HomeMy WebLinkAbout1984-02-27-Planning and Zoning Commission MinutesFebruary 6,1984 The February meeting of the Planning &Zoning Commission was called to order by Chairman Tom Demand at 7:30 p.m.A roll call was taken and the following members were present:Demand, Hoifeldt,Keller,and Rinard.Absent:Gutshall,Rosenkranz, and Felt.One guest was present. The minutes of the January 9 meeting were read.Moved by Hoifeldt,second by Keller,to approve the minutes as read. Motion carried unanimously. A suggestion was made by Keller to contact County Zoning Commission in the future for the purpose of better understanding of their responsibilities. Tom McClure,Waukee Zoning Administrator,was introduced by Chairman Tom Demand.Mr McClure informed the P &Z of his duties.Questions were asked by P &Z members regarding Glenview Manor construction and discussion followed.A suggestion was made by Demand that P &Z should be aware and ready for any and all future developments. Moved by Demand,second by Hoifeldt,to adjourn at 9:10 p.m. Passed unanimously. The next scheduled meeting will be March 5,1984 at 7:30 p.m. Meeting adjourned. Chairman February 27,1984 A special meeting of the Planning &Zoning Commission was called to order at 7:30 p.m.A roll call was taken and the following members were present:Demand,Hoifeldt,Keller,Rosenkranz,Felt, and Gutshall.Absent:Rinard. The minutes of February 6,1984 were approved as written. Jim Berner,representing Bishop Engineering,presented the pre- liminary plat for Glenview Manor showing the gravity flow sanitary sewer system. Moved by plat for system; Hoifeldt,second-by Glenview Manor with Passed unanimously. Felt,to approve the preliminary the gravity flow sanitary sewer Howard Hargis from Kirkham,Michael &Associates engineers,pre- sented a development by Henry Krohn located south of Evergreen Manor,east of 6th Street and west of Corene Acres.It is to be phased in six parcels over six to ten years,depending on interest in their sites.There would be 85+lots,each approximately 10,000 sq.ft.+East house would be 1,800 sq.ft.±.The land is zoned R-2,except for one section abutting Evergreen Manor 128 February 27,1984--cont A concern of the Commission was what additional housing would do to the capacity of existing sewer lines.Howard Hargis stated that from his calculations,this development would add less than 1%additional sewage to the system.The Commission asked Roger Buffington,the City engineer,what the cost of a new sewer line would be going south from 4th Street to the lagoons and he state that in the recently complete Facility Study,it stated that it could cost upwards of $400,00.00 to complete. No action was taken on this since this was a pre-plat conference. Consideration of amendment to Section 303.167 of the Waukee Municipal Code was given. A motion was made by Keller,and seconded by Felt,to Not adopt the amendment to Section 303.167.Passed unanimously. It is not the wishes of the Commission to be in difference to the feeling of the Council,but after discussing the current financial situation of the gas system and the cities debts,it was felt by the Commission that the City could not afford to outlay a large sum of money (approximately $15,000.00,just for Glenview-:.Manor)in one lump sum and not see a return for its investment for quite some time. I Tom Demand said the next meeting of the Commission will be March 12,1984 at 7:30 p.m. Moved by Gutshall,second by Keller,to adjourn.Passed unanimously. Meeting adjourned. I
