MINUTES OF THE TUESDAY,AUGUST 24,2004 PLANNING AND ZONING COMMISSION
MEETING.
Chairman Steele called the August 24,2004 meeting of the Planning &Zoning Commission to order at
7:01 p.m.
Roll Call.Chairman Steele asked for a roll call and the following Commissioners were present:
Hoifeldt,Krantz,Schmidt,Willits,White.Absent:Korpanty.Council Representative:Mertz.
Agenda Approval.Motion by Commissioner Schmidt,seconded by Commissioner White,to
"Approve the Agenda for August 24,2004."Ayes:Hoifeldt,Krantz,Schmidt,Willits,White,Steele.
Nays:None.Motion carried.
Approval of August 10,2004 Meetiug Minutes.Chairman Steele asked if there were any changes to
the August 10,2004 minutes.None.Motion by Commissioner Willits,seconded by Commissioner
Schmidt,to "Adopt the August 10,2004 Meeting Minutes."Ayes:Hoifeldt,Krantz,Schmidt,Willits,
White,Steele.Nays:None.Motion carried.
Open Forum.No one appeared to address the Commission during the Open Forum.
Approve the Rezoning of Glynn Village from A-I (Agricultural District)to R-l (Single Family
Residential District),then to PD-l (Planned Development Overlay District).Rick Tollakson of
Hubbell Realty addressed the Commission.Also in attendance were Doug Saltsgaver of Engineering
Resource Group (ERG),project engineers;Gary Hammer ofRDG Bussard Dikis,land planner;and ]
Steve Neibuhr,senior vice president in charge of development for Hubbell Realty.Mr.Tollakson and
Mr.Saltsgaverpresented the concept of Warrior Lane as a boulevard street,with single one-way 17-
foot wide lanes on each side of a median.It is currently not known if the median would be graded as a
berm or swale.The boulevard concept would have no on-street parking,and would have room in the
median for a future lane addition.There was much discussion about the boulevard.The Commission
stated their approval of the concept,but expressed concern about lots fronting the boulevard and the
number of driveways it would create along Warrior Lane,which is identified as a minor arterial road in
both the Comprehensive Plan and the Major Streets Plan.Many suggestions were made,including the
elimination of some of the lots to make room for off-street parking areas.There was some discussion
as to the proposed 17-foot width of the lanes,and whether they should be increased to 18 Yz feet.In
addition to the discussion of Warrior Lane,the proposed signage was discussed in brief Also,Mr.
Tollakson stated that the proposed open space would be open to public use,but would be owned and
maintained by the Glynn Village homeowner's association.Motion by Commissioner Krantz,
seconded by Commissioner Willits,to "Approve the Rezoning of Glynn Village from A-I
(Agricultural District)to R-l (Single Family Residential District),then to PD-l (Planned Development
Overlay District),provided that sidewalks be added on both sides of streets throughout the
development,that four parking outlets be added along Warrior Lane,and that the lanes of Warrior
Lane boulevard be 17 feet wide."Ayes:Krantz,Schmidt,Willits,White,Steele.Nays:None.
Commissioner Hoifeldt abstained due to a conflict of interest.Motion canied.
Discuss the Berm Requirements in the Site Plan Ordlnauce,Chairman Steele and commissioner,'
Schmidt stated their approval to disallow the substitution oflandscaping in lieu of benning.Council J
Representative Mertz recommended that the Commission review the ordinances for Overland Park,
Kansas as they relate to benning requirements.Mark Arentsen suggested that the Commission set a 3-

month goal in which to review the Overland Park ordinances and make any decisions regarding its
implementation.
Discuss the Residential Zoning Districts.As this agenda item was discussed at length during the
joint City CouncillPlanning &Zoning Commission meeting of August 23,the Commission saw no
need to discuss it at this time.
Discuss Conditional Uses.As this agenda item was discussed at length during the joint City
CouncillPlanning &Zoning Commission meeting of August 23,and as the City Council expressed
their opposition to conditional use permits,the Commission saw no need to discuss it at this time.
Discuss the City of Overland Park,KS Ordinances.Commissioner Schmidt stated his opinion that
a 3-month period seemed reasonable for review of the ordinances.Council Representative Mertz
stated that the R-4 architectural standards should be among the first items to be addressed by the
Commission.
New Business.Commissioner Schmidt asked if any conversation had taken place between the City
and the owner of the Car Wash at Legacy Pointe (Iowash).Chad Weaver stated that Council Member
Stanton was to speak with the project architect about how the project was represented to the City and
what was actually built,specifically the interior lighting.
In light of the Commission's motion on the rezoning of Glynn Village,in which the Commission
stated their approval of a boulevard with lots fronting it,Chad Weaver asked for direction from the
Commission on how to proceed with the Major Streets Plan.Commissioner Schmidt asked that it be
noted that the Commission did not make their decision on Warrior Lane easily or lightly.
Adjournment.Motion by Commissioner Schmidt,seconded by Commissioner White,to adjourn at
8:50 p.m.Ayes:Hoifeldt,Krantz,Schmidt,Willits,White,Steele.Nays:None.Motion carried.
