The special meeting of the Planning &Zoning Committee was held
wednesday,November 7th at City Hall.The meeting was called to
order by Chairman Mark Casey at 7:04 P.M.Dianna Van Zee was present
and taking minutes.I
Roll was taken and the following committee members were present:
Steele,Casey,Korpanty,Heskett,Applegate.Absent Foster.Royer
arrived at 7:10 P.M.
Guest were:Don Bailey,Council Representative,Mark Gruber,Zoning
Administrator,Brian Redshaw,City Administrator,Steve Pierce,City
Engineer.
The first item of discussion was from Mark Gruber about problems of
people starting building projects without permits.He wants everyone
to be treated the same and not to allow certain people to by-pass some
of the rules.Mark would like to start citing for violations.
They discussed with Mark that they would like him to attend all of the
regular meetings.
The next item of discussion was the reviewing of the "LAND SUBDIVISION
REGULATIONS".
1.303.147
A.Discussed lot dimensions going from 60 ft.(7,200)to 65
ft.(7,800).It was discussed that the cost of the lots
would increase if they were made too large.I
B.Discussed septic tank area that they need to be from
20,000 to 30,000.The width will remain 120 wide.
All R-l,R-2 &R-3 in the Zoning Ordinances will have to be changed.
/772.303.:t94--Discussed taking the sidewalks off of the Maintenance
Bonds time period.
3.303.55 -Discussed the blanks should read -The Administrative
Officer shall immediately refer 7 copies of said plat to the
Secretary of the Commission and 2 copies to the City's
Engineer upon receipt of a preliminary plat.
4.303.58 -Would like the last sentence,"The preliminary plat
shall not be approved until the plans and specifications
for necessary improvements are acceptable to the Engineer."

5.303.63 -The blank should read 10 prints and 6 applications
forms for final approval ...
6.303.64 -The blanks should read 7 copies of said plat to the
Secretary of the Commission and 2 to the Engineer upon receipt
of a final plat.J
7.303.67 -Need to add -D.City Administrator.
8.303.75 -Take out "or graphite pencil".

9.303.80 -Topographic map,reference to City datum,of the
area showing contours as follows:one (1)foot intervals where
slope is seven (7)percent or less;tow (2)foot intervals
where slope is from seven (7)to fifteen (15)percent;five
(5)or ten (10)foot intervals where slopt is greater than
fifteen (15)percent.All areas of the sUbdivision to be
platted with a slope of greater than twenty-five (25)percent
shall be clearly indicated.
10.303.81 -Take out ",when possible,".
11.303.85 -Take out "culverts".
12.303.97 -Take out "clothe"and add "tracing paper or other
suitable quality sheets".
13.303.110 -Take out "Iowa State Highway Commission"and add
instead "Iowa Department of Transportation".
Lloyd Royer left at 8:20 P.M.
14.Steve Pierce would like to review 303.139 before making a
decision in dealing with the easement footage.
The next regular planning and zoning meeting will be held on November
27th at 7:30 P.M.
Korpanty moved for the meeting to be adjourned,second by Steele,
meeting adjourned at 8:47 P.M.Carried 5 to O.

by acting chairman Randy Foster on Tuesday,
called to order at 7:40 P.M.
November 27,1990.
