MINUTES OF THE TUESDAY,DECEMBER 28,2004 PLANNING AND ZONING COMMISSION
MEETING.
Chairman Steele called the December 28,2004 meeting ofthe Planning &Zoning Commission to
order at 7:03 p.m.I
Roll Call.Chairman Steele asked for a roll call and the following Commissioners were present:
Hoifeldt,Schmidt,Willits.Absent:Korpanty,Krantz,White.Council Representative:Mertz.
Agenda Approval.Chad Weaver asked that the "Motion to Approve the Ordinance Change to
§301.14 Row Dwelling and Townhome Dwelling District"be corrected to read "Motion to Approve
the Ordinance Change to §304.5(M)Site Plan Ordinance."Motion by Commissioner Schmidt,
seconded by Commissioner Willits,to "Approve the Agenda for December 28,2004 as amended."
Ayes:Hoifeldt,Schmidt,Willits,Steele.Nays:None.Motion carried.
Approval of December 14,2004 Meeting Minutes.Motion by Commissioner Schmidt,seconded by
Commissioner Willits,to "Adopt the December 14,2004 Meeting Minutes."Ayes:Hoifeldt,Schmidt,
Willits,Steele.Nays:None.Motion carried.
Open Forum.No one appeared to address the Commission during the Open Forum.
Approve the Final Plat for Windfield II Phase 4.Motion by Commissioner Willits,seconded by
Commissioner Schmidt,to "Approve the Final Plat for Windfield II Phase 4,provided all legal
documentation is reviewed by the City Attorney prior to City Council consideration."Chad Weaver
asked that a future bike trail easement be added along the eastern edge of the plat in the event that the
mobile home park to the east is developed.Commissioner Willits amended his motion to include the
future bike trail easement;Commissioner Schmidt amended his second.Ayes:Hoifeldt,Schmidt,
Willits,Steele.Nays:None.Motion carried.
Discuss the Potential Rezoniug of Certain Properties along 6th St.,North of the Downtown
District,from C-l [Community and Highway Service Commercial District]to R-l [Single Family
Residential District].Chad Weaver explained that the City has heard from residents along 6th St.who
have had difficulty in refinancing or selling their homes due to the current Col zoning.He also stated
that ifthe Commission recommended a zoning change,City staff would prefer R-2 [One and Two
Family Residential]to R-3 or R-4,and that the property could be rezoned to commercial again in the
future if the need arises.Michelle Wearmouth of225 6th St.addressed the Commission,expressing her
desire for residential zoning,Jay Hoskinson of 70 6[h St.next addressed the Commission,stating that
he wished his property to remaining as C-l.The Commission recommended to the City Council that
the properties in question,with the exception of the Hoskinson property,be rezoned from Col
[Community and Highway Service Commercial District]to R-2 [One and Two Family Residential
District],as long as all affected property owners agree to the rezoning.
Approve the Ordinance Change to §304.5(M)Site Plan Ordinance.Commissioner Willits
recommended that tins and the remaining agenda items be postponed until more Commissioners,
including those who are to be newly-appointed,could be present.Chad Weaver asked if the multi-JI
family design standards should be incorporated with the townhome design standards,and the
Commission agreed that such changes should be made.Motion by Commissioner Schmidt,seconded
by Commissioner Willits,to "Postpone the Approval of the Ordinance Change to §304.5(M)Site Plan

Ordinance until the next Planning and Zoning meeting."Ayes:Hoifeldt,Schmidt,Willits,Steele.
Nays:None.Motion carried.
Approve the Window Sign age Ordinance.Motion by Commissioner Schmidt,seconded by
Commissioner Willits,to "Postpone the Approval of the Window Signage Ordinance until the next
Planning and Zoning meeting."Ayes:Hoifeldt,Schmidt,Willits,Steele.Nays:None.Motion
carried.
Discuss the City Policy Regarding Re-submittals of Approved Site Plans.Motion by
Commissioner Schmidt,seconded by Conunissioner Willits,to "Postpone the Discussion of City
Policy Regarding Re-submittals of Approved Site Plans until the next Planning and Zoning meeting."
Ayes:Hoifeldt,Schmidt,Willits,Steele.Nays:None.Motion carried.
Discuss the City of Overland Park,KS Ordinances.Motion by Conunissioner Schmidt,seconded
by Commissioner Willits,to "Postpone the Discussion of the City of Overland Park,KS Ordinances
until the next Planning and Zoning meeting."Ayes:Hoifeldt,Schmidt,Willits,Steele.Nays:None.
Motion carried.
New Business.Chad Weaver expressed the City's thanks to Conunissioners Willits and White for
their hard work and dedication as members of the Planning and Zoning Commission.Chairman Steele
and Council Representative Mertz also thanked Commissioners Willits and White.
Adjournment.Motion by Commissioner Willits,seconded by Commissioner Schmidt,to adjourn at
7:32 p.m.Ayes:Hoifeldt,Schmidt,Willits,Steele.Nays:None.Motion carried.Meeting adjourned.
