MINUTES OF THE TUESDAY NOVEMBER 13,2007 PLANNING AND ZONING COMMISSION

Chairman Hoifeldt called the November 13,2007 meeting ofthe Planning and Zoning Commission to
order at 7:00 p.m.
Roll Call.Chairman Hoifeldt asked for a roll call and the following Commissioners were present:
Hoifeldt,Steele,Mook,Schmidt,and Airhart.Absent:Dutcher and Wilson.Others in attendance:
Council Representative Don Bailey,John Kursitis,Beth Richardson,Brad Deets,Ben Landhauser,and
Dennis DowelL
Agenda Approval.Motion by Commissioner Steele,seconded by Commissioner Schmidt,to
"Approve the Agenda for November 13,2007."Ayes:Steele,Schmidt,Airhart,Mook,and Hoifeldt.
Nays:None.Motion carried.
Approval of October 23,2007 Regular Meeting Minutes.Motion by Commissioner Schmidt,
seconded by Commissioner Airhart to "Adopt the October 23,2007 Regular Meeting Minutes."Ayes:
Schmidt,Airhart,Mook,Steele,and Hoifeldt.Nays:None.Motion carried.
Open Forum.No one appeared to address the Commission during the Open Forum.
Motion to approve the site plan for Williams Pointe Apartments.City Planner,Ben Landhauser,
briefly explained the request for approval of a site plan to accommodate an apartment development.
The subject property is included in the Williams Pointe Planned Development that was approved by
the City of Waukee in July 2005.The property has previously been platted as a part of Williams 1)
Pointe Plat 12 and is in the process of being rezoned R-3 Rental Multi-Family Residential District with
a Planned Development Overlay.This project is proposed to be constructed in two phases which,once
completed,will include nine apartment buildings comprised of 256 units.The development also
includes the construction of a club house,pool,and play area.The property is generally located south
of SE Laurel Street and west of SE Brick Drive containing approximately 14.14 acres more or less.
Motion by Commissioner Mook,seconded by Commissioner Schmidt to "Approve the site plan for
Williams Pointe Apartments pending final consideration of the rezoning of the property by the City
Council and subject to anyoutstanding staff comments."Ayes:Mook,schinIdt;Steele,Airll31t,and'
Hoifeldt.Nays:None.Motion carried.
Motion to approve the preliminary plat for Shottenkirk Waukee Plat 1.Director of Planning,
Brad Deets,briefly explained the applicants request for approval of the preliminary plat,final plat,and
site plan for approximately 10.16 acres of property located north of Hickman Road (Highway 6)and
west ofN 6th Street.
The preliminary plat indicates the subdivision ofthe property into two lots.The Shottenkirk dealership
is proposed on Lot 1.An approximately 1.79 acre parcel indicated as lot 2 is anticipated as future
expansion or for sale to a future business.The subdivision is intended to have two access pointes.
Access will be provided form the existing median break on Hickman Road,This entrance will be
reconstructed as a part of the redevelopment,however,no changes are proposed to the median or
Hickman Road.A second existing access point along Hickman Road which currently functions as a
right-inlright-out is proposed to be closed as a part of the redevelopment.The second access into the
site is proposed along a reconstructed North 6th Street.As a P31t of the development,the applicant will
be responsible for straightening and reconstructing a portion of N 6th Street adjacent to the property.
The proposed improvements are for approximately 185 feet north of Hickman Road.The street

improvements include the construction of one northbound lane,one eastbound lane and one
southbound/westbound lane.Temporarily,as asphalt extension of the street will be constructed to
transition into the existing roadway north of the site.At some point in the future,N 6th Street will be
improved to a 31 foot paved street north of the site.It is anticipated in the future that N 6th Street and
Hickman Road would be a signalized intersection.As a part of the redevelopment of the site,the
applicant has come to an agreement with the County regarding the relocation of the Raccoon River
Valley Recreation TraiL The trail is proposed to be straightened to align with Hickman Road until it
gets to N 6th Street,then run up the east side of N 6th Street to connect back into the existing traiL It is
anticipated at some point in the future,the kink in the trail east of N 6th Street will be removed and the
entire trail will be relocated along Hickman Road.The trail along N 6th Street will be constructed of
concrete as the City anticipates a trail running up along N 6th Street regardless of what happens in the
future with the Raccoon River Valley Trail.The remaining portions of the relocated trail will be
constructed of asphalt.
A final plat has been provided based upon the preliminary plat.Although the public improvements
including the N 6th Street improvements and the trail relocation have not been completed,a final plat is
required prior to approval of the site plan.The developer will need to bond for the public
improvements as part of the final plat approval.The final plat indicates the proposed two lots.A 30
foot building setback is required and has been indicated on the fmal plat along N 6th Street and
Hickman Road.The necessary easements on the final plat including ingress/egress and utilities have
been identified on the final plat.Street Lot A will be dedicated to the City as a part ofN 6th Street.Lot
B will be dedicated to the County as a part of land swap agreement for the ground in the middle of the
property where the existing trail runs through.
The site plan is for the construction of a 37,000 square foot showroom and automotive center on the
property located at the northwest corner of N 6th Street and Hickman Road (Highway 6)along with
associated site improvements.All three existing buildings on the site are proposed to be removed as
part of the redevelopment.A total of 133 parking spaces are required and have been provided on the
site plan.The proposed required parking stalls have been striped in on the site plan.The remaining
parking areas will be utilized for vehicle display.The area north of N 6th Street is prone to flooding
when we have large rains.This is largely due to the buildings within this area being constructed with
no detention.Storm water flows from as far upstream as R-22 drain across this property and into the
channel within the Broderick property.The applicant will be constructing two detention ponds to
accommodate their storm water flows as well as those from properties upstream.The applicant is
required to plant a total of 89 trees and 133 shrubs based upon the Hickman Road Overlay District
Requirements.A total of 105 trees and 191 shrubs are indicated on the plan.The applicant has
requested approval to not have to construct a three-foot berm along the entire length of Hickman Road
due to the nature of their business.The parking lot will sit down approximately a foot and a half up to
three feet from the adjacent roadway as indicated on the plan.Eric Cannon with Snyder &Associates
and Brad Deets briefly explained the building materials for the exterior elevations.

plat for Shottenkirk Waukee Plat 1 subject to the City Council approval ofthe rezoning application and
development agreement,a separate lighting plan being approved by the Planning and Zoning
Commission and City Council at a later dated,and all remaining staff comments."Ayes:Schmidt,
Steele,Mook,Airhart,and Hoifeldt.Nays:None.Motion carried.
Motion to Approve the Final Plat for Shottenkirk Waukee Plat 1.Motion by Commissioner
Schmidt,seconded by Commissioner Steele to "Approve the final plat for Shottenkirk Wankee Plat 1
subject to the City Council approval of the rezoning application and development agreement,a

separate lighting plan being approved by the Planning and Zoning Connnission and City Council at a
later dated,all legal documents and bonds being completed prior to review by City Council,and
remaining staff cornments."Ayes:Schmidt,Steele,Mook,Airhart,and Hoifeldt.Nays:None.
Motion carried,
Motion to approve the site plan for Shotteukirk Chevrolet.Motion by Commissioner Schmidt,
seconded by Commissioner Steele to "Approve the site plan for Shottenkirk Chevrolet subject to the
City Council approval of the rezoning application and development agreement,a separate lighting plan
being approved by the Planning and Zoning Connnission and City Council at a later dated,and all
remaining staff comments."Ayes:Schmidt,Steele,Mook,Airhart,and Hoifeldt.Nays:None.

New Business.Brad Deets gave an update on the upcoming Comprehensive Plan Open House on
December 4,2007 in City Hall at 7:00 PM.Upcoming projects include:site plan submittal for the
Schwartz property,site plan submittal for Prairie view JR High School,site plan fOTWestgate Business
Park,and final plat submittal for Grant Park Plat 2.Brad Deets will provide a follow up on the LEED
training.
