MlNUTES OF THE TUESDAY APRIL 22,2003 PLANNING AND ZONING COMMISSION
MEETING.
Chairman Steele called the April 22,2003 meeting of the Planning &Zoning Commission to order at
7:02p.m.J
Roll Call.Chairman Steele asked for a roll call and the following Connnissioners were present:
Schmidt,White,Willits,Steele.Absent:Hoifeldt,Korpanty,Krantz.Council Representative:Watts.
Agenda Approval.Chairman Steele asked ifthere were any changes to the agenda.None.Motion
by Commissioner Willits,seconded by Commissioner Sclnnidt,to "Approve the Agenda for April 22,
2003."Ayes:Sclnnidt,White,Willits,Steele.Nays:None.Motion carried.
Approval of April 8,2003 Meeting Minutes.Chairman Steele asked if there were any changes to the
April 8,2003 minutes.None.Motion by Commissioner Sclnnidt,seconded by Connnissioner White,
to "Adopt the April 8,2003 Meeting Minutes."Ayes:Sclnnidt,White,Willits,Steele.Nays:None.
Motion carried.
Approve the Preliminary Plat for Willowbrook Plat 1.Tom Wittman of Civil Engineering
Consultants (CEC)presented the Preliminary Plat for Willowbrook Plat 1.The Preliminary Plat had
been previously approved by the Connnission on August 27,2002.More recently,a meeting had been
held between the developers,City Attorney and City Engineers,and it was decided that the ownership
of the property must be clarified through the resubmittal of the Preliminary Plat.V &K and City staff
connnents were addressed,and the developers agreed to all connnents.Motion by Connnissioner 1
Sclnnidt,seconded by Connnissioner Willits,to "Approve the Preliminary Plat for Willowbrook Plat .J
I."Ayes:Sclnnidt,White,Willits,Steele.Nays:None.Motion carried.
Approve the Ordinance Change §304.5(M)-Site Plan Ordinance.Chad Weaver stated that the
change requires site plan submittals to include color elevation drawings of all 4 sides of a proj ect so
that the City has a better idea of the intended design.Mr.Weaver also mentioned that in the future,the
ordinance may be rewritten to ask that developers bring in a sample board of proposed elevation
materials.Motion by Connnissioner Schmidt,seconded by Commissioner White,to "Approve the
Ordinance Change §304.5(M)-Site Plan Ordinance."Ayes:Sclnnidt,White,Willits,Steele.Nays:
None.Motion carried.
Approve the Ordinance Change §305 -Sign Ordinance.Mr.Weaver explained that the changes
made simply clarify the language and order of the current Sign Ordinance.No new regulations have
been added.Motion by Commissioner Willits,seconded by Commissioner Sclnnidt,to "Approve the
Ordinance Change §305 -Sign Ordinance."Ayes:Sclnnidt,White,Willits,Steele.Nays:None.
Motion carried.
New Business.Commissioner Sclnnidt stated his support to amend the Site Plan Ordinance to require
developers to bring a materials sample board.Mr.Weaver said that the City was already encouraging
developers to do so,especially if proposing materials with which the City is unfamiliar.Mr.Weaver
will look into amending the ordinance.
Commissioner Willits thanked John Kursitis of V &K for his excellent connnent letters,and again
expressed his appreciation to developers/engineers for their written responses to V &K and City staff
comments.
