Chairman Steele called the September 28,2004 meeting ofthe Planning &Zoning Commission to order at 7:01 p.m. Ron Call,Chairman Steele asked for a roll call and the following Commissioners were present: Hoifeldt,Korpanty,Krantz,Schmidt,Willits,White.Absent:None.Council Representative:Mertz. Agenda Approval.Motion by Commissioner Willits,seconded by Commissioner Schmidt,to "Approve the Agenda for September 28,2004."Ayes:Hoifeldt,Korpanty,Krantz,Schmidt,Willits, White,Steele.Nays:None.Motion carried. Approval of September 14,2004 Meeting Minutes.Motion by Commissioner Schmidt,seconded by Commissioner White,to "Adopt the September 14,2004 Meeting Minutes."Ayes:Hoifeldt,Korpanty, Krantz,Schmidt,Willits,White,Steele.Nays:None.Motion carried. Open Forum.No one appeared to address the Commission during the Open Forum. Approve the Final Plat for Williams Pointe Plat 4.Chad Christensen of Cooper Crawford & Associates presented the Final Plat for Williams Pointe Plat 4,on behalf of Regency Land Company. Some lots in this plat will be used as the site for the 2005 Home Show.At the request of the Commission,Mr.Christensen reviewed and responded to the V &K and City staff comments,and stated the developer agreed with all comments,Motion by Commissioner Schmidt,seconded by Commissioner Willits,to "Approve the Final Plat for Williams Pointe Plat 4,provided all performance and maintenance bonds and legal documents are given to the City prior to City Council review."Ayes: Hoifeldt,Korpanty,Krantz,Schmidt,Willits,White,Steele.Nays:None.Motion carried. Approve the Final Plat for Williams Pointe Plat 5.Chad Christensen of Cooper Crawford & Associates presented the Final Plat for Williams Pointe Plat 5,on behalf of Regency Land Company. At the request of the Commission,Mr.Christensen reviewed and responded to the V &K and City staff comments,The developer asks that a 60-foot right-of-way be allowed along the eastern side of Alice's Road instead of the requested 80 feet.John Gibson stated the City's approval of a 60-foot right-of- way.Motion by Commissioner Schmidt,seconded by Commissioner Hoifeldt,to "Approve the Final Plat for Williams Pointe Plat 5,provided all performance and maintenance bonds and legal documents are given to the City prior to City Council review."Ayes:Hoifeldt,Korpanty,Krantz,Schmidt, Willits,White,Steele.Nays:None.Motion carried. Approve the Final Plat for Williams Pointe Plat 6.Chad Christensen of Cooper Crawford & Associates presented the Final Plat for Williams Pointe Plat 6,on behalf of Regency Land Company. At the request of the Commission,Mr.Christensen reviewed and responded to the V &K and City staff comments,and stated the developer agreed with all comments.The developer also agrees to pay a portion of the costs for improvements to the Country Club West pump station if and when those improvements are made.Motion by Commissioner Hoifeldt,seconded by Commissioner Willits,to "Approve the Final Plat for Williams Pointe Plat 6,provided all performance and maintenance bonds and legal documents are given to the City prior to City Council review.'Ayes:Hoifeldt,Korpanty, Krantz,Schmidt,Willits,White,Steele.Nays:None.Motion carried. At the request of the Commission,Mr.Christensen reviewed and responded to the V &K and City staff 1, comments.John Gibson stated the City's approval of a 60-foot right-of-way along the eastern side of Alice's Road,as well as a total right-of-way of70 feet along Brick Drive and Olson Drive.Motion by Commissioner Willits,seconded by Commissioner White,to "Approve the Final Plat for Williams Pointe Plat 7,provided all performance and maintenance bonds and legal documents are given to the City prior to City Council review."Ayes:Hoifeldt,Korpanty,Krantz,Schmidt,Willits,White,Steele. Nays:None.Motion carried. Approve City Staff Review and Approval of the Future Phases of Legacy Pointe Townhomes. Motion by Commissioner Schmidt,seconded by Commissioner Krantz,to "Approve City Staff Review and Approval of the Future Phases of Legacy Pointe Townhomes."Ayes:Hoifeldt,Korpanty,Krantz, Schmidt,Willits,White,Steele.Nays:None.Motion carried. Discnss the City of Overland Park,KS Ordinances.The Commission focused their discussion on building design standards for multi-family structures.The Commission did not want to adopt the Overland Park incentives to allow for increased density,as they were too confusing and arbitrary. Some components ofthe Overland Park ordinance the Commission wished to adopt were those regarding requirements for three story buildings,four-sided design,articulated building fronts, windows in all elevations,and garage doors.During the next meeting,the Commission will finish reviewing the building design standards,and begin work on the landscaping ordinance. New Business.Chad Weaver stated he and Dennis Dowell would be meeting with Dennis Carroll,I owner of Iowash car wash,immediately following the meeting in order to discuss the lighting issues.J Adjournment.Motion by Commissioner Schmidt,seconded by Commissioner Korpanty,to adjourn at 9:05 p.m.Ayes:Hoifeldt,Korpanty,Krantz,Schmidt,Willits,White,Steele.Nays:None.Motion carried.Meeting adjoumed.
