Chairman Steele called the Jnne 8,2004 meeting of the Planning &Zoning Commission to order at 7:00p.m. Roll Call.Chairman Steele asked for a roll call and the following Commissioners were present: Hoifeldt,Korpanty,Schmidt,Willits,White.Absent:Krantz.Conncil Representative:Mertz. Agenda Approval.Chairman Steele asked if there were any changes to the agenda.None.Motion by Commissioner Willits,seconded by Commissioner Schmidt,to "Approve the Agenda for Jnne 8, 2004."Ayes:Hoifeldt,Korpanty,Schmidt,Willits,White,Steele.Nays:None.Motion carried. Approval of May 11,2004 Meeting Minutes.Chairman Steele asked if there were any changes to the May 11,2004 minutes.None.Motion by Commissioner Schmidt,seconded by Commissioner White,to "Adopt the May II,2004 Meeting Minutes."Ayes:Hoifeldt,Korpanty,Schmidt,Willits, White,Steele.Nays:None.Motion carried. Approval of May 17,2004 Special Meeting Minutes.Chairman Steele asked if there were any changes to the May 17,2004 minutes.None.Motion by Commissioner Willits,seconded by Commissioner Schmidt,to "Adopt the May 17,2004 Special Meeting Minutes."Ayes:Hoifeldt, Korpanty,Schmidt,Willits,White,Steele.Nays:None.Motion carried. Open Forum.No one appeared to address the Commission during the Open Forum. Approve the Site Plan for Westside Plaza.Mark Lee of Lee Engineers presented the Site Plan for. Westside Plaza.Also in attendance were Steve Fisher of Point Builders,and developers Mr.and Mrs. Scott Jones.The site consists of two buildings to be built in two phases.The first building would be 13,000 square feet and house a dance studio and retail/office space.The second building would be 7,000 square feet and have office space.Two issues discussed at length by the Commission were access to the site and exterior elevations.The developer proposes two entrances off NE Dartmoor Drive for parents to easily drop off children at the dance studio;the City is asking for one entrance that aligns with the entrance to Country Clinic to the west ofthe site,as the two proposed entrances are too close to the intersections ofNE Dartmoor DrivelNE Venture Drive and NE Dartmoor DrivelNE Sunrise Drive.John Kursitis clarified the Des Moines Metropolitan Design Standards regarding distances between driveway entrances on collector streets.Mr.Fisher,representing Vantage Point Architects,presented elevation drawings and materials boards for split faced and burnished block. City staff pointed out that a portion of the lot was in the Arterial Corridor Overlay district,and that the structure should therefore be held to the design standards of the overlay.Motion by Commissioner Schmidt,seconded by Commissioner Korpanty,to "Approve the Site Plan for Westside Plaza, provided 1)one driveway be allowed offNE Dartmoor Drive,aligning with the Country Clinic driveway;2)a temporary driveway be allowed at the SW comer of the lot to align with NE Venture Drive,with the understanding that when NE Venture Drive is extended along the south side of the site, the driveway will be relocated to the SE comer of the lot;and 3)building materials meet the Arterial Corridor Overlay District standards."Ayes:Hoifeldt,Korpanty,Schmidt,Willits,White,Steele.Nays: None.Motion carried. Willits,White,Steele.Nays:None.Motion carried. Approve the Ordinance to Amend §303.158(A),Waukee Municipal Code,Development Capital Fees for Community Facilities,Wastewater Treatment Capital Fees of the City of Waukee,Iowa. Jolm Gibson explained the ordinance change.Motion by Commissioner Schmidt,seconded by Commissioner Willits,to "Approve the Ordinance to Amend §303.158(A),Waukee Municipal Code, Development Capital Fees for Community Facilities,Wastewater Treatment Capital Fees of the City of Waukee,Iowa."Ayes:Hoifeldt,Korpanty,Schmidt,Willits,White,Steele.Nays:None.Motion carried. Approve the Water Tower Benefited Area Ordinance.Jolm Gibson explained the ordinance change and stated that the ordinance was still being revised.He suggested a special Planning & Zoning Commission meeting to approve the ordinance when completed.The Commission decided that the special meeting would not be necessary,as Jolm explained the changes very well.Motion by Commissioner Hoifeldt,seconded by Commissioner Schmidt,to "Approve the Water Tower Benefited Area Ordinance with changes as noted by Jolm Gibson."Ayes:Hoifeldt,Korpanty,Schmidt,Willits, White,Steele.Nays:None.Motion carried. Approve the Amendment of the Waukee Urban Renewal Area.Motion by Commissioner Hoifeldt,seconded by Commissioner Willits,to "Approve the Amendment of the Waukee Urban Renewal Area."Ayes:Hoifeldt,Korpanty,Schmidt,Willits,White,Steele.Nays:None.Motion carried. Discuss the Berm Requirements in the Site Plan Ordinauce.Commissioner Schmidt passed out a draft of language that could be added to the site plan ordinance to clarify benning requirements. Commissioner Hoifeldt expressed his appreciation of Commissioner Sclnnidt's work.The Commission agreed to discuss the subj ect again at the next meeting. New Business.Chad Weaver introduced Nick Meurer,who is interning with the City planning department for the summer.
