Chairman Hoifeldt called the June 26,2007 meeting of the Planning and Zoning Commission to order at 7:00p.m.1I Roll Call.Chairman Hoifeldt asked for a roll call and the following Commissioners were present: Hoifeldt,Dutcher,Steele,Mook,and Schmidt.Absent:Wilson and Airhart,Others in attendance: Beth Richardson,John Gibson,Dennis Dowell,and Ben Landhauser. Agenda Approval.Motion by Commissioner Schmidt,seconded by Commissioner Mook,to "Approve the Agenda for June 26,2007."Ayes:Schmidt,Mook,Dutcher,Steele,and Hoifeldt.Nays: None.Motion carried. Approval of June 12,2007 Regular Meeting Miuutes.Motion by Commissioner Mook,seconded by Commissioner Schmidt,to "Adopt the June 12,2007 Regular Meeting Minutes."Ayes:Mook, Schmidt,Dutcher,Steele,and Hoifeldt.Nays:None.Motion carried. Open Forum.No one appeared to address the Commission during the Open Forum. Motion to Approve the Final Plat for Williams Pointe Plat 13.City Planner,Ben Landhauser, briefly explained Regency Land Development's request for the approval of a final plat for Williams Pointe Plat 13 which includes 2 commercial lots contains 4.67 acres and 7.06 acres.Motion by Commissioner Schmidt,seconded by Commissioner Mook to "Approve the final plat for Williams Pointe Plat 13 subject to the completion of the installation of the public improvements and the receipt )1 of legal documents and bonds."Ayes:Schmidt,Mook,Steele,Hoifeldt,and Dutcher.Nays:None. Motion carried, Motion to Approve the Temporary Site Plan for Regency Homes Welcome Center.City Planner, Ben Landhauser,explained the applicants request for approval of a temporary site plan on Lot 2 of Williams Pointe Plat 13 which includes the construction of a temporary welcome center/sales center along with a temporary 10 stall parking lot and access drive,Staff has requested an itemized list .provided by the developer on the costs involved with the removal of all the public improvements installed for the sake of the temporary building.Erin Ollendike with Civil Design Advantage will provide an itemized list for city staff to review.The developer will be required to provide a bond or cash in lieu of a bond for the removal of the public improvements.Motion by Commissioner Schmidt, seconded by Commissioner Steele to "Approve the temporary site plan for Regency Homes Welcome Center provided a bond is in place to cover the removal of all the public improvements if needed." Ayes:Schmidt,Steele,Mook,Hoifeldt,and Dutcher.Nays:None.Motion carried. Motion to approve the final plat for Williams Pointe Plat 14.City Plarmer,Ben Landhauser, explained that the applicants request for approval of a final plat for Williams Pointe Plat 14 which includes 7 commercial lots with an outlot for future development ranging in size from 1.26 acres to 4.69 acres.A bond or cash in lieu of bond will need to be provided for one-fourth of the cost of a future traffic signal at the intersection of Waco Place and Hickman Road.Motion by Commissioner . Mook,seconded by Commissioner Dutcher to "Approve the final plat for Williams Pointe Plat 14 I subject to outstanding staff comments."Ayes:Mook,Dutcher,Schmidt,Hoifeldt,and Steele.Nays:J None.Motion carried._ 233 Discussion regarding Westgate Business Park Plat 3 /Westgate Business Park Planned Development.Kevin Sabus with Pointe Builders briefly explained the layout and building materials for the conceptual site plan for the Fireplace and Stone Center.The color scheme will be the same through out the building utilizing 2 or 3 types of material on the front to showcase materials sold at the retail store most likely cast stone,culture stone,and brick.They will meet the minimum hard surface requirements according to the Planned Development.All surfaces facing Frontier Avenue will contain 45%hard surface with 5'wrap around,surfaces facing Alices Road will contain a minimum of 60 % hard surface and lot 2,on the south side of the building,will need to contain some hard surface material due to the angle of the proposed building layout.The Commission has requested staff come up with a PD amendment to cover the elevations on the south side of lot 2.Ben Landhauser,City Planner,stated that the landscape requirements would increase due to the subdivision of the lot.Jeff Funk,CEO Fireplace and Stone Center,stated that the spec buildings will eventually have different owners.Outside storage would be partially paved and the unused portion will be grass.The public improvements for Alice'Road will need to be completed with the subdivision/site plan approval including the installation of sidewalk and bike trail.The driveway located on Alice's Road will be a right in and right out only.
