MINUTES OF THE TUESDAY APRIL 8,2003 PLANNING AND ZONING COMMISSION
MEETING.
Chairman Steele called the April 8,2003 meeting of the Planning &Zoning Commission to order at
7:00p.m.)
Roll Call.Chairman Steele asked for a roll call and the following Commissioners were present:
Hoifeldt,Korpanty,Krantz,Sclnnidt,White,Willits,Steele.Absent:None.Council Representative:
None.
Agenda Approval.Chairman Steele asked ifthere were any changes to the agenda.None.Motion
by Commissioner Willits,seconded by Commissioner White,to "Approve the Agenda for April 8,
2003."Ayes:Hoifeldt,Korpanty,Krantz,Sclunidt,White,Willits,Steele.Nays:None.Motion
carried.
Approval of March 24,2003 Meeting Minutes.Chairman Steele asked if there were any changes to
the March 24,2003 minutes.None.Motion by Commissioner Hoifeldt,seconded by Commissioner
Korpanty,to "Adopt the March 24,2003 Meeting Minutes."Ayes:Hoifeldt,Korpanty,Krantz,
Sclunidt,White,Willits,Steele.Nays:None.Motion carried.
Approve the Plat of Survey Dividing Bi-Attached Lot for Master Crafted Homes,Inc.(Sunrise
Meadows Plat 2,Lot 27).No representative appeared before the Commission to present the Plat of
Survey.Dennis Dowell explained that the duplex home had been built correctly on the lot in question
to allow for subdivision according to §301.12 of the Zoning Ordinance.Motion by Commissioner ]
Willits,seconded by Commissioner White,to "Approve the Plat of Survey Dividing Bi-Attached Lot
for Master Crafted Homes,Inc.(Sunrise Meadows Plat 2,Lot 27)."Ayes:Hoifeldt,Korpanty,Krantz,
Sclunidt,White,Willits,Steele.Nays:None.Motion carried.
Approve the Plat of Survey Dividing Hi-Attached Lot for Master Crafted Homes,Inc.(Sunrise
Meadows Plat 2,Lot 28).No representative appeared before the Commission to present the Plat of
Survey.Motion by Commissioner Hoifeldt,seconded by Commissioner Willits,to "Approve the Plat
of Survey Dividing Bi-Attached Lot for Master Crafted Homes,Inc.(Sunrise Meadows Plat 2,Lot
28)."Ayes:Hoifeldt,Korpanty,Krantz,Sclnnidt,White,Willits,Steele.Nays:None.Motion carried.
Approve the Amendment of the Waukee Comprehensive Plan to Show Mixed Den,"'sl...·ty"---_
Residential Development on a Portion of the McNabb Property.Chad Weaver explained that
Mixed Density Residential was a comprehensive plan designation only,and not a zoning district.
Motion by Commissioner Selunidt,seconded by Commissioner Willits,to "Approve the Amendment
of the Waukee Comprehensive Plan to Show Mixed Density Residential Development on a Portion of
the McNabb Property."Ayes:Hoifeldt,Korpanty,Krantz,Sclunidt,White,Willits,Steele.Nays:
None.Motion carried.
Approve the Rezoning for Legacy Pointe from A-I (Agricultural)to C-IA (Neighborhood
Commercial)and R-3 (Multi-Family Residential).Jeff Ewing of Ewing Land Development
presented the rezoning application.Mr.Weaver stated that the R-3 zoning would allow for all types of I
residential construction due to the "pyramid zoning"used by the City.Motion by Commissioner jl
Sclnnidt,seconded by Commissioner White,to "Approve the Rezoning of Legacy Pointe from A-I
(Agricultural)to C-IA (Neighborhood Commercial)and R-3 (Multi-Family Residential)."Ayes:
Hoifeldt,Korpanty,Krantz,Sclunidt,White,Willits,Steele.Nays:None.Motion carried,

Approve the Rezoning for Legacy Pointe from C-IA (Neighborhood Commercial)and R-3
(Mnlti-Family Residential)to PD-l (Planned Development Overlay).Jeff Ewing of Ewing Land
Development presented the rezoning application.The Commission asked about buffering along the
western edge of the development,which adjoins an M -I zoning district.Mr.Ewing stated that he
would add benning and landscaping to screen his development.Mr.Weaver also stated that the City
would expect the developers of the 1v'I-1 zoning district to also add buffering along their property when
they develop the property in question.Mr.Ewing said that most of the V &K and City staff comments
have been addressed.He had discussed the need for a traffic analysis study with the mOT,and was
told by them that it would not be necessary;Mr.Ewing will add a turning lane off Highway 6.The
Commission also asked about the proposed pond on the south end of the property.The City would
rather this area be kept dry,as a pond would be a maintenance issue.Exterior elevations were
discussed,and Mr.Ewing and the Commission agreed that the 60%minimum hard surface
requirement would be enforced for commercial development.Motion by Commissioner Willits,
seconded by Commissioner Hoifeldt,to "Approve the Rezoning for Legacy Pointe from C-IA
(Neighborhood Commercial)and R-3 (Multi-Family Residential)to PD-I (Planned Development
Overlay),provided the PD require 60%hard surfacing on commercial buildings,and that buffering
along the western edge ofthe development be addressed."Ayes:Hoifeldt,Korpanty,Krantz,Schmidt,
White,Willits,Steele.Nays:None.Motion carried.
New Business.Commissioner Schmidt asked about the status of a joint meeting with the City Council
to discuss outstanding issues.Mark Arentsen stated that he and Mayor Oberman would help
coordinate a date.
Commissioner Korpanty asked about the status of the proposed University/Hickman/Alice's Road
overlay districts.Mr.Weaver said that the issue had been tabled by the City Council in order to meet
with the affected property owners/developers,but that such a meeting had yet to occur.Mr.Arentsen
suggested that the issue remain tabled until a new council member is elected.
Chairman Steele asked about the status of the Hickman lighting project.Mr.Arentsen said that the
wiring for the proj ect had been contracted out,and that it should begin soon.The issue of poles is
current!y at a standstill,
Adjournment.Motion by Commissioner Willits,seconded by Commissioner Schmidt,to adjourn at
7:50 p.m.Ayes:Hoifeldt,Korpanty,Krantz,Schmidt,White,Willits,Steele.Nays:None.Motion
carried.Meeting adjourned.
