Chairman Hoife1dt called the December 19,2006 meeting ofthe Planning and Zoning Commission to 1;1 order at 7:01 p.m. Roll Call.Chairman Hoifeldt asked for a roll call and the following Commissioners were present: Hoifeldt,Schmidt,Krantz,Mook,Dutcher,Wilson.Absent:Steele.Others in attendance:Shannon Lynch,Brad Deets,Dennis Dowell,and Council Member Bailey. Agenda Approval.Motion by Commissioner Krantz,seconded by Commissioner Dutcher,to "Approve the Agenda for December 19,2006."Ayes:Schmidt,Krantz,Mook,Dutcher,Hoifeldt, Wilson.Nays:None.Motion carried. Approval of December 12,2006 Regular Meeting Minutes.Motion by Commissioner Krantz, seconded by Commissioner Wilson,to "Adopt the December 12,2006 Regular Meeting Minutes as Amended."Ayes:Schmidt,Mook,Dutcher,Hoifeldt,Krantz,Wilson.Nays:None.Motion carried. Open Forum.No one appeared to address the Commission during the Open Forum. Motiou to Approve the Final Plat for Painted Woods Plat 2.Director of Planning Brad Deets explained that the fmal plat for Painted Woods Plat 2 includes 37 single family lots and a 28 acre outlot along the eastern half of the plat.All lots exceed the R -I Single Family Residential Requirements.In most cases,the lots have 100 feet of frontage.The size ofthe lots range from a little under a half acre to approximately 1.5 acres.Because of the floodplain which runs through the Jl property,Lots 9-12 and 20-21 include an attached outlot.The pm']Jose for the outlots is related to flood insurance requirements for the property.The outlots are required to be sold with the adj acent lot as indicated on the fmal plat.City Planner Deets explained that the only remaining issue is the sewer. The City of Waukee is working with the City of West Des Moines in advancing the construction of a WRA sanitary sewer main for this area of the City.It is anticipated that this will be constructed by 2008.Council Representative Bailey said the attorneys are still working out some issues and they don't have a time frame on when those issues will be resolved.City Planner also explained that the ..potential exists thatthe south area pump station and trunk sewer project will not be completed prior to the completion of the first homes within the plat.The sewer construction project is anticipated to take 90 days.Staff has been working with the applicant regarding plans for a temporary sewer connection to the pump station within Painted Woods 1 to accommodate the initial flows within Painted Woods 2 and 3.These temporary improvements will only be constructed if it appears that a home will be completed prior to the pump station,force main and trunk sewer being completed.Commissioner Hoifeldt asked whether the City or the developer would pay for the temporary solution.City Planner Deets said those costs would be paid by the developer.Motion by Commissioner Wilson,seconded by Commissioner Mook to "Approve the Final Plat for Painted Woods Plat 2 Subject to Completion of all Remaining Staff Comments,"Ayes:Krantz,Dutcher,Mook,Schmidt,Hoifeldt,Wilson.Nays:None. Motion carried. Motion to Approve the Final Plat for Painted Woods Plat 3.The fmal plat for Painted Woods Plat . 3 includes 31 single family lots.All lots exceed the R-1 Single Family Residential Requirements.In I most cases,the lots have 100 feet of frontage.The size of the lots range from a little under a half acre I to approximately 2.25 acres.Because of the floodplain which runs through the property,Lots 1-7 and .J 9-12 include an attached outlot.The purpose for the outlots is related to flood insurance requirements for the property.The outlots are required to be sold with the adjacent lot as indicated on the final plat. 221 The plat includes the continuation ofIndian Ridge Drive through the development with two additional cui de sacs.City Planner Brad Deets explained that Plat 3 has the same sewer issues as Plat 2.Motion by Commissioner Krantz,seconded by Commissioner Dutcher to "Approve the Final Plat for Painted Woods Plat 3 Subject to Completion of all Remaining Staff Comments."Ayes:Krantz,Dutcher, Mook,Schmidt,Hoifeldt,Wilson.Nays:None.Motion carried. Motion to Approve the Site Plan for Waukee Middle School.Director of Planning Brad Deets explained that the applicant is requesting approval of a site plan for the construction of three additions to the school for total increase of 37,041 square feet to the building.In addition to the building improvements,several site improvements are proposed including relocating the bus loading area to the east side of the building,reconstructing a portion of the parking lot on the west side of the building, adding detention to the site as well as additional landscaping.Bob Ridgeway,Design Alliance, addressed the Commission.He explained that the improvements are being done to match the existing building with the exception of the two entrances.These two entrances will have a higher,vaulted area. Parking issues and a l7-foot right of way dedication along Warrior Lane were discussed. Superintendent of Schools David Wilkerson addressed the Connnission regarding the dedication area. Commissioner Hoifeldt asked about the concession stand and the outstanding issues with this proj ect as they tie in with the new project.Mr.Wilkerson said the changes to the middle school should help in making everything within the campus including the concession stand as it exists today match.Motion by Commissioner Krantz,seconded by Commissioner Dutcher to "Approve the Site Plan for Waukee Middle School Subject to Completion of all Remaining Staff Comments and the Resolution Dated July 5,2006 be Dissolved."Ayes:Schruidt,Wilson,Mook,Dutcher,Hoifeldt,Krantz,Nays:None. Motion carried. New Business.Discussion took place regarding the Site Plan Ordinance and Overlay District Requirements as it related to compatibility of new development with existing and surrounding development.A joint meeting of the Planning and Zoning Commission and the City Council is tentatively scheduled for January 9,2007 to discuss such issues with the City Attorney. Adjournment.Motion by Commissioner Krantz,second by Commissioner Mook,to adjourn at 8:05 p.m.Ayes:Mook,Dutcher,Schmidt,Krantz,Hoifeldt,Wilson.Nays:None.Motion carried.
