meeting of the Planning &Zoning Commission to order at
7:02p.m.
Roll Call.Chairman Steele asked for a roll call and the following Commissioners were present:
Hoifeldt,Krantz,White,Willits,Steele.Absent:Korpanty,Schmidt.Council Representative:
Johnson.
Agenda Approval.Chairman Steele asked ifthere were any changes to the agenda.None.Motion
by Commissioner Willits,seconded by Commissioner White,to "Approve the Agenda for March 11,
2003."Ayes:Hoifeldt,Krantz,White,Willits,Steele.Nays:None.Motion carried.
Approval of February 25,2003 Meeting Minntes.Chairman Steele asked if there were any changes
to the February 25,2003 minutes.None.Motion by Commissioner Hoifeldt,seconded by
Commissioner Kranz,to "Adopt the February 25,2003 Meeting Minutes."Ayes:Hoifeldt,Krantz,
White,Willits,Steele.Nays:None.Motion carried.
Approve the Preliminary Plat for Bridgeview Crossing.Mark Lee of Lee Engineers presented the
Preliminary Plat for Bridgeview Crossing.Also in attendance was Ken Peterson,the developer for the
project.The proposed plat is a commercial development outside Waukee (just east ofT Avenue and
north of Highway 6),but within 2 miles of city limits.V &K and City staff comments were reviewed.
There was much discussion about the reason and need for a frontage road north of Highway 6 along
the southern edge ofthe plat.Mr.Peterson stated that the frontage road allowed for more opportunities
in developing the property,and that the road is intended to continue to the east in the future.There
was also much discussion regarding water and sewer service to the plat.Mr.Lee stated that they were
in discussions with Xenia to provide water,but that the service would be inadequate for fire safety.
The City of Waukee is not planning to run water service to the property at this time.Regarding
sanitary sewer service,Mr.Peterson stated that he had received a study on the topic compiled by V &K,
and also had been in discussions with Mark Arentsen and John Gibson,but no decision had been
reached.Another V &K comment regarding encasing the storm sewer crossing Highway 6 was
discussed;the developer had intended to use reinforced concrete pipe,but would review the V &K
suggestion.Mr.Lee asked the Commission to waive the internal sidewalk requirement for the plat as
it is a commercial development.Commissioner Hoifeldt stated that the Commission would not waive
the requirement,but that sidewalks might be addressed during the site plan process.Motion by
Commissioner Krantz,seconded by Commissioner Willits,to "Table the Preliminary Plat for
Bridgeview Crossing until all outstanding issues are resolved with City staff."Ayes:Hoifeldt,Krantz,
White,Willits,Steele.Nays:None.Motion carried.
Approve the Preliminary Plat for Allcott Subdivision.Bruce Logemaun of McClure Engineers
presented the Preliminary Plat for Allcott Subdivision.The proposed subdivision is located outside
Waukee (just east of S Avenue and south of 320th St./Ashworth Rd.),but within 2 miles of city limits.
Mr.Logemann produced an aerial photograph of the proposed subdivision for the Commission's
review.V &K and City staff comments,and the engineer's response letter were reviewed.The length
ofthe cul-de-sac was discussed,and Mr.Logemaun stated that Dallas County Plauning &Zoning
approved the length.The street would be a private drive,Motion by Commissioner Hoifeldt,
seconded by Commissioner Willits,to "Approve the Preliminary Plat for Allcott Subdivision."Ayes:
Hoifeldt,Krantz,White,Willits,Steele.Nays:None.Motion carried,

Approve the Final Plat for Allcott Subdivision.Bruce Logemann of McClure Engineers presented
the Final Plat for Al1cott Subdivision.V &K and City staff comments were reviewed and agreed upon.11
Motion by Commissioner Hoifeldt,seconded by Commissioner Krantz,to "Approve the Final Plat for "I
Al1cott Subdivision."Ayes:Hoifeldt,Krantz,White,Willits,Steele.Nays:None,Motion carried,.
Approve the Site Plan for Willowbrook Townhomes II.Tom Wittman of Civil Engineering
Consultants (CEC)presented the Site Plan for Willowbrook Townhomes IIon behalf of Regency Land
Company and Regency Builders.The site is located west of Westgate Business Park,and north of
Willowbrook Townhomes I.The proposed townhomes would be back-to-back units,with 4 or 6 units
per building.Each unit would include an attached 2-car garage,and would be slab on grade
construction (no basements).V &K and City staff comments were reviewed and agreed upon.Mark
Arentsen asked that the interior private drives be given street names prior to City Council,and Mr.
Wittman agreed to do so.Motion by Commissioner Krantz,seconded by Commissioner White,to
"Approve the Site Plan for Willowbrook Townhomes II."Ayes:Hoifeldt,Krantz,White,Willits,
Steele.Nays:None.Motion carried,
Approve the Site Plan for Midstates Distributing.Brad Cooper of Cooper Crawford &Associates
presented the Site Plan for Midstates Distributing.Also in attendance were Jim Hedden,the developer,
and representatives of Point Builders.The site is located on Lots 15 and 22 of Westgate Business
Park.V &K and City staff comments were reviewed.The developer has obtained permission from
Regency Builders to share the common driveway and entrance off Olson Drive,Signage would consist
of a monument sign on Olson Drive and suite numbers on doors;there would be no individual
wa11Jfascia signs.HV AC units would be located on the ground on the west side of the building,and I
would be screened with landscaping.The exterior materials would consist of precast concrete panels J
on the north and south ends (those facing Olson Dr.and Frontier Ave.),with V-ribbed paneling like
that used on the Gilcrest Jewett building on the rest of the exterior.Chad Weaver and Wayne Johnson
stated that the hard surface must wrap around the back of the building for 5 feet,as outlined in the PD
for Westgate Business Park.The developer said that they would also continue the look of the roofing
material by using a similar color of V-ribbed paneling to wrap around the back of the building.Mark
Arentsen asked for clarification on the intended use of the building in relation to parking,Mr.Cooper
stated that the southem1/3 of the building would be initially occupied by the owner,and that the rest
would be flex warehouse space.He also stated that there is extra space along the southern edge ofthe
parking lot to accommodate additional parking spaces if necessary.Dennis Dowell stated that the

used as office.Motion by Commissioner Hoifeldt,seconded by Commissioner Willits,to "Approve
the Site Plan for Midstates Distributing,provided all V &K and City staff conunents are addressed and
the hard surface WTapSaround the back of the building for 5 feet as outlined in the PD."Ayes:
Hoifeldt,Krantz,White,Willits,Steele.Nays:None,Motion carried,
Approve the Site Plan for Parkview Place Condominiums.Larry Hague of Engineering Design
Services (EDS)presented the Site Plan for Parkview Place Condominiums on behalf of JelTY's Homes.
The site is located just east ofL.A.Grant Parkway and north of Pleasant View Drive in Parkview
Crossing Plat 2,V &K and City staff comments were reviewed,Mr.Hague stated that the developer
was not willing to extend the curb and gutter along L.A.Grant Parkway to connect to the existing curb,J11
as some of this property belongs to Sugar Creek Apartments.The developer would,however,be
willing to help Sugar Creek extend the curb and gutter.There was much discussion about exterior
surfacing.The proposed buildings would mirror those being constructed in Parkview Commons,Mr.
Hague stated that the developer agreed to have more of a color contrast between the brick and siding

on the building,but that there was no need to increase the amouut of hard surface materials.Wayne
Johnson said that the City was trying to encourage more hard surfacing on condominium buildings.
Mark Arentsen also mentioned that more condominium and townhome proj ects are expected to come
before the Commission,and that now would be the time to require an increase in hard surface
materials.Commissioners Willits and Krantz stated that,while they would like to see more hard
surface materials used,there is no current ordinance requiring it,and that without a clear directive from
the City Council,they could not ask developers to L1JCreaSe the amount of hard surfacing materials.
Motion by Commissioner Willits,seconded by Commissioner Hoifeldt,to "Approve the Site Plan for
Parkview Place Condominiums,provided all V &K and City staff comments are addressed."Ayes:
Hoifeldt,Krantz,White,Willits,Steele.Nays:None.Motion carried.
Approve the Amendment of Waukee Urban Renewal Area.Mark Arentsen asked that the item be
tabled,as the details regarding the amendment have not yet been worked out with Dallas County.
Motion by Commissioner Hoifeldt,seconded by Commissioner White,to "Table the Amendment of
Waukee Urban Renewal Area."Ayes:Hoifeldt,Krantz,White,Willits,Steele.Nays:None.Motion
carried.
New Business.Much discussion regarding the hard surface requirement for townhomes and
condominiums.Chairman Steele suggested a joint meeting between the Commission and City Couucil
to discuss the issue.
A reminder that the next regular Planning &Zoning Commission meeting has been rescheduled for
Monday,March 24 at 7:00 p.m.due to the special election.
