MINUTES OF THE TUESDAY NOVEMBER 27,2007 PLANNING AND ZONING COMMISSION
MEETING.
Chairman Hoifeldt called the November 27,2007 meeting of the Planning and Zoning Commission to
order at 7:00 p.m.
Roll Call.Chairman Hoifeldt asked for a roll call and the following Commissioners were present:
Hoifeldt,Steele,Dutcher,Schmidt,and Airhart.Absent:Mook and Wilson.Others in attendance:
Council Representative Don Bailey,John Kursitis,Beth Richardson,Brad Deets,Ben Landhauser,and
Dennis Dowell,
Agenda Approval.Motion by Commissioner Schmidt,seconded by Commissioner Airhart,to "Approve
the Agenda for November 27,2007,"Ayes:Schmidt,Airhart,Dutcher,Steele,and Hoifeldt.Nays:
None.Motion carried.
Approval of November 13,2007 Regular Meeting Miuutes.Motion by Commissioner Airhart,
seconded by Commissioner Schmidt to "Adopt the November 13,2007 Regular Meeting Minutes."Ayes:
Airhart,Schmidt,Dutcher,Steele,and Hoifeldt.Nays:None.Motion carried.
Open Forum.No one appeared to address the Connnission during the Open Forum.
Motiou to approve the rezoniug request for Sunrise Apartments from R-3 Rental Multi-Family
Residential District to R-3A Owner Occupied Multi Family Resideutial District.Director of
Planning,Brad Deets,briefly explained the applicant is requesting approval of a rezoning of
approximately 3.6 acres of property including approximately Yz acre of right of way from R-3 Rental
Multi Family Residential District to R-3A Owner Occupied Multi Family Residential District for the
property located at the northwest comer ofNE Dartmoor Drive and NE Sunrise Drive with a local address
of 275 NE Sunrise Drive.The property includes three existing apartment buildings with a total of 54
units.The applicant desires to have the ability to sell the units as condominiums.The Horizontal
Property Regime documents have been received by City Staff.The applicant,Bob Andeweg,spoke on
behalf of the rezoning request.He stated that the existing tenants will not be evicted or forced into
purchasing the units for which they live.Susan Eriksen,300 Sunrise Drive,opposed the rezoning request
due to concerns with parking regulations,association dues and the mix of rental and owner occupied units
within the building.Brad Deets explained that irregardless of which zoning is applied to the property,it
meets the minimum parking requirements.Motion by Commissioner Airhart,seconded by Commissioner
Dutcher to "Approve the rezoning request for Sunrise Apartments from R-3 Rental Multi-Family
Residential District to R-3A Owner Occupied Multi-Family Residential District."Ayes:Airhart,
Dutcher,Schmidt,Steele,and Hoifeldt.Nays:None.Motion carried.
Motion to approve the final plat for Grant Park Plat 2.Director of Planning,Brad Deets,briefly
explained the applicants request for approval of the final plat for 75 single family lots and 5 bi-attached
dwelling lots on approximately 51.82 acres.The remainder of the property is proposed to be platted in
four outlots intended to accommodate a large detention facility,parkland dedication,future bi-attached
lots,and future commercial development.The proposed final plat appears to be in general conformance
with the land use plan approved with the Alice's Road Corridor project.The subject property is generally
located south of Parkview Crossing Plat 7,east of Grant Park Plat 1 and north of the SE Westown
Parkway extension,Motion by Commissioner Schmidt,seconded by Commissioner Steele to "Approve
the final plat for Grant Park Plat 2 subject to the all remaining staff comments."Ayes:Schmidt,Steele,
Dutcher,Airhart,and Hoifeldt.Nays:None.Motion carried.

New Business.Brad Deets gave an update on the upcoming Comprehensive Plan Open House on
December 4,2007 in City Hall at 7:00 PJ\1.The draft copy of the document has been mailed to the
Steering Committee.
Adjournment.Motion by Commissioner Steele,second by Commissioner Schmidt,to adjourn at
7:32 P.M.Ayes:Steele,Schmidt,Hoifeldt,Dutcher,and Airhart.Nays:None.Motion carried.Meeting
adjoumed.
