MINUTES OF THE TUESDAY,NOVEMBER 9,2004 PLANNING AND ZONING COMMISSION
MEETING.
Chairman Steele called the November 9,2004 meeting of the Planning &Zoning Commission to order
at 7:02 p.m.
Roll Call.Chairman Steele asked for a roll call and the following Commissioners were present:
Hoifeldt,Krantz,Willits,White.Absent:Korpanty.Council Representative:Mertz.Commissioner
Schmidt arrived at 7:05 p.m.
Agenda Approval.Motion by Commissioner Willits,seconded by Commissioner White,to "Approve
the Agenda for November 9,2004."Ayes:Hoifeldt,Krantz,Willits,White,Steele.Nays:None.
Motion carried.
Approval of October 26,2004 Meeting Minutes.Motion by Commissioner Hoifeldt,seconded by
Commissioner Willits,to "Adopt the October 26,2004 Meeting Minutes."Ayes:Hoifeldt,Krantz,
Willits,White,Steele.Nays:None.Motion carried.
Open Forum.No one appeared to address the Commission during the Open Forum.
Approve the Rezoning of Willow Brook Plats 1 and 2 from R-3 [Multi-Family Residential
District]and R-4 [Row Dwelling and Townhome Dwelling District]to R-2 [One and Two Family
Residential District]and R-4 [Row Dwelling and Townhome Dwelling District].Motion by
Commissioner Hoifeldt,seconded by Commissioner Willits,to "Approve the Rezoning of Willow
Brook Plats 1 and 2 from R-3 [Multi-Family Residential District]and R-4 [Row Dwelling and
Townhome Dwelling District]to R-2 [One and Two Family Residential District]and R-4 [Row
Dwelling and Townhome Dwelling District]."Ayes:Hoifeldt,Krantz,Willits,White,Steele.Nays:
None.Motion carried.
Approve the Site Plan for Warrior Plaza Phase 3.Ed Arp of Civil Engineering Consultants (CEC)
presented the Site Plan for Warrior Plaza Phase 3.This is the final phase of Warrior Plaza.The third
phase will be constructed to within 5 feet of the existing Fareway to the east,with a treatment on the
north end to disguise the separation and a gate at the south end to allow access.Mr.Arp stated that the
developer did not wish to add a parapet wall along all phases to screen the HV AC units,but would
instead like to meet with City staff in order to approve an alternative screening option.Chad Weaver
mentioned that,in a conversation with Jamie Myers of Regency Builders,there is a possible future
expansion planned behind a portion of Phase 3.Mr.Arp will indicate this expansion on the site plan.
The Commission discussed the lighting fixtures on the rear southern elevation,and agreed that
downcast lighting should only be required on Phase 3,and that the existing lighting fixtures on the first
two existing phases can remain as is.Mr.Arp also stated that all new trash enclosures would be
masonry and the existing one would be redone to match.In addition,the landscaping plan would be
amended to separate the site from parking area plantings.Commissioner Sclnnidt asked that canopies
be added over the windows of the three easternmost and nine westernmost bays in Phase 3.Motion by
Commissioner Hoifeldt,seconded by Commissioner Krantz,to "Approve the Site Plan for Warrior
Plaza Phase 3,provided all City staff comments are addressed,the screening ofthe HV AC units are
coordinated with City staff,and that canopies be added over the windows of the three eastemmost and
nine westernmost bays."Some discussion took place regarding the eastern end of the building and its
visibility over the top of the Fareway roofline.City staff asked that the developer use a textured block

wall and wrap the roofing elements around the eastern end of the building.Commissioner Hoifeldt
amended his motion to include the use of textured block for the eastern end,and to wrap the roofing
elements around the eastern end ofthe building.Commissioner Krantz amended his second.Ayes:-1-
Hoifeldt,Krantz,Schmidt,Willits,White,Steele.Nays:None.Motion carried.
Approve the Ordinance Change for Townhome Design Standards.Commissioner Hoifeldt stated
that at the developer's roundtable meeting held on November 8,certain developers requested that the
Commission table the ordinance change for two weeks in order to give them time to review and
respond to the proposed changes.Commissioner Schmidt said he didn't mind delaying the ordinance
change,but wanted some sort of moratorium imposed on townhome development until the ordinance is
rewritten.Chad Weaver stated that a moratorium should not be necessary,as there were no imminent
townhome development proposals fOTthe City.Motion by Commissioner Krantz,seconded by
Commissioner Willits,to "Table the Ordinance Change for Townhome Design Standards for two
weeks."Ayes:Hoifeldt,Krantz,Schmidt,Willits,White,Steele.Nays:None.Motion carried.
Discuss the City of Overland Park,KS Ordinances.Motion by Commissioner Schmidt,seconded
by Commissioner White,to "Postpone the Discussion of the City of Overland Park,KS Ordinances
until the next Planning &Zoning Commission meeting."Ayes:Hoifeldt,Krantz,Schmidt,Willits,
White,Steele.Nays:None.Motion carried.
New Business.None.
Adjournment.Motion by Commissioner Willits,seconded by Commissioner Schmidt,to adjourn at
7:50 p.m.Ayes:Hoifeldt,Krantz,Schmidt,Willits,White,Steele.Nays:None.Motion carried.1
