HomeMy WebLinkAbout2005-12-15-Planning and Zoning Commission Minutes175 MINUTES OF THE THURSDAY DECEMBER 15,2005 PLANNING AND ZONING COMMISSION MEETING. .;Vice Chairman Hoifeldt called the December 15,2005 meeting of the Planning and Zoning Commission to order at 8:01 a.m. Roll Call.Vice Chairman Hoifeldt asked for a roll call and the following Commissioners were present:Dutcher,Hoifeldt,Krantz,Mook.Absent:Schmidt,Steele,Wilson.Council representative Mertz was also absent. Agenda Approval.Motion by Commissioner Krantz,seconded by Commissioner Dutcher,to "Approve the Agenda for December 15,2005."Ayes:Dutcher,Hoifeldt,Krantz,Mook.Nays:None. Motion carried. Approval of November 22,200S Meeting Minutes.Motion by Commissioner Krantz,seconded by Commissioner Mook,to "Adopt the November 22,2005 Meeting Minutes."Ayes:Dutcher,Hoifeldt, Krantz,Mook.Nays:None.Motion carried. Open Forum.No one appeared to address the Commission during the Open Forum. Approve the Final Plat for Legacy Pointe Plat 4.John Gibson stated the only outstanding issue is the sewer bond.He stated that the sewer bond was originally covered under Plat 3,but now the city requires a four-year bond for the sewer.He further stated that these issues are currently being worked through and should be completed by Monday.Mr.Gibson stated that otherwise,all comments had been addressed and legals were in and being reviewed by the attorney.Motion by Commissioner Krantz,second by Commissioner Dutcher,to "Approve the Final Plat for Legacy Pointe Plat 4, provided the bond issues have been resolved."Ayes:Dutcher,Hoifeldt,Krantz,Mook.Nays:None. Motion carried. Approve the Rezoning of Lyon Acres from A-I [Agricultural District]to R-I [Single Family Residential District].Larry Lyon addressed the commission.He thanked the commission for expediting the process.Commissioner Hoifeldt asked for clarification on easement issues.Mr.Lyon stated that all easement issues had been addressed.Mr.Gibson stated there were no outstanding issues as far as the city was concerned.Motion by Commissioner Krantz,second by Commissioner Mook,to "Approve the Rezoning of Lyon Acres from A-I [Agricultural District]to R-I [Single Family Residential District]."Ayes:Dutcher,Hoifeldt,Krantz,Mook.Nays:None.Motion carried. Approve the Preliminary Plat of Lyon Acres.Motion by Commissioner Krantz,second by Commissioner Mook,to "Approve the Preliminary Plat of Lyon Acres."Ayes:Dutcher,Hoifeldt, Krantz,Mook.Nays:None.Motion carried. Approve the Final Plat of Lyon Acres.Motion by Commissioner Krantz,second by Commissioner Dutcher,to "Approve the Final Plat of Lyon Acres."Ayes:Dutcher,Hoifeldt,Krantz,Mook.Nays: None.Motion carried. Approve the Final Plat for Glynn Village Plat I (Revised).Andy Schreck of Engineering Resource Group (ERG)explained the revisions to the commission.John Gibson stated there were a couple of small issues that were being worked out and should be completed by Monday.Motion by Commissioner Krantz,second by Commissioner Mook,to "Approve the Final Plat for Glynn Village Plat I (Revised)with the provisions that I)there will be a bond for incomplete improvements;2)the 176 city will allow Hubbell Development building permits for the clubhouse and a two-family town home but no more permits or certificates of occupancy until the plat has been completed."Ayes:Hoifeldt, Krantz,Mook.Commissioner Dutcher abstained.Nays:None.Motion carried.
