Meeting was called to order by Chairman,Gilbert Stanley
Action on minutes of July 20 &August 17 was postponponed.Minutes were
not yet copied for Commission &Council members as supply of copy paper
is temporarily exhausted.
Marge Wilson and Ma~ilyn Reed visited with the Commission regarding their
nursery school operation to be known as Happy Time School.Their state
license has been applied for and they have received verbal approval.Pre-
sent plans call for 4 morning sessions Monday through Thursday with up to
20 youngsters per session to start about October 18,1971 and continue
through the present public school year.The school will be held in the
basement of the Waukee United Methodist Church (in "C-l"zoning).The
premises have been inspected by State Social Services and Fire Marshall
personnel and the required changes will be completed before opening date.
Marge &Marilyn have talked with Arletta Raymer and plan that she will
be working with them in this nursery school operation.As presented,
the commission had no objections to the proposed nursery school operation
but did suggest that the operators utilize the available off-street parking
when the sessions are being held.
The method of handling stub streets (3rd street southward the depth of one
lot from intersection of 3rd &Corene)was discussed.Subdivision Regulation,
Article VII,Section 700.14,was reviewed.
A letter from Jake Keller was read acknowledging his honorary membership
in the Planning and Zoning COlnmission.It was noted that copies of the
minutes of Commission meetings should be sent to Mr.Keller and also to
Joe Neubauer.
John Felton,Administrative Officer,reported that he had not yet received
any request for Certificates of Compliance and Occupancy for Corene Acres
Plat 5 even though a number of the houses are now obviously occupied.He
observed that George Gray Construction has never requested Certificates of
Occupancy when houses are ready for occupancy.He stated that other con-
tractors and individuals are requesting the Certificates when their building
projects are completed.The Administrative Officer and the Planning and
Zoning Commission Chairman will consult with the Town Attorney about this
problem.
The enlargement of a building at 640 6th street (Lathrop)was discussed.
A building permit has not been requested.John Felton will write a letter
on this matter.
The setbacks at the Harold Morris residence under construction were discussed.
John Felton feels that they will check out okay as he was present when the
house was staked out.

The need for a secretary to relieve Ruby Waugh was discussed.Mary Cavner
was suggested as a possible replacement.She will be contacted about this
matter.1
Gilbert Stanley reported on the Town Council meeting of September 13,
1971.
A rotation schedule was announced for Planning and Zoning Commission
members to represent the Commission at Town Council meetings;
Granfield,Wolfe,Berner,Mertes,Dolmage,Hamilton &Stanley,
Granfield or Wolfe will attend the next Council meeting.
The next regular Planning &Zoning meeting will be October 19,1971.
