MINUTES OF THE MONDAY,NOVEMBER 10,2003 PLANNlNG AND ZONlNG COMMISSION
MEETING.
Chairman Steele called the November 10,2003 meeting ofthe Planning &Zoning Commission to
order at 7:02 p.m.
Roll Can.Chairman Steele asked for a roll call and the following Commissioners were present:
Krantz,Schmidt,White,Steele.Absent:Hoifeldt,Korpanty,Willits.Council Representative:None.
Agenda Approval.Chairman Steele asked ifthere were any changes to the agenda.None.Motion
by Connnissioner Krantz,seconded by Commissioner Schmidt,to "Approve the Agenda for November
10,2003."Ayes:Krantz,Schmidt,White,Steele.Nays:None.Motion carried,
Approval of October 28,2003 Meeting Minutes.Chairman Steele asked if there were any changes
to the October 28,2003 minutes.None.Motion by Commissioner Sclnnidt,seconded by
Commissioner Krantz,to "Adopt the October 28,2003 Meeting Minutes."Ayes:Krantz,Schmidt,
White,Steele.Nays:None.Motion carried.
Open Forum.No one appeared to address the Connnission during the Open Forum.
Approve the Final Plat for Parkview Crossing Plat 5.Rick Ross presented the Final Plat for
Parkview Crossing Plat 5.The plat had previously been approved by the Commission at the
September 23,2003 regular meeting as the Replat for Parkview Crossing Plat 2.Changes had since
been made.The City has not yet received the legal documents.Motion by Commissioner Krantz,
seconded by Commissioner White,to "Approve the Final Plat for Parkview Crossing Plat 5,provided
all legal documents are received prior to the City Council meeting."Ayes:Krantz,Schmidt,White,
Steele.Nays:None.Motion carried,
Approve the Preliminary Plat for Hickory Commercial Plat 1.Erik Gilbertson of Cooper
Crawford &Associates presented the Preliminary Plat for Hickory Commercial Plat 1.The plat had
previously been approved by the Connnission at the October 28,2003 regular meeting.The developer
agrees to the additional 10'right-of-way along the west side of Warrior Lane.The drainage ditch
bordering Highway 6 has been eliminated from the plat and will be addressed during the site plan
process for Lot 2.The developer agrees with all other V &K and City staff comments.Motion by
Commissioner Schmidt,seconded by Commissioner White,to "Approve the Preliminary Plat for
Hickory Commercial Plat 1,provided all V&K and City staff comments are addressed."Ayes:Krantz,
Schmidt,White,Steele.Nays:None.Motion carried.
Approve the Final Plat for Hickory Commercial Plat 1.Erik Gilbertson of Cooper Crawford &
Associates presented the Final Plat for Hickory Commercial Plat 1.The developer agrees with all
V &K and City staff comments,and will be bonding for the sidewalk along Laurel St.Eli Wertz of
Casey's General Stores questioned the egress/ingress easement at the southwest comer of Lot 1,and
whether it would impact the open space of the Casey's site.John Gibson explained that the issue must
be resolved between Casey's and the developer of the plat.Motion by Commissioner Schmidt,
seconded by Commissioner Krantz,to "Approve the Final Plat for Hickory Commercial Plat 1,
provided all V &K and City staff comments are addressed,the traffic study is completed,and an
agreement is reached between the developer and Casey's General Stores on the egress/ingress
easement at the southwest corner of Lot I."Ayes:Krantz,Schmidt,White,Steele.Nays:None.

Approve the Site Plan for Casey's General Store.Erik Gilbertson of Cooper Crawford &
Associates presented the Site Plan for Casey's General Store.Also in attendance was Eli Wertz of 'I
Casey's General Stores,Inc.Commissioner Schmidt commended Casey's for "going above and JI
beyond"the City's hard surface requirement.Motion by Commissioner Schmidt,seconded by
Commissioner White,to "Approve the Site Plan for Casey's General Store,provided all V &K and City
staff comments are addressed."Ayes:Krantz,Schmidt,White,Steele.Nays:None.Motion carried.
Approve the Rezoning for Mid States Ford Parking Expansion from M-l (Light Industrial
District)to C-l (Community and Highway Service Commercial District).Jeremy Schlee of
Kirkham Michael presented the Rezoning for Mid States Ford Parking Expansion from M-l (Light
Industrial District)to C-l (Community and Highway Service Commercial District),Chad Weaver
explained that this was a City-initiated rezoning in order to maintain a C-l zoning for all of Mid States
Ford.Motion by Commissioner Schmidt,seconded by Commissioner Krantz,to "Approve the
Rezoning for Mid States Ford Parking Expansion from M -1 (Light Industrial District)to C-l
(Community and Highway Service Commercial District)."Ayes:Krantz,Schmidt,White,Steele.
Nays:None.Motion carried.
New BUsiness.The revised Site Plan Submittal Checklist was discussed.The Commissioners also
acknowledged that they had received letters from Regency Homes regarding the 40%hard surface
requirement.The Commission then discussed the hard surface requirements and maintaining the
character of a surrounding area.
Adjournment.Motion by Commissioner Krantz,seconded by Commissioner White,to adjourn at
7:45 p.m.Ayes:Krantz,Schmidt,White,Steele.Nays:None.Motion carried.Meeting adjourned.
