The February 20th meeting of the Waukee P &Z was called to order at
7:35 p.m.by Vice-Chairman Mark Casey.Present were:Casey,
Heskett,Foster,Royer and Steele.Absent:Pierce and Korpanty.
Also present were Don Bailey,Council Representative,Al Munsterman,
Mark Broderick and Gary Smith.
Broderick and Smith presented a preliminary plan for a subsidized
Senior Citizen housing complex on a plot of land south of Cherry St
and west of 7th St.(extended)which was legally described in
"Exhibit A".If approved,H.D.D.and/or Farmer's Home Administration
would set guide lines.Broderick explained that a need for this type
of housing was there since Evergreen Manor currently has 19 persons
and a waiting list.
Broderick and Smith presented a petitioin requesting a zoning change
from R-2 to R-3.
Discussion followed on whether the zoning change was necessary.
After deciding that it was necessary,Foster expressed concern on
setting a precedent for spot zoning.Also of concern was that if a
zoning change was made and funding fell through,there would be the
possibility of a project that would meeting R-3 zoning but not be
acceptable to adjacent property holders.Limitations on R-3 zone was
discussed.Water and sewer capacity on Cherry St.was also
discussed.
Royer made a motion to approve and recommend zoning change from R-2
to R-3 on the parcel of land (Exhibit A),Heskett seconded.Motion
carried on voice vote.
Next meeting will be regularly scheduled meeting on March 20th.1

Don Bailey reported on status of study and plan being done by Jack
Wearmouth.
Royer made a motion to adjourn,Foster seconded motion.

Th2 Waukee Planning &Zoning_Commission met in regular session on
April 17,1990.The meeting was called to order at 7:30 D.m ..A
roll call was taken as follows:Present--Pierc8,Foster,Heskett,
Steele and Casey.Absent--Royer and Korpanty
Guests:Al Munsterman,Don Bailey,Brian Redshaw,Jim Berner,Jerry
Crow,Gary Smith,Jim Llewellin.Jack Wearmouth arrived at 8:45.
Jerry Crow presented preliminary plans for a 14 lot with cul-de-sac
development located on the eastern boundary of Southfork.This lies
north of his residence on University.Crow wishes to wait on dev-
elopment until plans are ready and then ask for voluntary annex-
ation.Main topic of discussion settled on making sure that indiv-
idual lot size would meet codes for having septic tanks.Lot were
ade qua t e to meet code.Crow then asked for approval of plans.
Chairman Pierce noted tha7:approval would have to he made at the
time deVelopment WiIJ_actually take place.Comm i.a s Lo n ,at this
time however,did ~ot see any problems that might stand in the way
of final approva~.
At this time,received copies of minutes from meetings of January
16,February 6 and 20.After reviewing,minutes were approved as
written,motion by Foster,second by Steele.
Gary Smith presented plans for an office/retail complex south of
Highway 6 between 4th &6th Streets (west of car wash facility).
After reviewing plans and drawings,Pierce brought up concern over
traffic congestion (due to one access to Highway 6 and other access
to unpaved alley).Discussion then began on possibility of opening
5th Street from Laurel to alley or using part of alley west to 6th
St.No concensus was reached at this time but opening 5th St.did
not seem to members to be in the best interests of the City.
