July 5,1990 minutes continued
No action was taken by commission in order to review 100 year flood
plan for this area.Also,any plan restricting green belt through 1
this area.Also,any plan restricting green belt through this area
would disrupt plan for greenbelt system in comprehensive development
plan for city.
Steele then moved for adjournment with Royer seconding.
Meeting was adjourned at 9:45 p.m.

The regular meeting of the Planning &Zoning Commission was called
to order on July 16,1990 at 8:03.
Present were members:Foster,Applegate,Heskitt,Korpanty and
Steele.Royer arrived at 8:35.
Absent was Casey.
The following guests were present:Steve Pierce,Don Bailey,Jack
Wearmouth and Brian Redshaw,Dob Douglas,Cynthia Bik,Doug Saltsgauer,
Terry Stark,Mike Downey,Shari Cannon-Mackey and Ron Rooney.
The first item of business concerned the site plan for Downey Printing.
Pierce presented concerns from V&K Eng.in regard to the site plan
review.Most concerns were minor.Parking size of 8.5'X 17'was
discussed.This is the minimum size for auto parking.Because this is
employee parking rather than for general public it would probably not
need to comply with city code for commercial sites.Stalls could be
increased to 9'which would reduce number of stalls from 98 to
approximately 92.With a maximum of 60 workers per shift this should
meet requirements.
Heskitt moved to accept preliminary site plan subject to handicap
parking requirements,minor concern items and retention pond size.
Royer provided the second &the motion carried.
The next item of business concerned the Tanglewood development south
of Waukee.
Council Rep.Bailey reported that the council could not act without
P&Z recommendation and that the Council still backs the greenbelt plan !
JDouglas,representing Bik,of the Davis-Hickenburg Law Firm related
that most cities ask developers to donate a portion of a development
for public use and that this could be done when this area is
redeveloped.

Pierce reported on DNR requirements regarding 100 year flood plain.
It was then reported that the Commission had still not received this
information.Bailey questioned better separate zoning could be used for
greenbelt stipulating public VS non-public use.
Royer and Foster recommended that the City Attorney be contacted as
far as drawing up a negotiated agreement.This would allow the City
of Waukee easement for sewer and utilities and non-public access
greenbelt easement for a period up to the year 2000 or when population
density reaches a certain level.
Pierce then presented items involving concerns of P&Z on Corene
Acres Plat 12.Developer has cut 8.5'from lots 8 and 9 to be added to
lots 5 and 6 to meet code for 30'setback.An agreement has also been
reached between the city and the developer relative to movement of
gas line north 8.5ft.as public utility easement.Also,agreed to
10'public access between lots 18 and 19 to reach park.
Korpanty moved for adjournment and second by Heskitt.
Meeting adjourned at 9:47 p.m.

The July 31,1990,special meeting of Planning &Zoning was called to
order at 7:33 p.m.
The following members were present:Casey,Heskitt,Steele,Applegate
and Foster (Arrived at 7:51 pm.)
Absent:Royer,Korpanty.
Guests present were:Pierce,Bailey,Wearmouth,Redshaw,Dave Meisner,
Allen Cohee,Bob christianson,and Mark Broderick.
The first item of business was a request for a Zoning change by
Dave Meisner.This concerns 10 acres of Land south of Highway 6
bordering the Mary Ann Estates Dev.on the east.The 5 acres
between Highway 6 and Laurel St.would remain zoned as c-1.He would
like to have the 5 acres south of Laurel st rezoned from R-2 to R-3.
On this property he would like to build an apartment complex of 64
units.They would like this to serve as a buffer between C-1 and
residential areas and would be necessary to make the development of
the C-1 area a reality.The preliminary plans for the commercial
area would include a grocery store,some shops and possibly an
establishment such as Pizza-Hut.
