MINUTES OF THE TUESDAY,NOVEMBER 23,2004 PLANNING AND ZONING
COMMISSION MEETING.
Vice Chairman Willits called the November 23,2004 meeting of the Planning &Zoning Commission
to order at 7:00 p.m.
Roll Cal!.Vice Chairman Willits asked for a roll call and the following Commissioners were present:
Hoifeldt,Korpanty,Schmidt.Absent:Krantz,Steele,White.Council Representative:Mertz.
Agenda Approval.Motion by Commissioner Schmidt,seconded by Commissioner Korpanty,to
"Approve the Agenda for November 23,2004."Ayes:Hoifeldt,Korpanty,Schmidt,Willits.Nays:
None.Motion carried,
Approval of November 9,2004 Meeting Minutes.Motion by Commissioner Schmidt,seconded by
Commissioner Hoifeldt,to "Adopt the November 9,2004 Meeting Minutes."Commissioner Korpanty
asked for an update on the HV AC screening issue for Warrior Plaza Phase 3,as he was not in
attendance at the November 9 meeting.He also stated his desire that the City encourage more
attractive screening.Ayes:Hoifeldt,Korpanty,Schmidt,Willits.Nays:None.Motion carried,
Open Forum.No one appeared to address the Commission during the Open Forum.
Approve the Final Plat for Spyglass.Brad Cooper of Cooper Crawford &Associates presented the
Final Plat for Spyglass.The developer agrees with all V &K and City staff comments.John Gibson
stated that all bonds and legal documents had been received,and that any outstanding punch list items
would require performance bonds.Commissioner Schmidt asked about the location of the future bike
trail,and Mr.Cooper agreed to note the future bike trail easement on the plat.Some discussion took
place regarding the future installation of sidewalks along R-22.Mr.Gibson stated that those sidewalks
would be installed following the City's sidewalk assessment ordinance.Mr.Cooper agreed to note on
the plat that the property owners along R-22 may be assessed for future sidewalk installation.Motion
by Commissioner Schmidt,seconded by Commissioner Korpanty,to "Approve the Final Plat for
Spyglass."Ayes:Hoifeldt,Korpanty,Schmidt,Willits.Nays:None.Motion carried.
Approve the Final Plat for Painted Woods.Greg Pierce of Nilles Associates presented the Final Plat
for Painted Woods.John Gibson stated that all bonds and legal documents had been received,and that
the developer would be required to bond for any incomplete items,such as the pump station.No
certificates of occupancy will be issued until all outstanding items are completed.Motion by
Commissioner Hoifeldt,seconded by Commissioner Schmidt,to "Approve the Final Plat for Painted
Woods,provided all punch list items are completed and all legal documents are reviewed by the City
Attorney."Ayes:Hoifeldt,Korpanty,Schmidt,Willits.Nays:None.Motion carried.
Approve the Amendment to the Waukee Urban Renewal District.Mark Arentsen explained that
by consolidating the urban renewal areas,the City will have more flexibility in how the funds
generated are spent.Motion by Commissioner Sclnnidt,seconded by Commissioner Hoifeldt,to
"Approve the Amendment to the Waukee Urban Renewal District."Ayes:Hoifeldt,Korpanty,
Schmidt,Willits.Nays:None.Motion carried,
Approve the Ordinance Change for Townhome Design Standards.Chad Weaver suggested that
the Commission postpone consideration of this item until more Commissioners could be present.

Change for Townhome Design Standards until the December 14,2004 meeting."Ayes:Hoifeldt,
Korpanty,Schmidt,Willits.Nays:None.Motion carried.
Discuss the City of Overland Park,KS Ordinances.Motion by Commissioner Schmidt,seconded
by Commissioner Korpanty,to "Postpone the Discussion of the City of Overland Park,KS Ordinances
until the December 14,2004 meeting."Ayes:Hoifeldt,Korpanty,Schmidt,Willits.Nays:None.
Motion carried.
New Business.Chad Weaver informed the Commission that Triton Homes was interested in building
townhomes in Waukee similar to those they've constructed in West Des Moines.He also stated that
the ordinance change for townhome design standards should be in place prior to any site plan
submittals from Triton Homes.
Adjournment.Motion by Commissioner Schmidt,seconded by Commissioner Korpanty,to adjourn
at 7:31 p.m.Ayes:Hoifeldt,Korpanty,Schmidt,Willits.Nays:None.Motion carried.Meeting
adjoumed.
