Moved by Foster,second by Weeks,to adjourn.Motion carried Meeting adjourned. Respectfully submitted, Pat Gutshall for Ruby Hertes,secretary December 17,1985 The regular meeting of the Waukee Planning &Zoning Commission was called to order by Randy Foster. Members present were: Rosenkranz.Absent: Casey,Gutshall,Foster,Weeks,Mertes and Demand. Guests:Larry Clayton and Roger Buffington,city engineer. A bike path and nature trail were briefly discussed for the rail- road right-of-way into West Des Moines. Larry Clayton of Kid's Company presented his concern for an official interpretation that his interests were best served in building on his property on Fourth Street.City Engineer Buffington addressed his question in stating that it is not felt that it is reasonable or practical for the City of Waukee to require final grading on individual subdivision lots in Waukee.The final grading require- ments must fall upon the purchaser of their lot as needed. 'I The amendment to Chapter 303 regarding detention methods of storm water control was discussed by Roger Buffington.His feeling that this amendment addition to Section 1,Section 303.164 was not nec- essary because it was covered in the original Waukee Regulations. Moved by Foster,second by Casey,not to adopt the ordinance change that was proposed for Section 303.164 because current regulation code can be interpreted to cover the City of Waukee's needs.Motion carried. The election of officers for 1986 took place. Moved by Gutshall,second by Weeks,to elect Floyd Rosenkranz as chairman.Carried unanimously. I II I I December 17,1985--cont 147 Randy Foster was nominated for vice-chairman by Rosenkranz and seconded by Mertes.Weeks made motion that nominations cease. Motion carried unanimously. Motion made by.,>leeksthat l1ertes by re-elected as secretary,second by Casey.Motion carried. Moved by Foster,second by Casey,to adjourn.l1otion carried. Members present were:Foster,Gutshall,Weeks,Casey,Mertes Absent':':Rosenkranz and Demand. Guests present were:Randy Krohn,Gary Sindelar,Frank Hoifeldt, and Br Lan Redshaw. Gary Sindelar from Kirkham,Michael &Associates presented a new plat for study by P &Z.This plat is a pre-application for Waukee Estates to extend Northview to 6th Street and make 21 lots.P &Z members were unable to make any final decision due to size of the lots. A special meeting was set for February 4 at 7:30 p.m.to meet with Krohn and the engineering firm again. Discussion was held about the traffic problem at Ashworth Road and University. Randy Foster announced that he would be meeting with the Iowa Herit- age Foundation on Thursday,January 23,regarding railway right-of ways for use as a bike path and nature trail. Motion made by Weeks to adjourn at 8:15 p.m.,second by Casey.
