MINUTES OF THE TUESDAY OCTOBER 24,2006 PLANNING AND ZONING COMMISSION
MEETING.
Chairman Hoifeldt called the October 24,2006 meeting of the Planning and Zoning Commission to
order at 7:00 p.m.1j
Roll Call.Chairman Hoifeldt asked for a roll call and the following Commissioners were present:
Hoifeldt,Wilson,Sclnnidt,Mook,Krantz,Steele.Absent:Dutcher.Others in attendance:Jeff
Kooistra,Shannon Lynch,Brad Deets,Dennis Dowell,John Kursitis,and Council Member Watts.
Council Member Bailey arrived at 8:40 p.m.
Agenda Approval.Motion by Commissioner Sclnnidt,seconded by Commissioner Wilson,to
"Approve the Agenda for October 24,2006."Ayes:Hoifeldt,Sclnnidt,Mook,Wilson,Krantz,Steele.
Nays:None.Motion carried.
Approval of October 10,2006 Regular Meetiug Minutes.Motion by Commissioner Steele,
seconded by Commissioner Krantz,to "Adopt the October 10,2006 Regular Meeting Minutes."Ayes:
Hoifeldt,Mook,Schmidt,Krantz,Wilson,Steele.Nays:None.Motion carried.
Opeu Forum.No one appeared to address the Commission during the Open Forum.
Motion to Approve the Final Plat for Legacy Pointe at Waukee Plat 5.Dennis Dowell explained
to the Commission that this plat includes 7 residential lots.He said there were only a couple of minor
items ontstanding.Motion by Commissioner Schmidt,seconded by Commissioner Krantz to
")....pprove the Final Plat for Legacy Pointe at Waukee Plat 5 Subject to Completion of all Outstanding
Staff Comments and all Bonds Paid Prior to the City Council Meeting."Ayes:Hoifeldt,Mook,
Krantz,Schmidt,Wilson,Steele.Nays:None.Motion carried.J
Motion to Approve the Site Plan for Waukee Schools Baseball and Softball Complex.Steve
Briden with Waukee Community Schools explained to the Commission that the planned improvements
are to the backstop and the dugouts.The existing dugouts would be replaced with brick dugouts and
.thesoftballand baseballfieldswould each have new bleachers and pre-ss box.Erie-Rose,also with
Waukee Community Schools,explained the plan for the press boxes.Commissioner Mook asked if
the City had any line-of-sight or safety concerns in regards to future the widening of Warrior Lane.
Brad Deets said there were no major concerns.Motion by Commissioner Krantz,seconded by
Commissioner Steele to "Approve the Site Plan for Waukee Schools Baseball and Softball Complex."
Ayes:Hoifeldt,Mook,Sclnnidt,Krantz,Wilson,Steele.Nays:None.Motion carried,
Motion to Approve the Preliminary Plat for Fox Creek Estates Plat 1.Mr.Deets explained that at
this time,the applicant is requesting preliminary plat approval of the first phase of the development
which includes 90 town home lots located along the south edge ofthe development on approximately
14.52 acres.Mr.Deets said the preliminary plat is consistent with what was approved at the time of
rezoning and meets all R-4 [Row Dwelling and Townhome Dwelling District]requirements.In
addition,a proposed 40 foot landscape buffer will be located along the south property line.Mr.Deets
said the majority of staff comments have been met.Chairman Hoifeldt asked if the water and sewer
lines were to be placed on the same side of the street.Mark Lee,Lee Engineering,said the sanitary
sewer will be located along the south side ofthe street and the water line along the north side.
Commissioner Steele asked who would be required to maintain the landscape buffer.Clarke Kramme,
Kramme and Associates,said they are trying to make it as maintenance free as possible.He further

explained that they are looking at a homeowner's association but would rather have each lot maintain
what's on their property.Council Member Mike Watts said a homeowner's association would
probably be required in order to pass at Council.Commissioner Mook said the developers are
expecting a lot from individual homeowner's to maintain the buffer especially since these are
townhome lots with two homeowners per lot.Motion by Commissioner Wilson,seconded by
Commissioner Mook to "Approve the Preliminary Plat for Fox Creek Estates Plat 1 Subject to
Remaining Staff Comments."Ayes:Hoifeldt,Mook,Krantz,Schmidt,Wilson,Steele.Nays:None.
Motion carried.
Motion to Approve the Preliminary Plat for Vista Commercial Plat 1.Mr.Deets explained that
the property is located along Hickman Road just east of Waukee City Hall.The applicant is requesting
approval of a preliminary plat and a final plat for the entire five acre parcel as well as approval of a site
plan for a 4,500 square foot Sherwin Williams Paint store on Lot 1 of the proposed plat.The plat
would include five separate lots each approximately one acre in size.A frontage road is proposed
along Hickman Road for the entire length ofthe property.Another frontage road is proposed along
Laurel Street to provide access to the five proposed lots.A water main is proposed to be developed
through the property and looped into the existing water main on the south side of Laurel Street.A 25
ft landscape buffer easement along Laurel Street is proposed.The developer will need to bond for the
public improvements as a part of the fmal plat approval.Entrance to the proposed Sherwin Williams
site will be provided by the joint access off of Hickman Road.Mr.Deets told the Commission that the
majority of staff comments have been addressed.Commissioner Schmidt said his two main concerns
were storm water detention and the elevations.He wondered if the elevations met the requirements of
the Arterial Corridor Overlay District and also questioned why the detention area was only being done
to this particular lot instead of all the lots included in the plat.Chuck Bishop,Bishop Engineering,
said they are only doing the detention work on Lot 1 because they don't know what will go into the
other four lots and therefore,they don't know the needs for those other lots.Commissioner Mook said
he would like to see other elevations before approving the site plan portion of this plat.Motion by
Commissioner Schmidt,seconded by Commissioner Wilson to "Approve the Preliminary Plat for Vista
Connnercial Plat 1 Pending all Staff Comments Addressed."Ayes:Hoifcldt,Mook,Krantz,Schmidt,
Wilson,Steele.Nays:None.Motion carried.
Motion to Approve the Final Plat for Vista Commercial Plat 1.Motion by Commissioner Steele,
seconded by Commissioner Mook to "Approve the Final Plat for Vista Commercial Plat 1."Ayes:
Hoifeldt,Mook,Krantz,Schmidt,Wilson,Steele.Nays:None.Motion carried.
Motion to Approve the Site Plan for Sherwin Williams.Motion by Commissioner Schmidt,
seconded by Commissioner Krantz to "Postpone Approval of the Site Plan for Sherwin Williams until
the November 14,2006 meeting."Ayes:Hoifeldt,Mook,Krantz,Schmidt,Wilson,Steele.Nays:
None.Motion carried.
Motion to approve the Key Intersections Improvements concept Development Summary Report.
Mr.Deets explained that RDG Planning and Design has completed the Key Intersections Summary
Report which compiles the various input from the several Stakeholder's Meetings that were held along
with the joint City Council /Planning and Zoning Commission /Public Meeting that was held back in
June.Motion by Commissioner Wilson,seconded by Commissioner Steele to "Approve the Key
Intersections Improvements Concept Development Summary Report."Ayes:Hoifeldt,Mook,Krantz,
Schmidt,Wilson,Steele.Nays:None.Motion carried.
Discuss the Proposed Sonic Restaurant Building Elevations.Mr.Deets explained that Sonic is
proposing to construct a restaurant at the northwest comer of Laurel Street and Warrior Lane behind

Casey's Convenience Store.This property is located within the Arterial Corridor Overlay District
which requires additional consideration relating to the architecture of the buildings including the use of
materials,the articulation of the mass of the building and compatibility with site's surrounding.Mike 1
Simonson,Simonson and Associates,addressed the Commission.He explained that the building itself
is fairly small with most business being outdoor/car-hop type business.Commissioner Schmidt Jexpressedhisbeliefthatthisisabadlocationforthistypeofbusiness.Mr.Simonson pointed out that
this site is zoned for a fast-food establishment and that all zoning requirements have been met.
Commissioner Mook said he believes this would be a good addition to Waukee but not sure this
particular location will work because of the single family homes across the street.Commissioner
Schmidt questioned if these elevations,largely due to the canopies,will meet the additional
requirements ofthe Overlay District.Commissioner Mook asked if this area can handle the extra
traffic in what is already a busy street/intersection.Mr.Deets said staff can address some of the traffic
issues.Commissioner Schmidt stated that the elevations need to conform to the Arterial Conidor
Overlay District and felt that additional consideration needed to be given to the canopies and structural
components ofthe canopies.
New Business.Mr.Deets told the Commission that the City approved Gould Evans of Kansas City to
update the City's Comprehensive Plan.An advisory committee will be formed to bounce ideas
around.It will be made up of members from various boards,City staff,developers,and members of
the public.Mr.Deets said November 16,2006 is the tentative date for the first meeting between the
advisory committee and Gould Evans.Mr.Deets also spoke to the Commission about the complaints
the City receives regarding the high cost of building permits in Waukee.He explained that several
years ago,per some developer's requests,the City switched over some connection fee costs from being
applied and paid at the time of platting to being applied and paid on the building permit.The result has

substantially higher than surrounding communities.Mr.Deets pointed out to the Commission that
when you add all costs of platting and building permit fees,it is clear that the City of Waukee fees are
in line with other communities.Mr.Deets also informed the Commission about updates and additions
he would like to see on the City's website that he hopes will increase the amount of public
participation about incoming projects.He is also looking at sending "postcards"to homeowner's
located within 300 feet of incoming projects to let them know about projects and address any concerns
at the beginning of theprocess asopposed to after the project has begun.
