HomeMy WebLinkAbout2002-01-22-Planning and Zoning Commission MinutesMINUTES OF TRE TUESDAY JANUARY 22,2002 PLANNING AND ZONING COMMISSION MEETING.]Chairman Steele called the January 22,2002 meeting of the Planning &Zoning Commission to order at 7:27 p.m, Roll Call.The Chairman asked for a roll call and the following Commissioners were present: Steele,McCoige,Willits,Schoeberl,Roifeldt,and Korpanty.Absent:White. Council Representative present:Watts. Agenda Approval.Chairman Steele asked ifthere were any changes to the agenda.None. Motion by Commissioner Hoifeldt,second by Commissioner Willits to "Approve the Agenda". The Commission Chairman asked for a roll call vote:Ayes:Hoifeldt,Willits,Korpanty, McCoige,Schoeberl,and Steele.Nays:None. Adoption of Previous Meetings Minutes.Motion by Commissioner Hoifeldt,second by Commissioner Korpanty to "Adopt the January 8,2002 meeting minutes with a change in the last paragraph to read:'A compromise of was reached by adding 2 additional trees and 6 additional shrubs along the east side of the parking lot'",Chairman Steele asked for a roll call vote.Ayes: Hoifeldt,Willits,Korpanty,McCoige,Schoeberl,and Steele.Nays:None. Approve the Rezoning request for Williams Pointe PUD.Brad Cooper with Civil Engineering Consultants presented the PUD to the Commission.There was significant discussion regarding the outstanding items from the multiple meetings between the city staff and developer.Motion by Commissioner Willits,second by Commissioner McCoige to "Table rezoning request for Williams Pointe PUD until a written concession is presented by the developer and is analyzed by the City Staff'.Additional discussion took place and Commissioner Willits asked to withdraw his motion.Commissioner McCoige withdrew his second.Motion by Commissioner Willits,second by Commissioner McCoige to "Approve the rezoning request for Williams Pointe PUD with the following stipulations: 1.The developer will put in an 80'ROW along Waco Place. 2.An 11.127 acre park area will be available through park land dedication and purchase 3.A 10'wide bike path will be installed by the developer. 4.There is a PUD concept for the single family including a 25'set-back allowance for lots fronting along Waco Place. 5.A boulevard street will be installed without a median except at the intersections of Olson Drive and University Avenue. 6.Two street trees will be required along the single family lots abutting Waco Place and at this approximate rate where townhomes will border Waco. 7.No credit will be issued toward future park land dedication fee requirements. 8.An additional road added between parcel A and parcel D". Commissioner Hoifeldt stated that he is in favor of most of the items on this list,but he does not believe that the street trees should be the responsibility of the developer.Chairman Steele asked for a roll call vote.Ayes:Willits,McCoige,Schoeberl,Korpanty,Hoifeldt,and Steele.Nays: None.) G:\WPFiles\P&Z Agendas &min \Minutes\2002\J anuary 22,2001.doc Approve the Ordinance Change for §301.13(C)Bulk Regulations.Staff recommends removing the word efficiency.Motion by Commissioner Korpanty,second by Commissioner McCoige to "Approve the Ordinance change for §301.13(C)Bulk Regulations to read:Minimum Floor Area:750 square feet per unit.Units less than 750 square feet are subject to approval by City Council upon recommendation of the Commission."Chairman Steele asked for a roll call vote.Ayes:Korpanty,McCoige,Willits,Hoifeldt,Schoeber!,and Steele.Nays:None.
