Bob Christianson presented a plat for a 3 bay car wash for Mike
and Susan Brelsford of Perry,Iowa,to be located off Highway 6
between 6th St.and 4th St.I

Al Munsterman was asked to look at the plat and study it.
A special meeting was set up for February 6,1990 at 7:30 p.m.
Steve Venard of Bishop Engineering came to discuss a plat for Jerald
Yonker's 10 lots at 9th &Locust Streets.
Discussion was held on Jack Wearmouth's position.
Foster made motion to adjourn,second by Royer.Motion carried.

Foster and Steele.Absent:Korpanty.
Guests present:Don Bailey Jr,Council representative,Al
Munsterman,Brian Redshaw,Bob Christianson,Mike and Susan
Brelsford,Scott Anderson,Jim Berner and Rick Ross.
The first item on the agenda was the presentation of site plans for
Brelsford's car wash.Committee reviewed plans and recommendations
by Snyder &Associates.
During discussions,questions were asked about possible future
expansion to an automatic wash bay and whether specifications would
allow this change.Also discussed was the effect of access if
D.O.T.decides to change U.S.Highway 6 to 4 lane.Munsterman
reviewed ordinance on access limit of 1 per 600 ft.Christianson
related that intention of ordinance is for any development to be
required to go through P &Z Commission.
Al Munsterman related that all items of concern regarding site plans·JI
had been properly addressed.Type of lighting and screening of
property owners to the south were discussed and explained.Casey
also questioned whether drive access was also positioned for future
property owner to west.Christianson stated that this had been

The February 20th meeting of the Waukee P &Z was called to order at
7:35 p.m.by Vice-Chairman Mark Casey.Present were:Casey,
Heskett,Foster,Royer and Steele.Absent:Pierce and Korpanty.
Also present were Don Bailey,Council Representative,Al Munsterman,
Mark Broderick and Gary Smith.
Broderick and Smith presented a preliminary plan for a subsidized
Senior Citizen housing complex on a plot of land south of Cherry St
and west of 7th St.(extended)which was legally described in
"Exhibit A".If approved,H.D.D.and/or Farmer's Home Administration
would set guide lines.Broderick explained that a need for this type
of housing was there since Evergreen Manor currently has 19 persons
and a waiting list.
Broderick and Smith presented a petitioin requesting a zoning change
from R-2 to R-3.
Discussion followed on whether the zoning change was necessary.
After deciding that it was necessary,Foster expressed concern on
setting a precedent for spot zoning.Also of concern was that if a
zoning change was made and funding fell through,there would be the
possibility of a project that would meeting R-3 zoning but not be
acceptable to adjacent property holders.Limitations on R-3 zone was
discussed.Water and sewer capacity on Cherry St.was also
discussed.
Royer made a motion to approve and recommend zoning change from R-2
to R-3 on the parcel of land (Exhibit A),Heskett seconded.Motion
carried on voice vote.
