MINUTES OF THE TUESDAY OCTOBER 28,2003 PLANNING AND ZONING COMMISSION
MEETING.
Chairman Steele called the October 28,2003 meeting of the Planning &Zoning Commission to order
at 7:01 p.m.
Roll Call.Chairman Steele asked for a roll call and the following Commissioners were present:
Hoifeldt,Krantz,White,Willits,Steele.Absent:Korpanty,Schmidt.Council Representative:
Stanton.(Commissioner Schmidt arrived at 7:03 p.m.)
Agenda Approval.Chairman Steele asked if there were any changes to the agenda.None.Motion
by Commissioner Willits,seconded by Commissioner White,to "Approve the Agenda for October 28,
2003."Ayes:Hoifeldt,Krantz,White,Willits,Steele.Nays:None.Motion carried.
Approval of October 14,2003 Meeting Minntes.Chairman Steele asked ifthere were any changes
to the October 14,2003 minutes.None.Motion by Commissioner Hoifeldt,seconded by
Commissioner Krantz,to "Adopt the October 14,2003 Meeting Minutes."Ayes:Hoifeldt,Krantz,
White,Willits,Steele.Nays:None.Motion carried.
Open Forum.No one appeared to address the Commission during the Open Forum.
Approve the Final Plat for Willow Brook Plat 1.Melissa Fawley of Civil Engineering Consultants
(CEC)presented the Final Plat for Willow Brook Plat 1.The concrete flume along the southern border
of the plat has not been constructed.The developer will be providing a cash bond for the flume,with a
completion date of November 30.The section of pavement along SE Crabapple Dr.into which
hydraulic fuel had leaked during construction has been replaced to full-depth.Motion by
Commissioner Schmidt,seconded by Commissioner Willits,to "Approve the Final Plat for Willow
Brook Plat 1,provided a cash bond for the concrete flume is supplied to the City prior to CityCouncil,
with a completion date of November 30."Ayes:Hoifeldt,Krantz,White,Willits,Sclnnidt,Steele.'
Nays:None,Motion carried.
Approve the Preliminary Plat for Willow Brook Plat 2.Melissa Fawley of Civil Engineering
Consultants (CEC)presented the Preliminary Plat for Willow Brook Plat 2.The development is to the
west of Willow Brook Plat 1,and consists of single family lots.The recreational trail easement along
the western border of the plat will be vacated as it is no longer needed;a trail easement runs along the
northern border of the plat.Commissioner Sclnnidt asked for clarification regarding construction of
the concrete flume along the southern border ofthe plat.It will be constructed at the same time as the
concrete flume in Willow Brook Plat 1,as it is a continuation of the same flume,Motion by
Commissioner Hoifeldt,seconded by Commissioner Krantz,to "Approve the Preliminary Plat for
Willow Brook Plat 2."Ayes:Hoifeldt,Krantz,White,Willits,Sclnnidt,Steele.Nays:None.Motion
carried.
Approve the Preliminary Plat for Hickory Commercial Plat 1.Erik Gilbertson of Cooper
Crawford &Associates presented the Preliminary Plat for Hickory Commercial Plat 1 on behalf of
Hickory Hills,L.C.and Casey's General Stores,Inc.The developer agrees with all V &K and City staff
comments,except for the size of the right-of-way along Warrior Lane.The City would like an
additional 10'of right-of-way to bring the total to 50'.John Gibson explained that the Comprehensive
Plan requires a 3-lane road along Warrior Lane.A traffic study must be provided by the developer to
determine whether there needs to be 3 or 5 lanes added at this time.Mr.Gilbertson stated that the

traffic study would be provided to the City later this week.Motion by Conunissioner Hoifeldt,
seconded by Commissioner White,to "Approve the Preliminary Plat for Hickory Conunercial Plat I,
provided all V &K and City staff conunents are addressed."Ayes:Hoifeldt,Krantz,White,Willits,
Schmidt,Steele.Nays:None.Motion carried.I
Approve the Final Plat for Hickory Commercial Plat 1.Erik Gilbertson of Cooper Crawford &
Associates presented the Final Plat for Hickory Conunercial Plat I.The frontage road offHwy 6
would be one-way into the plat and would be constructed as part of the Site Plan for Casey's General
Store.Conunissioner Schmidt asked if the City required a bond for sidewalk along Laurel St.Mark
Arentsen answered that the sidewalk would be constructed when Lot 3 of the plat was developed.
Motion by Commissioner Hoifeldt,seconded by Commissioner Willits,to "Approve the Final Plat for
Hickory Conunercial Plat I,provided all V &K and City staff comments are addressed,and that the
legal documents are received and reviewed by the City prior to City Council."Ayes:Hoifeldt,Krantz,
White,Willits,Schmidt,Steele.Nays:None.Motion carried,
Approve the Site Plan for Casey's General Store.Erik Gilbertson of Cooper Crawford &
Associates presented the Site Plan for Casey's General Store.Also in attendance was Eli Wertz of
Casey's General Stores,Inc.The site would closely mirror the Casey's at University Ave./Boone Dr.
The current proposal does not meet the 70%hard surface requirement.Mr.Wertz stated that Casey's
had another standard plan that was 100%brick,but that they preferred to use the proposed plan near
residential areas as it has a more interesting roof line.Much discussion took place about different
options that could be incorporated to meet the 70%hard surface requirement.Mr.Wertz agreed to
have brick HVAC and dumpster surrounds.City staff also asked that a 24"berm be included along
Hwy 6 and Warrior Lane.The Commission suggested that the developer rethink the size of the lots in 1
Hickory Conunercial Plat I in order to acconunodate berming and a 50'right-of-way.Council
Representative Stanton thanked Mr.Wertz for agreeing to use fully shielded and recessed lighting on
the site.Motion by Commissioner Schmidt,seconded by Commissioner Krantz,to "Postpone the
Approval of the Site Plan for Casey's General Store until the Monday,November 10 meeting of the
Planning &Zoning Commission."Ayes:Hoifeldt,Krantz,White,Willits,Schmidt,Steele.Nays:
None.Motion carried.
New Business.The Commission discussed the hard surface requirements for site plans that have been
partially constructed prior to the adoption of stricter standards.
