MINUTES OF THE TUESDAY AUGUST 26,2003 PLANNING AND ZONING COMMISSION
MEETING.
Chairman Steele called the August 26,2003 meeting of the Planning &Zoning Commission to order at
7:01 p.m.
Roll Call.Chairman Steele asked for a roll call and the following Commissioners were present:
Hoifeldt,Korpanty,Krantz,Schmidt,White,Willits,Steele.Absent:None.Council Representative:
Stanton.
Agenda Approval.Chairman Steele asked ifthere were any changes to the agenda.None.Motion
by Commissioner Schmidt,seconded by Commissioner Willits,to "Approve the Agenda for August
26,2003."Ayes:Hoifeldt,Korpanty,Krantz,Schmidt,White,Willits,Steele.Nays:None.Motion
carried.
Approval of August 12,2003 Meeting Minutes.Chairman Steele asked if there were any changes to
the August 12,2003 minutes.None.Motion by Commissioner Schmidt,seconded by Commissioner
White,to "Adopt the August 12,2003 Meeting Minutes."Ayes:Hoifeldt,Korpanty,Krantz,Schmidt,
White,Willits,Steele.Nays:None.Motion carried.
Approve the Site Plan for Hawthorne Plaza.Larry Hague of Engineering Design Services (EDS)
presented the Site Plan for Hawthorne Plaza on behalf of developer Stephen R.Grubb.The exterior
elevations consist of all brick and glass,a canopy over the storefronts,asphalt shingles,and cupolas at
various points along the roofline.All V &K and City staff comments have been addressed.Turning
lanes off University Avenue will be added as part of the University widening project.Commissioner
Willits expressed concern over possible erosion in the Southfork pond due to the amount of storm
water drainage into the stream directly to the west and north of the Hawthorne Plaza site.He asked
that the City engineer review the situation.Screening of the AlC units was discussed.MT.Hague
stated that the placement of the units has not been finalized and that if placed on the roof,the units
would be disguised with cupolas.The Commission asked that any AlC units placed on the ground be
screened with plantings.Council Representative Stanton asked that the lighting consist of fully
shielded wall packs,and that parking lot lights be tumed off I hour after last business closing time,
Mr.Hague agreed to the fully shielded lighting,but could not consent to the parking lights being
tumed off as that must be decided by the developer.Mr.Hague and the Commission also expressed
_______concem Q.versafety issues if the lights were turned off.Motion by Commissioner Schmidt,seconded __
by Commissioner Korpanty,to "Approve the Site Plan for Hawthorne Plaza,provided all V &K and
City staff comments are addressed and that plantings be used to screen any AlC units located on the
ground."Ayes:Hoifeldt,Korpanty,Krantz,Schmidt,White,Willits,Steele.Nays:None.Motion
carried.
Approve the Changes to Open Space Requirements in All Districts.Chad Weaver stated that the
changes had been supported by the City Council during a special work session held on August 20,
2003.Other metro communities have similar open space requirements.Motion by Commissioner
Hoifeldt,seconded by Commissioner Schmidt,to "Approve the Changes to Open Space Requirements
in All Districts."Ayes:Hoifeldt,Korpanty,Krantz,Schmidt,White,Willits,Steele.Nays:None.
Motion carried.
Approve the Ordinance Change §304.5(M)-Site Plan Architectural Standards.The changes
consist of outlining more specific architectural standards and hard surface requirements for multi-

family dwellings,as well as adding standards for the Arterial Corridor Overlay.Motion by
Commissioner Schmidt,seconded by Commissioner White,to "Approve the Ordinance Change
§304.5(M)-Site Plan Architectural Standards."Ayes:Hoifeldt,Korpanty,Krantz,Schmidt,White,
Willits,Steele.Nays:None.Motion carried.
Approve the Ordinance Change §304.S(B)-Site Plan Landscaping Required.The changes
consist of increasing the minimum caliper diameter for trees,as well as adding landscaping standards
for the Arterial Corridor Overlay.Motion by Commissioner Krantz,seconded by Commissioner
Willits,to "Approve the Ordinance Change §304.5(B)-Site Plan Landscaping Required."Ayes:
Hoifeldt,Korpanty,Krantz,Schmidt,White,Willits,Steele.Nays:None.Motion carried.
New Business.None.
Adjournment.Motion by Commissioner Willits,seconded by Commissioner Schmidt,to adjourn at
8:12 p.m.Ayes:Hoifeldt,Korpanty,Krantz,Schmidt,White,Willits,Steele.Nays:None.Motion
carried.Meeting adj ourned.
