The regular meeting of the Planning &Zoning Commission was heid
on July 23,1991 at City Hall.The meeting was called to order
at 7:33 P.M.by Chairman Mark Casey.Dianna Van Zee was present
and taking minutes.
The following commission members were present:
Christianson,Steele,Korpanty (arrived at 7:36
Royer,Po st e r ,
Applegate,
P.M.).Absent:
Guests:John Kursitis-V&K,Bob Barrett-Council Representative,
Jerry Purdy-Lutheran Church,Steve Pierce-V&K

Jerry Purdy-Design Alliance representing the Lutheran Church
discussed the new educat ion wing of the Lut ne ran cnur-cn.The new
sjte plans will be sent to V&K to review.
A discussion took place regarding the zoning ordinance on
parking.They wou l d likt~a vdt".i.i::HICe to asphalt the exist:i.ng
parking and gravel the new area until the ground settles and at
that t :ime Uley would a spha It it .ThIs wouLd take approximately 2
yecu's.Thi'3 vrouIo have to be addressed at the C:Lty Council
meeting to ask for a variance.
The drainage of the site was discussed.This discharge needs to
be investiqated and addressed later.
The landscape screen has been planted but the ordinar~e states
trle back stIll needs screening for landscape.
A variance for the set back of the existing parkinq from 25ft to
t no pr'eserl;10ft:\-lillhave to go to the Bo a rd of Adjustment to be
appc'oved.
The Commission tabled the decision to approve the site plan till
after the Board of Adjustment has meet.They would consider
haVing a special/or moved up meeting to approve the site plan.
The next order of business was the Comprehensive Plan discussed
by John Kursitis.John discussed the growth of the census,
eXisting land use.We \-Ieeeqiven a general update on the
proqress of the Comprehensive Plan.
Casey discussed some COllcerns he was 11aving:P&Z does not want
to \-Iaivethe dry sewer oedinance,discussed cieaning up the city
limits,asked about how we stand with Jack Wearmouth,asked how
the annexation was going.
Apple~late motioned,;3econd by Steele to adjourn trw meeting at
8,55 P.M.Motion carried 5 to 0.

The regular Planning and Zoning Commission was called to o rde r at
7:35 P.M.by Chairman Mark Casey on August 27,1991.
The following committee members were present:Joan Christianson,
Dick Applegate,Randy Foster.LLoyd Royer,Eric Korpanty,Jerry
Steele.Absent:None
Dianna Van Zee was present and taking minutes.
Guests:Jecry Purdy,,Jerry Oliver,Steve Pierce,John Kursitis,
Bob Barr:ett-Council Representative,Brian Redshaw,Mayor Floyd W.
Rosenkr"anz.
The minutes were read with the following correction to be made:
the minutes of the July 23rd to be changed to June 25,1991.The
minutes were approved 7 to 0.
Jerry Purdy discussed with the commission the revised site plan.
TIle Board of Adjustment and approved the set back.At this point
Applt·?gatemoved to approve the revised site plan for the Immanuel
Lutheean Church Education Wing Addition,second by Foster.
Motion carried 7 to 0.
Jerry Oliver of Civil Engineeeing discussed Windfield.He was
seek approval of the Master Plan and Preliminary Plats 1,2 lit 3.
Plat 4 will not be approved until later.The watermain the
developer will put in at the time Plat 4 is developed.There
will be no paeking on Windfield Street.A discussion took place
regarding at what point to not allow building.Foster motioned
to revise the Master Plan and Preliminary Plats as follows:
