The meeting was called to order at 7:30 p.m.IIDiscussionofSkinnerrequestforpermittobuildgarageon
Skinner apartment property.The consensis of the committee was
that lot doesn't meet zoning requirement for garage.No one
attended this meeting on behalf of Skinner.

No action taken until an official request is made.
Discussion of Verle Wright's request to convert present upstairs
of building to two family or duplex apartments.No zoning problem
involved.He only need meet regulations for two family dwelling.
Lengthy discussion of interpretation of item on Page 31 of zoning
ordinance book,Index section 15,paragraph B,Item 2.
Motion made by Keller,second by Herbert,that item should read
accessory building not to exceed 40%of principle building floor
area ..Motion carried.
Request council also to act on updating ordinances presented March,
1979 regarding the following:
1.Condominium should be defined in zoning ordinance and is
there a possibility of a separate zoning for condominiums.
2.Define tie downs in mobile home requirements.Specifically
how many.
3.From the standpoint of public interest,P &Z feels there
should be no zoning changes to R-3 until current ratio of
single housing to multiple housing changes.Motion to
that effect made by Faust and seconded by Chedester.
4.When zoning change is proposed;property owners within 200
feet of proposed change need to be notified by mail of such
proposal.
5.A requirement should be consider for making cats be required
to have rabies vaccination.
6.Bob Gallagher asked for a printed form for signature of P &Z
chairman to be attached to plans approved.
Discussion concerning occupany of P &Z commission by persons of
conflicting interest or specialized interests.Tabled until next
month.

Letter from Ray Burger was read regarding changing of his business
on 4th &Ashworth from R-2 to C-l,Reason for same:wanting
to sell and he feels it won't sell as a residence location.
Advised to return next meeting with lot descriptions,etc.needed
for formal application for zoning change.

Old business:Updating ordinances
Keller presented for consideration ordinances that she has felt
needed updating:
Item #l--Changing name of commission from Zoning Commission
to Planning and Zoning Commission in order to conform
to State Code.
Item #2--Addition and deletion on page 60,Section 27 of
amendments in zoning ordinance and subdivision
regulations
Should read:(fitst sentence)'The City council may,
from time to time,(insert)"after considering Planning
and Zoning Commission recommendation"(strike)"from
time to time"
after third sentence:(insert)"and at least fifteen
(15)days notice of time and place of such hearing
shall be mailed to all property owners immediately
adjacent to and within 200 feet therefrom and those
directly oppmsite thereto not to exceed 200 feet from
the street frontage of such opposite lots".

Dwelling,Condominium:A multiple dwelling as de-
fined herein whereby the fee title to each dwelling
unit is held independently of the others;regulated
by Chapter 499B,Code of Iowa,1973.
Dwelling--Row:Anyone of three or more attached
dwellings in a continuous row,each such dwelling
