MINUTES OF THE TUESDAY,NOVEMBER 25,2003 PLANNING AND ZONING
COMMISSION MEETING.
Chairman Steele called the November 25,2003 meeting of the Planning &Zoning Commission to
order at 7:02 p.m.
Roll Call.Chairman Steele asked for a roll call and the following Commissioners were present:
Hoifeldt,Korpanty,Schmidt,Willits,White,Steele.Absent:Krantz.Council Representative:
Stanton.
Agenda Approval.Chairman Steele asked if there were any changes to the agenda.None.Motion
by Commissioner Schmidt,seconded by Commissioner Willits,to "Approve the Agenda for November
25,2003."Ayes:Hoifeldt,Korpanty,Schmidt,Willits,White,Steele.Nays:None.Motion carried.
Approval of November 10,2003 Meeting Minutes.Chairman Steele asked ifthere were any
changes to the November 10,2003 minutes.None.Motion by Commissioner Schmidt,seconded by
Commissioner White,to "Adopt the November 10,2003 Meeting Minutes."Ayes:Hoifeldt,
Korpanty,Schmidt,Willits,White,Steele.Nays:None.Motion canied.
Open Forum.No one appeared to address the Commission during the Open Fonun.
Approve the Rezoning for Williams Pointe Condominiums from R-3 (Multi Family Residential
District)to PD-1 (Planned Development Overlay District).Mike Simonson of Simonson and
Associates,architects for the project,presented the Rezoning for Williams Pointe Condominiums from
R-3 (Multi Family Residential District)to PD-1 (Planned Development Overlay District).Also in
attendance were Brad Cooper of Cooper Crawford &Associates,and Bill Spencer of Regency
Builders.M:r.Simonson gave a brief review of the proj ect as a whole.He then explained that the 2-
story buildings along the northern,western,and southern perimeters would have 40%stone facing the
streets and 26%facing the interior ofthe development.The 3-story buildings in the interior of the
development would have 26%stone on the public entrance side and 10%on the sides facing the
courtyard areas.The easternmost 2-story buildings would have no stone on the eastern elevation.The
ends of all buildings would also not have stone due to the location of the attached garages.Chairman
Steele expressed his disappointment that the developer did not meet the'40%hard surface as required
by code and as passed by the Connnission on September 23,2003.Commissioner Sclnnidt stated that,
as the project is located along the University Ave.conidor,it should be held to higher standards,MT.
Spencer addressed the Commission,stating that Regency Builders may pull the proj ect if required to
have 40%hard surface.Motion by Commissioner Hoifeldt,seconded by Commissioner Korpanty,to
"Approve the Rezoning for Williams Pointe Condominiums from R-3 (Multi Family Residential
District)to PD-1 (Planned Development Overlay District),provided the building elevations meet the
40%hard surface requirement."Chairman Steele asked for a roll call vote.Ayes:Korpanty,Sclnnidt,
Willits,White,Steele.Nays:Hoifeldt.Motion carried.
Approve the Site Plan for Williams Pointe Condominiums.The item was dropped from the
agenda.
Approve the Ordinance Change §301.13 -"R-3"Multi Family Residential District.Chad Weaver
stated that the changes were made to clarify the principal permitted uses allowed in the district.
Motion by Commissioner Willits,seconded by Commissioner Sclnnidt,to "Approve the Ordinance

Change §301.13 -'R-3'Multi Family Residential District."Ayes:Hoifeldt,Korpanty,Schmidt,
Willits,White,Steele.Nays:None.Motion carried.
Approve the Ordinance Change §301.14 -"R-4"Row Dwelling and Condominium District.
Chad Weaver stated that the changes were made to clarify the principal permitted uses allowed in the
district.Motion by Commissioner Hoifeldt,seconded by Commissioner White,to "Approve the
Ordinance Change §301.14 -'R-4'Row Dwelling and Condominium District."Ayes:Hoifeldt,
Korpanty,Schmidt,Willits,White,Steele.Nays:None.Motion carried,
New Business.None.
Adjournment.Motion by Commissioner Willits,seconded by Commissioner Korpanty,to adjoum at
7:46 p.m.Ayes:Hoifeldt,Korpanty,Schmidt,Willits,White,Steele.Nays:None.Motion earned.
Meeting adjoumed.
