MINUTES OF THE TUESDAY MARCH 28,2006 PLANNING AND ZONING COMMISSION
MEETING.
Chairman Hoifeldt called the March 28,2006 meeting of the Planning and Zoning Commission to
order at 7:01 p.m.
Roll Call.Chairman Hoifeldt asked for a roll call and the following Commissioners were present:
Steele,Dutcher,Hoifeldt,Krantz,Mook,Schmidt.Absent:Wilson.Others in attendance:Council
Representative Bailey,John Gibson,Brad Deets,Shannon Lynch,Dennis Dowell,Tim Royer,and
Jolm Kursitis.
Agenda Approval.Chairman Hoifeldt requested amending the agenda by removing item #6.Motion
by Commissioner Sc1nnidt,seconded by Commissioner Dutcher,to "Approve the Agenda for March
28,2006 with the removal of item #6."Ayes:Steele,Hcifeldt,Schmidt,Mook,Dutcher,Krantz.
Nays:None.Motion carried,
Approval of March 14,2006 Meeting Minutes.Motion by Commissioner Mook,seconded by
Commissioner Schmidt,to "Adopt the March 14,2006 Meeting Minutes."Ayes:Steele,Dutcher,
Hoifeldt,Krantz,Mook,Schmidt,Nays:None.Motion carried,
Open Forum.No one appeared to address the Commission during the Open Forum.
Approve the Preliminary Plat for Williams Pointe Plat 12.Erin Ollendike,of Engineering
Resource Group,addressed the commission.The preliminary plat shows the construction of a cuI de
sac along the east property line to provide a tenninus/tumaround for SE Westbrook Drive.The
preliminary plat also includes two lots that are zoned for future townhome development.
Commissioner Schmidt asked ifthe tum around was big enough.Interim City Administrator John
Gibson said it is a standard 40 foot tum around.Commissioner Steele asked if there would be any
driveways off the cui de sac.Ms.Ollendike replied there would not be any.Motion by Commissioner
Krantz,seconded by Commissioner Dutcher to "Approve the Preliminary Plat for Williams Pointe Plat
12."Ayes:Krantz,Dqtcher,Steele,Mook,Schmidt.Nays:None.Motion carried.
Approve the Site Plan for the Glynn Village Clubhonse.Hubbell Homes is requesting approval of a
site plan on Lot 191 of Glynn Village Plat 1 for the construction of a 3,200 square foot clubhouse,pool
and recreation facility for the private use of the future residents within the Glynn Village Conservation
Development.Joe Pietruszynski of Hubbell Homes addressed the Commission regarding concerns of
City staff.He explained that parking was minimal because private facilities do not have the same
parking needs as public facilities.He also explained that much ofthe facility's use would come from
"drop-off'traffic.He went on to say that since this is a conservation development,they are trying to
minimize the use of impervious surfaces.He also said there is the potential for 19 additional stalls
along the alley way.Mr.Pietruszynski told the Commission there would be approximately 700 homes
in the development.Commissioner Sclnnidt expressed his concems about the lack of parking.He said
the PD was allowed to have narrower streets and now they will be forcing on-street parking.Mr.
Pietruszynski stressed that Hubbell is not against additional parking,they would just prefer to try the
18 stall parking lot first and see if there is a need for additional stalls and address the issue at that time.
Commissioner Schmidt was glad that Hubbell was willing to address the issue ifthe need arose,but
was concemed because there would come a time when Hubbell was no longer involved in the project.
He suggested perhaps putting something in the covenants saying the City had the light to require the
homeowner's association to put in more parking.Commissioner Mook asked City staff what issues

they had as far as the Clubhouse.Director of Planning Brad Deets said the City had three issues:
parking,some technical questions as far as the driveway access point,and the building elevations.He
said as far as parking,he had no problem addressing the issue at a later time if the City and Hubbell 1
can come to an agreement.In regards to the building,Mr.Deets told the Commission current code I
requires that the Clubhouse must meet commercial requirements.He further explained that in order to
get the requirements for the Clubhouse changed,the PD would need to be rewritten.The Commission
was in agreement that the elevations would be acceptable if the PD was to be rewritten.Commissioner
Hoifeldt asked John Kursitis of Veenstra and Kimm his thoughts about parking on the street.Mr.
Kursitis explained that these streets are too narrow for a considerable amount of traffic to get around
the parked cars.Commissioner Hoifeldt asked about head-in parking off of Waddell Way.Mr.
Kursitis stated that it would be difficultto get out of these spots due to amount of traffic.Council
Representative Bailey recommended that City staff look into parking requirements in other
commuuities.After discussion,no motion was made and no action was taken.
New Business.None.

p.m.Ayes:Steele,Schmidt,Dutcher,Hoifeldt,Krantz,Mook,Wilson.Nays:None.Motion carried,
Meeting adjourned.
