HomeMy WebLinkAbout1983-02-07-Planning and Zoning Commission Minutes120 January 3,1983 The Jan~ary meeting of the Planning &Zoning Board was called to order at 7:45 p.m.on January 3,1983.Members present were: Gutshall,Felt,Hoifeldt,&Keller.No guests were present. It was moved by Hoifeldt and seconded by Gutshall to approve minutes of meetings of November 1 and December 6,1982.Passed unanimously. Hoifeldt announced that Norma Franks'term on the P &Z expirea at the end of the month. Hoifeldt presented three types of land dedication ordinances for consideration.After much discussion,Keller moved and Felt seconded to recommend against such an ordinance.Passed unanimously. The member emphasized that current facilities should be used more and that more emphasis should be put on zoningP.U.D.for future large developments. Discussed removal of 303.166 from the subdivision ordinance. Hoifeldt moved and Keller seconded to recommend for the removal of the regulation.Passed unanimously. Gutshall moved and Felt seconded to adjourn.Passed unanimously. The next meeting will be February 7,1983 at City Hall--7:30 p.m. Respectfully submitted, Nicole Keller,secretary February 7,1983 The February meeting of the Planning &Zoning Commission was called to order on February 7,1983 at 7:30 p.m.Members present were: Dan Moore,Frank Hoife1dt,Pat Gursha11,Lee Felt,and Nicole Keller. The minutes of the January meeting was approved unanimously. Chairman Hoife1dt announced that Norma Franks'position is still open and that Bruce Buxton has moved away so that there are 2 positions open now. Officers for the P &Z Commission were elected.Frank Hoife1dt was nominated by Moore,second by Keller,to continue as chairman. Felt was nominated by Keller,seconded by Gutshall,for vice- chairman.Keller was nominated by Hoifeldt,seconded by Gutshall, for interim secretary.All were elected unanimously. Subdivision regulations were discussed. second by Moore,to recommend change of On Street Parking is to be Permitted an parking lane shall be required.Passed It was moved by Gutshall, Section 303.110 to ",,!here additional 6 feet per unanimously It was moved by Keller,seconded by Felt,to recommend Section 303.46 be changed to read "Four (4)prints and four (4)copies I II ____J 121 February 7---cont of the application form for final approval shall be submitted to the Administrative Officer at least fourteen (14)days prior to the date of a Commission meeting at which action is sought.".Passed unanimously. Moved by Gutshall,second by Keller,to adjourn.Passed unanimously. The next meeting will be March 7,1983 at 7:30 p.m. Respectfully submitted, Nicole Keller,secretary March 7,1983 The March meeting of the Planning &Zoning Commission was called to order on l1arch 7,1983 at 7:45 p.m.Members present were:Pat Gutshall,Lee Felt,Dan Moore,and Frank Hoifeldt. The minutes of the February 7th meeting were approved with the following revisions: 1)The changing on Section 303.10 should include the works "rather than 9"after the work "6". 2)The changing on Section 303.46 should include the words "rather than regular""Commisssion meeting". Moved by Pat Gutshall,second by Dan Moore to accept these minutes with above changes.Passed unanimously. It was moved by Dan Hoore and seconded by Lee Felt to recommend to the City Council that the following maintenance bond provisions be adopted into the sub-division regulations; Maintenance bonds issued by a responsible surety company shall be required as follows: 1.Streets 2.Sanitary sewers 30 Storm sewers 4.Hater mains 5.Sidewalks 4 year maintenance bond 2 year maintenance bond 2 year maintenance bond 2 year maintenance bond 4 year maintenance bond The amount of the maintenance bond shall be 100%of the construction cost of the improvement and shall be determined by the City engineer. Passed unanimously. It was moved by Lee Felt and seconded by Pat Gutshall to recommend to the City Council that they should adopt standard specifications; i.e.street construction,sidwalk construction,sanitary sewer construction,storm sewer construction,etco Passed unanimously. The next meeting will be April 4,1983 at 7:30 p.m.
