Chairman Hoifeldt called the June 12,2007 meeting of the Planning and Zoning Commission to order )1 at 7:00p.m. Roll Call.Chairman Hoifeldt asked for a roll call and the following Commissioners were present: Hoifeldt,Airhart,Wilson,Mook,and Schmidt.Absent:Steele and Dutcher.Others in attendance: Beth Richardson,Brad Deets,Dennis Dowell,and Ben Landhauser. Agenda Approval.Motion by Commissioner Schmidt,seconded by Commissioner Airhart,to "Approve the Agenda for June 12,2007."Ayes:Schmidt,Airhart,Wilson,Mook,and Hoifeldt. Nays:None.Motion carried. Approval of April 24,2007 Regular Meeting Minutes.Motion by Commissioner Wilson,seconded by Commissioner Schmidt,to "Adopt the May 22,2007 Regular Meeting Minutes."Ayes:Wilson, Schmidt,Mook,Airhart,and Hoifeldt.Nays:None.Motion carried. Open Forum.No one appeared to address the Commission during the Open Forum. Motion to Approve the Comprehensive Plan Amendment for Stone Prairie.Director of Planning, Brad Deets,briefly explained Regency Land Development's request for a Comprehensive Plan Amendment for a small parcel of the proposed Stone Prairie Development to be classified as Neighborhood Commercial.The Current Comprehensive Plan indicates future development on the entire parcel as low density urban residential development.The property is located at the southwest comer of LA Grant Parkway and Westown Parkway.The Commissioners requested that staff contact the school district regarding the zoning's allowance of a Convenience Store and that the partners in the Comprehensive Plan process are notified of the amendment.Motion by Commissioner Schmidt, seconded by Commissioner Wilson to "Approve the Comprehensive Plan Amendment for Stone Prairie."Ayes:Schmidt,Wilson,Mook,Hoifeldt,and Airhart.Nays:None.Motion carried. Motion to Approve the !ezoning request for a development to be known as Stone Prairie from A- I Agricnltural District to R-2 One and Two Family Residential District,R-4 Row Dwelling and Townhome Dwelling District and C-IA Neighborhood Commercial District.Mark Trumbauer of Regency Land Development represented the rezoning for Stone Prairie.Director of Planning,Brad Deets,explained that the applicant is requesting approval of a rezoning request of approximately 40 acres from A-I (Agricultural District)to 24.86 acres ofR-2 (One and Two Family Residential),10.56 acres ofR-4 (Row Dwelling and Townhome Dwelling District)and 3.04 acres of C-IA (Neighborhood Conunercial District).Motion by Commissioner Wilson,seconded by Commissioner Mook to "Approve the rezoning request for a development to be known as Stone Prairie from A-I Agricultural District to R-2 One and Two Family Residential District,R-4 Row Dwelling and Townhome Dwelling District and C-IA Neighborhood Commercial District."Ayes:Wilson,Mook,Schmidt,Hoifeldt,and Airhart.Nays:None.Motion carried. Motion to approve the rezoning request for a development to be known as Bluestem from A-I Agricultural District to R-2 One and Two Family Residential District.Mark Trumbauer of Regency Land Development represented the rezoning for Bluestem.City Planner,Ben Landhauser, explained that the applicant is requesting approval of a rezoning request from A-I (Agricultural District)to R-2 (One and Two Family Residential)for approximately 29.12 acres located east of SE LA Grant Parkway and south of SE Westown Parkway.Mark Trumbauer stated that the developer, J j 231 Regency Land Development,would like to take the park out of this development and put together a development agreement for the parkland dedication to he included within the park proposed with Stone Prairie on the east side of LA Grant Parkway creating one larger park are versus two smaller parks. Director of Planning,Brad Deets,recommended that the park he removed from the conceptual plan prior to council review.Motion by Commissioner Schmidt,seconded hy Commissioner Mook to "Approve the rezoning request for a development to be known as Bluestem from A-I Agricultural District to R-2 One and Two Family Residential District subject to the removal of the parkland in the conceptual drawing and the parkland dedication being addressed at a later date."Ayes:Schmidt, Mook,Wilson,Hoifeldt,and Airhart.Nays:None.Motion carried. New Business.Brad Deets gave the Commissioners and update on the Comprehensive Plan.The City should receive the 1st draft of the final document next week for review. Adjournment.Motion by Commissioner Schmidt,second by Commissioner Wilson,to adjourn at 7:57 p.m.Ayes:Schmidt,Wilson,Hoifeldt,Airhart,and Mook.Nays:None.Motion carried.
