Chairman Hoifeldt called the April 25,2006 meeting of the Planning and Zoning Commission to order at 7:00p.m. Roll Call.Chairman Hoifeldt asked for a roll call and the following Commissioners were present: Dutcher,Hoifeldt,Mook,Wilson,Steele,Krantz.Absent:Schmidt.Others in attendance:John Gibson, Dennis Dowell,Tim Royer,Council Member Mike Watts,and John Kursitis. Agenda Approval.Motion by Commissioner Krantz,seconded by Commissioner Wilson,to "Approve the Agenda for April 25,2006."Ayes:Hoifeldt,Krantz,Mook,Dutcher,Wilson,Steele.Nays:None. Motion carried. Approval of AprilS,2006 Meeting Minntes.Motion by Commissioner Krantz,seconded by Commissioner Steele,to "Adopt the April 11,2006 Meeting Minutes."Ayes:Dutcher,Hoifeldt,Wilson, Mook,Krantz,Steele.Nays:None.Motion carried. Open Forum.No one appeared to address the Commission during the Open Forum. Commissioner Sclnnidt arrived at 7:04 p.m. Approve the Site Plan Amendment for Williams Pointe Condominiums.Wayne Gorenson of Regency Homes addressed the Commission.The property was rezoned in 2003 for the Williams Pointe Planned Development.The original site plan was approved in 2004 with a total of 646 garages and 255 parking stalls.In 2005,the City approved a site plan amendment to reduce the number of garage units to 499 and increase the number of par king stalls to 403.At this time,Regency Homes has found the need for some additional garages that were previously removed from the plan and is requesting a site plan amendment for four additional garage buildings on the development.In addition,they are requesting approval of ground mounted lights on the buildings meant to highlight the fire place elements on each condominium,Commissioner Steele asked about deflectors on the lights.Mr.Gorenson stated that there are covers on the ground mounted lights to change the deflection in case they are shining in the street or into the neighbor's house.Motion by Commissioner Krantz,seconded by Commissioner Dutcher to "Approve the Site Plan Amendment for Williams Pointe Condominiums Provided Shrubs are Placed on the Ground Mounted Lights for Screening."Ayes:Hoifeldt,Dutcher,Mook,Schmidt,Wilson,Krantz, Steele.Nays:None.Motion carried. Approve the Site Plan for Community State Bank.Erin Ollendike of Civil Design Advantage addressed the Commission.Ms.Ollendike explained that the sprinkler issue had been resolved by reducing the square footage of the building from 6600 to 5980.Connnissioner Schmidt asked about the Parkview Crossing sign and if that was going to be removed.Ms.Ollendike said it would be removed and the bank would be putting up their own sign.Connnissioner Schmidt asked if there were any easements in place for the Parkview Crossing sign.John Gibson said there is no easement on their property for the sign so they can do what they want with it.Commissioner Schmidt asked about the buffers and if they met code.Ms.Ollendike explained that there is existing landscaping and a one-to two-foot berm that was put in when the residential carne in.She said they prefer not to disrupt the existing landscaping.Commissioner Schmidt also asked about the roofline of the bank.Discussion took place about the rooflines and that the south elevations did not show the entryway.Connnissioner Steele said that since there were three different levels on the roofline,he had no problem with the building. Motion by Commissioner Krantz,seconded by Commissioner Mook to "Approve the Site Plan for 19j::ommunity State Bank with a Bond Requirement for Sidewalks and the Overland Flowage Easement." Ayes:Hoifeldt,Dutcher,Mook,Schmidt,Wilson,Steele,Krantz.Nays:None.Motion carried. Approve the Site Plan for St.Boniface Catholic Chnrch.The original 14,000 square foot Church was constructed in 2000.At this time,the church is requesting approval of a site plan for an 18,000 square foot education wing addition on the west end of the building,a 16,000 square foot worship center on the east end of the building and a 3,000 square foot administration addition on the north end of the building. Joe Purdy of Design Alliance addressed the Commission.Mr.Purdy explained that the architectural theme of the existing building will be continued on the additions.Commissioner Hoifeldt asked what was happening with Warrior Lane.Tim Broderick said the streets are being poured up to the south entrance and were already poured to the east entrance.He said the next phase includes Warrior Lane. Commissioner Schmidt asked about bonding for the University Avenue improvements.Mr.Broderick said he is aware the City wants the bond but the church would like to meet with the City to work out the logistics.John Gibson said he spoke with Assistant Public Works Director Tim Royer and the City believes they can work something out to have a petition and a waiver so the church won't have to do a bond.He said instead they will be assessed and pay for it when the improvements are put in. Commissioner Mook asked about the berming requirements that City Planner Brad Deets specified in his comments.Mr.Gibson said he would have to wait until Brad gets back from out of town to see where he's at in those conversations.Commissioner Schmidt asked about the recommendation by Veenstra and Kimm for fencing along the south lot line.Mr.Kursitis explained the fence is a compromise as there is no room for a berm.Conunissioner Schmidt asked about the water main issue.The existing water line is 6 inches in diameter.It is being extended with an additional hydrant by the education side of the building. Mr.Gibson said they will need to put in 8 inch piping to University now as opposed to later.He said with the plans to expand the North parking lot at some time in the future,it will be much easier to do it now. Motion by Commissioner Schmidt,seconded by Commissioner Krantz to "Approve the Site Plan for St. Boniface Catholic Church Providing there's a Bond or an l\..greement for all Improvements ..<~..long University Avenue for Consideration by the City Council and that an 8-inch Stub of the Water Line for Fire Protection Extends to University Avenue."Ayes:Hoifeldt,Mook,Schmidt,Wilson,Dutcher,Steele, Krantz.Nays:None.Motion carried. Discussion Regarding the Continued Use of Green Ash Trees within the City.Commissioner Schmidt asked for a discussion on the use ofthe Green Ash Tree because of problems other communities have seen with them.Discussion took place and it was decided to have the issue placed on the agenda of the next meeting ofthe-Developer's Roluldtahh;.------..----..-- New Business.None.
