HomeMy WebLinkAbout1990-06-19-Planning and Zoning Commission MinutesMay 15,1990 The regular meeting of Planning &Zoning was called to order on May 15 at 7:34 by Chairman Casey. The following members were present-: Heskitt,Steele,Absent:Royer. Casey,Korpanty,Foster, Guests:Council Representative Bailey,Redshaw. A short discussion was held on recent action by City Council on rezoning of property at 675 Ashworth without action by Planning &Zoning approving such action. Redshaw presented preliminary plans for Lot 26 Plat 2 of Mary Ann Estates.Plans call for laundromat to be built on west side of lot with a clinic to be built to the east.Parking will be located in center of lot between buildings. Main items of discussion regarded amount of parking.Number of spaces would barely meet code.Another item was a need for lSndscaping on the north side of lot.Area for trash receptacle and drive-through from Pronto to laundromat were concerns. City Council meeting will be May 21 for special presentation by Jack Wearmouth on planning study. Preliminary plans by Northway Corp.were submitted for review by Planning &Zoning.Because drawings were not clear,more precise plans and explanations were recommended. Foster moved for adjournment,Korpanty seconded.Meeting adjourned at 8:26. The following members were present: Steele,Eng.Rep.Pierce,City Adm. Casey,Royer, Redshaw. Foster,Korpanty, Absent:Heskitt Guests:Jack Wearmouth,Bill Inman,Bill Mickesh,Deb Davenport. 206 June 19th minutes continued Bill Inman presented his proposal for Williamsburg Town homes to be built at 675 Ashworth.This would be 1056 sq.ft.with 5 units. Reviewed concerns of City Engineer (as per letter from Veenstra & Kimm of June 19.)Deb Davenport expressed concerns of having children coming in to her yard.Inman felt all concerns from V&K could be met and that if tenants or children became a problem he would consider putting a chain link fence.Parking area will be enlarged to meet codes.Some descrepancy was found in survey stakes. I Foster moved to approve site plan sUbject to city finding survey pins & getting details worked out.Korpanty seconded.Motion passed. Bill Mikesh of Bishop Eng.presented final plat review for Corene Acres Plat 12.Problems centered on lots 5 &6 dealing with city code for 30'rear yard.Developer is taking 8.5 ft off lots 8 &9 to add to add to 5 &6 to make more desirable.Pierce reported that according to code lots meet 30"rear yard requirement. Foster brought up concern over public access to land designated as park.Accesses were to be provided for in plats but with nothing developed,these accesses may be creating problems when time to take from a landowner who has landscaped property or may not be aware of easement. One access is indicated on storm sewer easement but because of steep grade may not be useable.One urggestion was to have an access between lots 18 &19 on cul-de-sac.No action taken. Laundromat/Clinic site plan tabled as no one was present to explain & present plans.Recommended to Pierce to address concerns or problems to developer &have developer meet with P&Z when ready. I City was limits. has been asked to review preliminary plat within 2 miles of city This development (known as Tanglewood)is 54.5 acres that divided into 3 properties. Recommended utility,drainage &greenbelt easement of 300'along Sugar Creek between Lots 1 &2 &Lot 3.Also,secondary easement of 50'between Lots 1 &2. Wearmouth recommended to P&Z to recomment that all setbacks affecting construction be located by a liscensed surveyor.If builder declines, must sign &notorized paper saying builder is responsible if building is in error or does not meet code.Recommended to pass on to Paul Huscher for legal report &rewrite. Bailey reported on request to Dallas Co.to rezone NW corner of 142nd St.&Unniversity Ave.to commercial.City has protested.Ray Clark reported on possibility of 12"sewer around west side of city. The following members were present:Randy Foster,Joan Heskett,Lloyd Royer,City Eng.steve Pierce,consultant,Jack Wearmouth &City Admin. Brian Redshaw. Absent: Bailey. Eric Korpanty,Mark Casey,Dick Applegate &Council Rep.Don The following guests were present:Bud Lautenbach,Larry Crannell,Mike Downey,Terry Stark,Shari Cannon-Mackey,Doug Saltsgover,&Cynthia Bik. First item of business was presented by Terry Stark (Pace)representing Downy's Proprosal for a new facility north of Hickman &west of R-22. At this time Mike Downy gave a short summary of the type of business his company transacts.Downy prints medium-size telephone books for companies such as U.S.West.Employment runs at 100 +people. Mr.Stark submitted an architectual drawing &floor plans as well as a site plan.Discussed utility lines &needs.Also,stated that several safe-gards would be implented for all waste water.Water would pass through Sediment baskets &then a sand &oil filter. Explained storm water run-off &detention with detention over-flow to WNW corner of property site.Signs,lights &gas load were all discussed.Wall will be R-10 insulation &R-20 in ceiling. Shari Cannon-Mackey from Prof.Design Servo showed plans for land- scaping the grounds.Annexation of land would be asked for when plans are set.Jack Wearmouth asked if Doug Sikes would be involved in preparing building plans to meet codes.Mr Stark said that plans called for Sikes to be involved.no action was taken on plans as meeting was to be informational for both sides and address any problems before the next meeting. Bud Lautenbach then addressed the P&Z in regard to Platting of Tangle- wood Acres.This is 54.5 acres along &East of R-22 &along &north of Ashworth Road (F-64)south of Waukee.Lauterbach &Cynthia Bik expressed objection to city request for a 300'easement along Sugar Creek for utilities and possible greenbelt.Objections centered around need for 300'for easement (thought it was to wide)and greenbelt plans for a walkway or bike path.Neither resident wanted back yard of their property opened to pUblic use.Easement for sewer &utilities would be acceptable but not with a 300'width.Commission members requested Mr.Lautenbach to have his engineer come up with a drawing showing flood plain of 100 year-flood.Mr.Wearmouth pointed out that even if city would not ask for easement that people would still go into this area as development of this area continues.City would then not be able to patrol or restrict use by public.Residents claimed they wanted private natural area with no public access to creek.
