MINUTES OF THE TUESDAY SEPTEMBER 12,2006 PLAl'lNING Al'ID ZONIl'JG COMMISSION
MEETING.
Chairman Hoifeldt called the September 12,2006 meeting of the Planning and Zoning Commission to
order at 7:00 p.m.
Roll Call.Chairman Hoifeldt asked for a roll call and the following Connnissioners were present:
Hoifeldt,Schmidt,Mook,Steele,Wilson.Absent:Dutcher,Krantz.Others in attendance:Shannon
Lynch,Brad Deets,Dennis Dowell,John Kursitis,and Council Member Bailey.
Commissioner Krantz arrived at 7:01 p.m.
Agenda Approval.Motion by Commissioner Steele,seconded by Commissioner Wilson,to
"Approve the Agenda for September 12,2006."Ayes:Hoifeldt,Schmidt,Mook,Steele,Krantz,
Wilson.Nays:None.Motion carried.
Approval of August 29,2006 Regular Meeting Minutes.Motion by Commissioner Schmidt,
seconded by Commissioner Steele,to "Adopt the August 29,2006 Regular Meeting Minutes with a
correction that the Planning and Zoning Commission directed staff to discuss the Arterial Corridor
Overlay Requirements regarding remaining industrial zoned property along Alice's Road and Hickman
Road."Ayes:Hoifeldt,Mook,Schmidt,Krantz,Steele,Wilson.Nays:None.Motion carried,
Open Forum.No one appeared to address the Commission during the Open Forum.
Motion to Approve the Final Plat for Williams Pointe Plat 11.Director of Planning Brad Deets
explained that the subject property is included in the Williams Pointe Planned Development that was
approved by the City of Waukee in July 2005.At this time,the applicant is requesting approval of the
final plat which includes SE Waco Place from Hickman Road (Highway 6)to SE Laurel Street as well
as a 4.3 acre lot intended for condominium/apartment development in the future.Commissioner
Schmidt asked if the signaled intersection would require an agreement with the City of Clive.Mr.
Deets explained an agreement would need to be worked out with the City of Clive,the developer,and
Stiver's Ford.Motion by Commissioner Schmidt,seconded by Commissioner Krantz to "Approve the:
Fimll Plat for WillIams Pointe Piat'li Subject to Completion of Public Improvements Associated with
the Plat and any Remaining Staff Comments."Ayes:Hoifeldt,Mook,Krantz,Schmidt,Wilson,
Steele.Nays:None.Motion carried.
Motion to Approve the Final Plat for Williams Pointe Plat 12.Mr.Deets explained that the subject
property is included in the Williams Pointe Planned Development that was approved by the City of
Waukee in July 2005.At this time,the applicant is requesting approval of a final plat for a portion of
the Williams Pointe Planned Development which includes the right of way for Blick Drive and Laurel
Street along with a cui de sac at the end of Westbrooke Drive.The two lots being fmal platted are
13.97 acres and 17.00 acres respectively.Both lots are zoned R-4 and will be developed as townhome
communities in the future.The preliminary plat for this plat was approved in April 2006.Motion by
Commissioner Wilson,seconded by Commissioner Krantz to "Approve the Final Plat for Williams
Pointe Plat 12 Subject to Completion of Public Improvements Associated with the Plat and any
Remaining Staff Comments."Ayes:Hoifeldt,Mook,Sc1nuidt,Krantz,Steele,Wilson.Nays:None.
Motion carried.

Motion to Approve the Final Plat for Painted Woods Plat 2.Discussion took place regarding sewer
improvements to Plats 2 and 3.Motion by Commissioner Schmidt,seconded by Commissioner Steele
to "Postpone Consideration of Final Plat for Painted Woods Plats 2 and 3 until the September 26,2006
Meeting."Ayes:Hoifeldt,Steele,Krantz,Mook,Schmidt,Wilson.Nays:None.Motion carried.
Motion to Approve the Final Plat for Painted Woods Plat 3.Motion by Commissioner Schmidt,
seconded by Commissioner Steele to "Postpone Consideration of Final Plat for Painted Woods Plats 2
and 3 until the September 26,2006 Meeting."Ayes:Hoifeldt,Steele,Krantz,Mook,Schmidt,
Wilson.Nays:None.Motion carried,
New Bnsiness.Discussion took place regarding the Arterial Corridor Overlay District
RequirementslIndustrial Requirements Discussion that took place with the City Council.My.Deets
presented the Commission with a status report on the Comprehensive Plan Update.Connnissioner
Schmidt expressed his concern about signs that have been placed at Grant Park Plat 1 concerning the
pre-selling of lots in Grant Park Plat 2.
Adjournment.Motion by Connnissioner Steele,second by Commissioner Mook,to adjourn at
8:04 p.m.Ayes:Hoifeldt,Mook,Schmidt,Krantz,Steele,Wilson.Nays:None.Motion carried.
