November 12,1981
The meeting was called to order at 7:30 p.m.by Chairman Kenn Spahr.
Members present:Kenn Spahr,Bruce Buxton,Frank Hoifeldt,and Pat
Gutshall.
Absent:Leland Felt,Nicole Keller,&Norma Franks.
Also present:Clerk-Administrator Brian Redshaw
Guests:Roger Buffington,city engineer,Robert Applegate,fire
chief,and Paul Huscher,city attorney.
The minutes were approved.
First Business:Building heights for any structure under the juris-
diction of the Waukee Planning &Zoning Commission.
Lengthy discussion about the city's Fire Department's ability to
effectively fight a fire in a structure over 40'in height,ground
level to high point,was held.Chief Applegate stated our present and
long range capacity is controlled by our 35'extension ladders,the
maximum equipment available without rebuying a new ladder truck.
After discussion,the commission's recommendation was to make maximum
height for all zoning catagories 40'maximum -ground to highest
point of structure.
Discussion of date for public hearing to adopt the 1981 Zoning
Ordinance,1981 Zoning map,and 1990 Comprehensive Plan.
Motion made by Gutshall,second by Hoifeldt,that the date for
public hearing be set for Friday,December 4th at 7:30 p.m.in the
City Hall.
Chairman Spahr instructed Mr Redshaw to place a notice in the Dallas
County News and in the town bulletin.
Motion by Hoifeldt,second by Buxton,to adjourn.Carried

The Planning &Zoning Commission was called to order at 7:35 p.m.
by Chairman Spahr.Present were:Frank Hoifeldt,Bruce Buxton,
Pat Gutshall,and Nicole Keller.Absent:Norma Franks and Leland
Felt.
Moved by Hoifeldt,second by Keller to approve minutes of October
21 and November 12.Carried 4 to 0:..-
Frank Hoifeldt opened the meeting with the following statement:

"The purpose of the meeting tonight is to conduct a hearing on the
adoption of the proposed zoning ordinance,proposed land subdivision
regulations,proposed zoning map and the addendum to the comprehensive
plan for the City of Waukee.
Before we get stated tonight,I though we ought to explain how we,
as a planning and zoning commission,base our recommendations to
the City council of Waukee.
Regulations are made in accordanne with the comprehensive plan and
designed to lessen congestion in the street,to secure safety
from fire,flood,panic,and other dangers;to promote health
and the general welfare;to provide adequate light and air;to
prevent the overcroding of land;to avoid undue concentration of
population;to facilitate the aaequate provision of transportation
water,sewerage,schools,parks,and other public requirements.
Such regulations are made with reasonable consideration,among
other things,as to the character of the area of the district and
the peculiar suitability of such area for particular uses,and
with a view to conserving the value of buildings and encourageing
the most appropriate use of land throughout the City."
Moved by Keller,second by Buxton,to place Mr Hoifeldt's statement
in the minutes.Carried 4 to O.
Bruce Buxton stated the ground rules for the discussion.
Attorney Jerry Alt spoke to the Commission regarding his client's
property in Judy Ann Estates.His clients are John &Steve Grubb.
Moved by Keller,second by Buxton,to have a city planner from
CIRALG address the Planning and Zoning Commission at its January
1982 meeting.Carried 4 to O.
The issue of 6 plexes as opposed to 12-plexes was discussed as it
pertains to the R-4 zone.
Moved by Gutshall,second by Keller,to change 302.13A to the
following:
A.Principal Permitted Uses.
structures or land listed
be permitted in the "R-4"
Only the uses of
in this Section shall

(1)Row dwllings consisting of not more
than six (6)dwelling units in one
building unit or attached structure.
(2)Condominium dwellings consisting of not
more than twelve (12)dwelling units in

provisions of this classification,each
dwelling unit shall have separate
facilities for gas,electricity,sewerage,
and water.

The issue of allowing used car lots in the C-2 zone was discussed.
Moved by Keller,second by Buxton,to include new and used car
lots in 301.17 of the Waukee Municipal Code but to exclude body
shop work.A roll call vote was taken as follows:

Ordinance,Subdivision Regulations,Zoning Map,and 1990

Janaury 5,1982
The January meeting of the Waukee Planning and Zoning Board was
called to order at 7:30 p.m.on Tuesday,January 5,1982.Present
were Kenn Spahr,chairman,Frank Hoifeldt,Lee Felt and Nicole
Keller.
Lee Felt nominated Frank Hoifeldt as vice-chairman.He was unani-
mously elected.Nicole Keller was appointed secretary by chair-
man Kenn Spahr.
Old Business--Items discussed were:
1.On December 29,1981,the City Council passed the Original
zoning map,the Zoning Ordinance,and the revised Zoning
Ordinance and the revised 1990 Comprehensive Plan without
exception.
12.Discussed City council action on recommended annexation
including those that will have to involuntary.
