MINUTES OF THE TUESDAY,OCTOBER 26,2004 PLANNING AND ZONING COMMISSION
MEETING.
Chairman Steele called the October 26,2004 meeting of the Planning &Zoning Commission to order
at 7:03 p.m.I
Roll Call.Chairman Steele asked for a roll call and the following Commissioners were present:
Hoifeldt,Korpanty,Schmidt,Willits,White.Absent:Krantz.Council Representative:Mertz.
Agenda Approval.Motion by Commissioner Willits,seconded by Commissioner Schmidt,to
"Approve the Agenda for October 26,2004."Ayes:Hoifeldt,Korpanty,Schmidt,Willits,White,
Steele.Nays:None.Motion carried.
Approval of October 12,2004 Meeting Minutes.Commissioner White noted that Commissioner
Willits,not herself,seconded the motion regarding the Rezoning of 1450 SE University Avenue
(Schwartz property).Motion by Commissioner Schmidt,seconded by Commissioner Willits,to
"Adopt the October 12,2004 Meeting Minutes with the noted correction."Ayes:Hoifeldt,Korpanty,
Schmidt,Willits,White,Steele.Nays:None.Motion carried.
Open Forum.No one appeared to address the Commission during the Open Forum,
Approve the Rezoning of Hemingway from A-I [Agricultural District]to R-2 [One and Two
Family Residential District].Steve Moseley of Engineering Design Services (EDS)presented the
rezoning of Hemingway.Motion by Commissioner Schmidt,seconded by Commissioner White,to 1
"Approve the Rezoning of Hemingway from A-I [Agricultural District]to R-2 [One and Two Family J
Residential District]."Ayes:Hoifeldt,Korpanty,Schmidt,Willits,White,Steele.Nays:None.
Motion carried.
Approve the Preliminary Plat for Hemingway,Steve Moseley of Engineering Design Services
(EDS)presented the Preliminary Plat for Hemingway.He stated that SE Greentree Drive will continue
to the northern boundary of the plat,SE Prairie Park Lane and SE Whitetail Lane will be renamed prior
to City Council consideration,and SE Pleasant View Drive will have a 70'right-of-way.L.A.Grant
Parkway will have curbs and gutters when the plat is constructed,There was some discussion
regarding street connections with Warrior Lane to the west.City staff explained that SE Pleasant View
Drive would connect with Warrior Lane,and that this issue would be addressed during the preliminary
platting of Glynn Village.City staff brought to the attention of the Commission that the parcel directly
to the south of Hemingway was being considered for development of single family homes for senior
citizens,and that the potential developer ofthat site did not want any streets from the north connecting
to the property.The Commission saw no reason for the Hemingway street layout to be amended.
Motion by Commissioner Hoifeldt,seconded by Commissioner Willits,to "Approve the Preliminary
Plat for Hemingway,provided the duplicate street names are changed prior to City Council
consideration."Ayes:Hoifeldt,Korpanty,Schmidt,Willits,White,Steele.Nays:None.Motion
carried.

Approve the Final Plat for Parkview Crossing Plat 6.Rick Ross,representing Jerry's Homes,
presented the Final Plat for Parkview Crossing Plat 6.John Gibson stated that there were still many
outstanding punch list items,but requested the Commission approve the plat contingent on their
completion.Mr.Ross explained that the overland flowage easements would consist of concrete
flumes,and that the developer may request to bond for the flumes if they caunot be completed prior to
City Council consideration.Motion by Commissioner Hoifeldt,seconded by Commissioner White,to
"Approve the Final Plat for Parkview Crossing Plat 6,provided all punch list items are completed prior
to City Council consideration."Ayes:Hoifeldt,Korpanty,Schmidt,Willits,White,Steele.Nays:
None.Motion carried.
Approve the Site Plan for Gilcrest Jewett (Revised).Dan Manning of Connolly Law Firm
presented the Site Plan for Gilcrest Jewett (Revised).Also in attendance were Chuck Bishop of
Bishop Engineering and Sunmer Worth,president of Gilcrest Jewett.Mr.Manning explained the
revisions to the site plan,which include a proposed expansion of the northcmmost building,an
expanded outdoor storage area of crushed limestone,and an extension of the railroad spur onto the
commercially-zoned lot to the south of Gilcrest Jewett.Mr.Manning also stated that sidewalk along
Alice's Road would be constructed on the Gilcrest Jewett lot after street improvements were completed
by the City,and that sidewalk on the commercially-zoned lot to the south would be constructed once
that lot was developed.Some discussion took place regarding the City's sidewalk installation and
assessment procedures.V &K had commented in a letter that the railroad spur extension should be
rezoned as M-IA,but Chad Weaver recommended an access easement for the spur instead.
Commissioner Schmidt noted that the landscaping did not meet the current standards for the Arterial
Corridor Overlay.Chairman Steele asked for screening around the railroad spur extension.
Commissioner Korpanty asked to see additional landscaping along the railroad track in order to better
screen the site from the school property to the south and west.Motion by Commissioner Schmidt,
seconded by Commissioner Willits,to "Approve the Site Plan for Gilcrest Jewett (Revised),provided
the Arterial Corridor Overlay landscaping standards are met,an access easement for the railroad spur is
shown on the plan,the sidewalks along Alice's Road are installed on the Gilcrest Jewett lot once the
Alice's RoadlUniversity Avenue street improvements are completed,new water detention calculations
are provided to the City ifthe City Council does not approve crushed limestone for the expanded
outdoor storage area,and all other V &K and City staff comments are addressed."Ayes:Hoifeldt,
Korpanty,Schmidt,Willits,White,Steele.Nays:None.Motion carried.
Discuss the City of Overland Park,KS Ordinances.The Commission discussed site planning for
multi-family residential developments,including open space requirements,retaining waIls and grading,
and the preservation of existing mature trees.The Commission also decided to further consider
implementing the recreational amenities portion of the Overland Park ordinance.City staffwill
discuss the Overland Park crime prevention regulations with the police department to see if they would
be worthwhile to implement.
NewBusiness,The Commission directed City staff to begin implementing the architectural standards
for multi-family residential construction as soon as possible.
City staff will begin notification of surrounding property owners prior to Commission consideration of
rezoning applications.No ordinance change is needed.
