Chairman Hoifeldt called the May 23,2006 meeting of the Planning and Zoning Commission to order at 7:01 p.m. Roll Call.Chairman Hoifeldt asked for a roll call and the following Commissioners were present: Steele,Hoifeldt,Mook,Sclnnidt,Wilson.Absent:Dutcher,Krantz.Others in attendance:John Gibson,Shannon Lynch,Brad Deets,Dennis Dowell,Tim Royer,Council Member Don Bailey,and J ohn Kursitis. Agenda Approval.Motion by Commissioner Schmidt,seconded by Commissioner Wilson,to "Approve the Agenda for May 23,2006."Ayes:Hoifeldt,Steele,Mook,Sclnnidt,Wilson.Nays: None.Motion carried. Approval of April 25,2006 Meeting Minutes.Motion by Commissioner Steele,seconded by Commissioner Sclnnidt,to "Adopt the April 25,2006 Meeting Minutes."Ayes:Hoifeldt,Steele, Mook,Schmidt,Wilson.Nays:None.Motion carried. Open Forum.No one appeared to address the Commission during the Open Forum. Approve the Site Plan Amendment for Lund Motors.City Planner Brad Deets explained that the site plan for Lund Motors was approved in February of this year.Lund Motors is asking for a slight modification to their original submission.They are asking for approval to change the roofline on the addition to match the roofline on the existing building.Motion by Commissioner Sclnnidt,seconded by Commissioner Mook to "Approve the Site Plan Amendment for Lund Motors."Ayes:Hoifeldt, Steele,Mook,Schmidt,Wilson.Nays:None.Motion carried. Approve the Site Plan for Waukee Schools Administration Building.Waukee Schools is requesting approval of a 9300 square foot addition to their administration building.Mr.Deets said the elevations will match the existing building and the trees and open space meet City requirements. Commissioner Sclnnidt asked where the mechanicals would be placed.Joe Kobus said the mechanicals will be inside the building.Connnissioner Mook asked about future University Avenue improvements.Mr.Deets said current policy requires either a bond or a petition of waiver be provided for future improvements including 3 'l2 [eel of pavement including curb and gutter,half the cost of water main,half the cost of storm sewer and the entire cost of a 4 foot sidewalk.Mr.Kobus said they have not been told how much the bond would be.Mr.Deets said the City will get him that information.Motion by Commissioner Sclnnidt,seconded by Connnissioner Mook to "Approve the Site Plan for Waukee Schools Administration Building Contingent upon Receipt of a Bond or Petition of Waiver."Ayes:Hoifeldt,Steele,Mook,Schmidt,Wilson.Nays:None.Motion carried. Approve the Site Plan for Stiver's Ford Used Car Facility.Mr.Deets explained to the Commission that Stiver's Ford is seeking approval of a site plan for the construction of a 1,300 square foot building to facilitate sales of used cars at the dealership.The proposed building would be located in front of the existing building.Mr.Deets said the only real issue the City has is with the driveway aisle.Stiver's Ford plans on painting lines in the aisle,while the City is questioning whether a curb and gutter should be installed.As for elevations,Mr.Deets said the hard surface percentages have been met for the overlay district.However,the applicant proposes to use split faced block instead of stone or brick in an effort to match the existing dealership.Constructing it of a different material would make the 194 building not fit in very well with its surroundings.Rich Ayers with Environmental Design Group said they prefer the painted lines to defme the driveway since it's a slow traffic area and because the lots are generally full,the striping gives them more options for displaying cars.Mr.Ayers also said the i striping would make snow removal easier.Commissioner Hoifeldt asked if the City would be satisfied J' with the striping.Mr.Deets said the City brought this up as a discussion item for the Commission and felt that the striping could work as presented if that was the desire of the Commission.Commissioner Schmidt questioned whether the n011h elevation met the 70%masonry requirement.Mr.Ayers said they made some changes per staff recommendations to include an entry element that would match the main dealership.He also said that they had to put EIFS along the top of the building because it's a wood frame building and could not support brick along the top.Motion by Commissioner Wilson, seconded by Commissioner Steele to "Approve the Site Plan for Stiver's Ford Used Car Facility with the use of split face concrete block in Order to Match the Existing Building and fit in with its surroundings."Ayes:Hoifeldt,Steele,Mook,Schmidt,Wilson.Nays:None.Motion carried. Approve the Final Plat for Williams Pointe Plat 10.The preliminary plat for Williams Pointe Plat 10 was approved by the City Council in September 2005.Construction of the plat occurred dming the fall and was finished up this spring.The developer is currently working on remaining clean up items on the plat.All improvements are expected to be completed in the next couple of weeks.Mr.Deets explained that a total of 65 lots are proposed with this plat which all meet the minimum R-2 zoning district standards.The lots range in size from 8,125 square feet to 19,730 square feet.Lots 13 through 28 which face SE Waco Place will have a 25 foot front yard setback as approved in the Planned Development.All remaining lots will have a 30 foot front yard setback.The approved Planned Development allows for a minimum 6 foot side yard setback.The existing Waco Place to the south includes street trees on both sides of the street.Additionally,a 10 foot trail is provided on the west 1 side of the street and will be continued through this plat.Due to some problems with the sh-eet trees in J previous plats,staff has worked with the developer to come up with an adequate solution which still allows for the trees to be planted between the trail/sidewalk and the curb while not affecting utilities that run within the right of way.The developer has agreed to move the trail five feet further to the west onto Lots 1-12.A five foot trail easement has been provided.Finally,the developer has agreed to include in the covenants for the property that the adjacent lot owners will be responsible for the maintenance and replacement of the street trees.Motion by Commissioner Mook,seconded by Commissioner Wilson to "Approve the Final Plat for Williams Pointe Plat 10 Contingent upon C()mpIetiou-of tlie PlulchLlstPriortoCiiy CounCil Approval."Ayes:HOlfeIdt,-Steele,Mook; Schmidt,Wilson.Nays:None.Motion carried. Approve the Site Plan for Summit Flex Building -Westgate Business Park.Mr.Deets explained that the applicant is seeking approval of a site plan for a 10,000 square foot building to be used as flex space at 755 Frontier Drive.The proposed building will be entirely on lot 19 witb the possibility of expanding or constructing an additional building on lot 20.Commissioner Hoifeldt asked if the proposed building met the elevation requirements.Mr.Deets answered that it did meet those requirements.Commissioner Steele expressed concem about the appearance of the east side of the building if a separate building were constructed.Clark Snyder of Simonson and Associates said the building was designed with the end wall being expandable and at this time they don't know if they would expand or construct mother building.Commissioner Mook asked about the sheeting of water. Based upon the grading plan,it appears that a large portion of the storm water on the site is proposed I to sheet flow out into the street and be collected in the existing public intakes.Mr.Deets said City JI staff is still reviewing this issue and that everything will be done prior to going before Council for approval.Motion by Commissioner Wilson,second by Commissioner Schmidt to "Approve the Site Plan for Summit Flex Building -Westgate Business Park Contingent upon Resolution of the Sheeting 195 of Water Prior to the City Council Meeting."Ayes:Hoifeldt,Steele,Mook,Schmidt,Wilson.Nays: None.Motion carried. Approve the Site Plan for Dairy Queen Grill and Chill.Mr.Deets explained to the Commission that the subject property is located at the corner of Hickman Road and Dartmoor Drive.The applicant is requesting approval of a site plan for the construction of a 2,700 square foot Dairy Queen Grill and Chill.While the facility will serve the typical Dairy Queen desserts,this variation on Dairy Queen also includes a substantial meal menu.It is staff s understanding this would be the first Dairy Queen Grill and Chill in the Des Moines market.Access to the site is proposed to be provided off of Laurel Street.A drive thru is proposed around the east side of the building which would then loop back around to the one entrance off of Laurel Street.The proposed building meets all requirements including the 70%masonry requirements.Commissioner Hoifeldt asked if landscaping requirements were met.Mr.Deets said those have been met.He also said they are planning to construct a combination earthen berm/landscaping along the front of the site to screen headlights from Hickman Road.Commissioner Mook asked for clarification on the Veenstra and Kimm comment regarding a shared access into the site with the existing driveway to the west.Mr.Deets stated that staff felt it would be fairly difficult to have a shared access for the two properties due to the way the existing driveway is set up to access the car wash and due to the distance the entrance would be away from the restaurant.Mr.Deets also stated that an easement would need to be obtained by the adjacent landowner.Commissioner Schmidt commented that these lots were platted prior to the Major Roads Plan being approved and he felt a separate access was appropriate.Commissioner Steele asked for clarification on the proposed patio lighting.Steve Gray of SVP A Architects stated the patio light is under 1800 lumens and meets the City's Ordinance under decorative lighting.Mr.Deets explained that the signs typically used by Dairy Queen don't meet our requirements and they will need to be custom made for this location.Commissioner Schmidt commented on the proposed red tile to be used on the drive thru window.He questioned whether or not a more earth town color would be appropriate.Discussion followed.It was the consensus of the Commission that the area with the red tile was minimal and that it wouldn't be distracting.Mr.Gray explained that the mechanicals will be on the roof and hidden by a four-foot parapet.Motion by Commissioner Mook,second by Commissioner Wilson to "Approve the Site Plan for Dairy Queen Grill and Chill."Ayes:Hoifeldt, Steele,Mook,Sclnnidt,Wilson.Nays:None.Motion carried. Discussion Regarding the Fox Creek Estates Development Concept.Mark Lee of Lee Engineering and Russ Ver Ploeg ofVer Ploeg Architecture addressed the Commission with conceptual land use layouts and uses for the approximately 155 acre Fox farm located north of the Gracewood and Townhomes at Gracewood Developments and east of Warrior Lane.The proposed development will include an extension of Douglas Avenue through the middle of the property.The roadway will be used as a dividing line between land uses with both R-1 and R-2 single family lots to the north of Douglas Avenue and a number of different types of higher density residential to the south of Douglas Avenue. Standard C-1A commercial has been indicated at the northeast comer of Douglas Avenue and Warrior Lane surrounded by townbomes to the north and east to provide a transition to the proposed single family,They are also proposing a mixed use development for the southeast comer of Douglas Avenue and Warrior Lane,The conceptual plans indicate a mixture of buildings that would include retail on the lower level and residential on two upper levels.Council representative Bailey asked how this area would be sewered.Mr.Deets explained this there are two possibilities with one being to extend the sewer from Clive and the other being a lift station.Deets stated that staff and the applicant are still exploring both options.Council representative Bailey commented that the overall development seemed very dense and wanted to know some clear numbers for dwelling units and residents within the area.Council representative Bailey felt that the density may need to be reduced.The Commission discussed the mixed use development and the general consensus was that the idea was exciting and 196 something further to explore"The specific design elements,density,parking,etc.would need to be worked out with staff prior to bringing the request back to the Commission for rezoning review. New Business.Mr.Deets updated the Commission on the Key Corridors Plan.He said they are progressing to the final stages and some exciting ideas have come out of the meetings.A tentative date has been set for Wednesday,June 28,2006 at 7:00 p.m.for a joint meeting ofthe Planning and Zoning Commission and City Council.The public would also be able to give their input at this meeting.
