MINUTES OF THE TUESDAY,APRIL 13,2004 PLANNING AND ZONING COMMISSION

Chairman Steele called the April 13,2004 meeting of the Planning &Zoning Commission to order at
7:02p.m.
Roll Call.Chairman Steele asked for a roll call and the following Commissioners were present:
Hoifeldt,Krantz,Schmidt.Absent:Korpanty,Willits,White.Council Representative:Mertz.
Agenda Approval.Chairman Steele asked if there were any changes to the agenda.Chad Weaver
asked that Agenda Item #12 "Discussion of the Arterial Corridor Overlay District"be deleted.Motion
by Commissioner Schmidt,seconded by Commissioner Hoifeldt,to "Approve the Agenda for April 13,
2004 with the deletion of Agenda Item #12."Ayes:Hoifeldt,Krantz,Schmidt,Steele.Nays:None.
Motion carried.
Approval of March 23,2004 Meeting Minutes.Chairman Steele asked if there were any changes to
the March 23,2004 minutes.None.Motion by Commissioner Schmidt,seconded by Commissioner
Krantz,to "Adopt the March 23,2004 Meeting Minutes."Ayes:Hoifeldt,Krantz,Schmidt,Steele.
Nays:None.Motion carried.
Open Forum.No one appeared to address the Commission during the Open Forum.
Approve the Preliminary Plat for Painted Woods.Greg Pierce of Nilles Associates presented the
Preliminary Plat for Painted Woods.Also in attendance was Pat Ruelle,one of the developers of the 1
project.101m Gibson stated that the City would be meeting with the developers on Wednesday,April J
14,2004 to address the outstanding issues of the location of the trunk sewer and bike trail.Mr.Gibson
also stated that the developers would bond for the trail.Mr.Ruelle explained that the drives leading to
the flagged lots along the northern boundary of the plat would be private drives maintained by the
owners of the flagged lots,and that the drives would be sold along with those lots.Motion by
Commissioner Hoifeldt,seconded by Commissioner Krantz,to "Approve the Preliminary Plat for
Painted Woods,provided the issues of the trunk sewer and bike trail easements are resolved prior to
City Council consideration."Ayes:Hoifeldt,Krantz,Schmidt,Steele.Nays:None.Motion carried,
Approve the Preliminary Plat for Outlots of the SW Y.Section 27,T79N,R26W.Doug Saltsgaver
ofEngineering Resource GIDup(ERG)_pJ:~sent~d the Preliminary Plat for Outlets of the SWY.Section
27,T79N,R26W.The outlots are located to the north of Sunrise Meadows,Enterprise Business Park
Plat 4,and The Pointe.Outlot A is intended to be developed as Grace Wood,while Outlots B through
F are intended to be sold in phases to Point of Grace Church.Language on the plat indicates that no
outlot can be developed without first being replated,or submitting a site plan to the City.Motion by
Commissioner Hoifeldt,seconded by Commissioner Krantz,to "Approve the Preliminary Plat for
Outlots of the SW y.,Section 27,T79N,R26W."Ayes:Hoifeldt,Krantz,Schtnidt,Steele.Nays:
None.Motion carried.
Approve the Final Plat for Outlots of the SW Y.Section 27,T79N,R26W.Doug Saltsgaver of
Engineering Resource Group (ERG)presented the Final Plat for Outlots of the SW y.,Section 27,
T79N,R26W.Motion by Commissioner Hoifeldt,seconded by Commissioner Krantz,to "Approve
the Final Plat for Outlots of the SW y.,Section 27,T79N,R26W."Ayes:Hoifeldt,Krantz,Schmidt,
Steele.Nays:None.Motion carried,I

Approve the Preliminary Plat for Grace Wood.Doug Saltsgaver of Engineering Resource Group
(ERG)presented the Preliminary Plat for Grace Wood.A bike trail would be included along N.
Warrior Lane and the northem edge of the water feature,then cross NE Cardinal Lane toward the east.
The bike trail has been added in lieu of parkland dedication.Much discussion took place regarding a
possible extension ofNE Cardinal Lane to connect to the north,City staff is of the opinion that the
connection is needed,as the only other north/south connections in the area are 1'-L'Varrior Lane and
NE Dartmoor Drive.These two streets are separated by a distance of almost 2000 feet,which City
staff feels is excessive.The developer's position is that the property to the north is shown as mixed
family residential in the 2001 Waukee Comprehensive Plan;therefore,a north/south connection would
cause an unwanted increase in traffic through Grace Wood.Motion by Commissioner Schmidt,
seconded by Commissioner Krantz,to "Approve the Preliminary Plat for Grace Wood,provided a
north/south connector from NE Cardinal Lane be added."Mark Arentsen suggested the Commission
defer the matter until more Commissioners could be present to vote.Commissioner Schmidt withdrew
his motion;Commissioner Krantz withdrew his second.Motion by Commissioner Schmidt,seconded
by Commissioner Krantz,to "Postpone the Approval of the Preliminary Plat for Grace Wood until the
Planning &Zoning Commission meeting of April 27,2004."Ayes:Hoifeldt,Krantz,Schmidt,Steele.
Nays:None.Motion carried.
Approve the Site Plan for Jet Holdings Office Building.Bob Vanderlinden of Engineering
Resource Group (ERG)presented the Site Plan for Jet Holdings Office Building.Also in attendance
was Ed Kiker of Kiker Johnson Architects.All V &K and City staff comments have been addressed.
The structure will consist of 100%brick on all four elevations.Motion by Commissioner Krantz,
seconded by Commissioner Schmidt,to "Approve the Site Plan for Jet Holdings Office Building."
Ayes:Hoifeldt,Krantz,Schmidt,Steele.Nays:None.Motion carried,
Approve the Site Plan for Kum &Go #75.Neil Broderick of Krause Gentle Corp.presented the Site
Plan for Kum &Go #75.Much discussion took place regarding the proposed entrance off University
Ave.Mr.Broderick stated that the entrance would be located 300 feet from the intersection of
University Ave.and Ashworth Dr.lL.A.Grant Pkwy.The intent would be to allow access from both
the eastbound and westbound lanes of University Ave.City staff stated that they could not guarantee
access from both directions once University Ave.has been widened and a median installed.The
elevations of the structure were also discussed at length.The proposed structure would have a flat
roof.Motion by Commissioner Schmidt,seconded by Commissioner Hoifeldt,to "Approve the Site
Plan for Kum &Go #75 as presented."Ayes:IIoifeldt,Schmidt,Steele.Nays:Krantz.Motion
carried.
Approve the Amendment to the Waukee Urban Renewal District.Mark Arentsen and Jody
Gunderson explained that certain properties were being added to or removed from the Urban Renewal
District in order to maximize City revenue.Motion by Commissioner Hoifeldt,seconded by
Commissioner Krantz,to "Approve the Amendment to the Waukee Urban Renewal District."Ayes:
Hoifeldt,Krantz,Schmidt,Steele.Nays:None.Motion carried.
Discussion ofthe Arterial Corridor Overlay District.Deleted from the agenda.

Discussion of Amendments to the 2001 Waukee Comprehensive Plan.In attendance were Jerry
and Karen Armstrong,owners of Sugar Creek Golf.They are requesting rezoning of their property
from COS to a mix of residential and commercial.Chad Weaver stated that if the rezoning were to go 1
forward,the Comprehensive Plan would need to be amended first.One of the issues that must be
addressed prior to a rezoning of Sugar Creek is the 1000-foot buffer around the City's wastewater ,
lagoon and any future expansion of that lagoon.The Commission agreed to continue the discussion on
this matter at the next Planning &Zoning Commission meeting.
