Vice Chairman Hoifeldt called the September 6,2005 meeting of the Planning and Zoning Commission to order at 6:02 p.m. Roll Call.Vice Chairman Hoifeldt asked for a roll call and the following Commissioners were present: Dutcher,Mook,Schmidt,Wilson.Absent:Steele,Krantz.Council Representative Mertz arrived at 6:10 p.m.Chairman Steele arrived at 6:58 p.m.Commissioner Krantz arrived at 7:28 p.m. Agenda Approval.Motion by Commissioner Mook,seconded by Commissioner Schmidt,to "Approve the Agenda for September 6,2005."Ayes:Dutcher,Hoifeldt,Mook,Schmidt,Wilson.Nays:None. Motion carried. Discuss the City of Overland Park,KS Ordinances.The Commission continued their discussion of the commercial design guidelines.There was much discussion regarding site layout at intersecting thoroughfare streets.The Commission agreed that certain intersections could benefit from common landscaping and focal point design,but was unsure as to which intersections would be best served.Mark Arentsen stated that City staff would create a list of possible intersections to consider,and the Commission could then choose which of those would be best.There also was considerable discussion regarding site amenities,specifically the size and type of development that should be required to include such amenities.Chairman Steele arrived at 6:58 p.m.Commissioner Dutcher suggested that some kind of incentive program would make it easier for developers to include requested amenities in their designs. The Commission then discussed the section on the relationship of a site to surrounding development,and 1 whether it was possible to enforce internal circulation standards.Chad Weaver agreed to investigate this J' section in further depth.Commissioner Krantz arrived at 7:28 p.m.Some discussion took place regarding vehicular and pedestrian access and circulation,especially whether the City could or should require developers to design parking lots to such specific rules and regulations.Mr.Weaver agreed to discuss the matter with the City Attorney.Commissioner Schmidt stated his desire to encourage angle parking and one-way aisles wherever possible in order to eliminate traffic flow problems.Commissioner Krantz echoed this sentiment.At this point,the Commission agreed to continue the discussion at a special meeting to be held Tuesday,October 18 at 6:00 p.m. New Business.Chad Weaver asked that any Commissioners who wished to attend the Access Management Seminar in Ames should register early.He and Jody Gunderson will be attending. Adjournment.Motion by Commissioner Krantz,seconded by Commissioner Schmidt,to adjourn at 8:17 p.m.Ayes:Dutcher,Hoifeldt,Krantz,Moolc,Schmidt,Wilson,Steele.Nays:None.Motion carried.
