April 16,1991
The meeting of the Regular Planning and Zoning Commission took
place at the Waukee Public Library on April 16th and was call to
order by acting Chairman Randy Foster at 7.32 P.M.Dianna Van
Zee was present and taking minutes.
The following committee members were present.Applegate,Royer,
Foster,Steele,Bob Barrett-Council Representative.
Absent were.Korpanty,Casey,Christianson
Guests.Steve Pierce-Veenstra &Kimm,Mayor Floyd W.Rosenkranz,
Steve Venard,Jim Berner,Regency BUilders,Rick Ross,Steve
Grubb,Mark Gruber-Building Administrator,Bob Christianson.
The minutes of 3/26 were approved.4-0.
The first order of business Mayor Rosenkranz discussed what he
wanted out of the Planning &Zoning Commission.He felt this
commission should be looking out for the good of the community.
He discussed that a member could not abstain from a vote unless
there was a conflict of interest.
He told the Council Representative that he needed to be there
every time and if he could not to let another member know so the
Council would be represented.
He talked about the Plat that was sent back from Council to be
looked at again.He wanted the Commission to look at all of the
problems.They need to look at all of the objectives and to look
at correspondences when they are sent to them for theirconsideration.
Royer discussed widening and putting turn lanes on R-22.Floyd
told them that they could change the speed limit on R-22 to 25 ifneedbe.
Steve Grubb -C-l Rezoning,a 7 acres piece of land.Steve Venard
said that the signatures had been obtained.Steve Pierce told
the commission that everything was in conformance.
,I Steve GrUbb stated that his plans were to have neighborhood
stores (pizza,gas,cleaning,etc.).
Applegate motioned,Royer seconded to recommend to the Council to
approve Rezoning to C-l.Motion carried 4 to 0.

Westfield with revision of 2 streets on to R-22.

Motion tied 2-2.
It will be sent to the Council for approval.
The next order of business was from Regency BUilders-Jerry Oliver
of Civil Engineering Consultants representing the owners Mike
Myers and Jerry Johnson presented Windfield.He want to tell the
commission about his project and ask for any problems be worked
out before he presents the preliminary plat to the P&Z.He also
requested a special P&Z meeting so that he could still attend the
next regular Council Meeting and be on the agenda.
The P&Z discussed traffic flow,neighborhood park.Applegate and
Christianson vented their concerns about children and the
railroad.
After the plans are received by Steve Pierce and he has gene over
them a special P&Z meeting will be held.
Applegate motioned,Royer seconded to send the Sub-Division Land
Ordinance to the Council for their approval.Motioned carried 4-
0.
The next Regular P&Z meeting will be May 28th.
Royer motioned,Applegate second to adjourn at 9,10 P.M.
Meeting adjourned.
