The Waukee Planning &Zoning Commission was called to order at
7:02 P.M.by Chairman Lloyd Royer.
Roll was taken and the following members were present:Blazanin~
Hoifeldt,Heskett,Royer.Korpanty.Absent Steele,Applegate
(arrived at 8:50 P.M.)
Guests:John Kursitis-Veenstra &Kimm,Frank Duroy-Council Rep.,
Jeff Downing,Mike Olson.
Dianna Van Zee was present and taking minutes.
The minutes were read and discussed.Corrections were noted and
changed.Heskett motioned and Hoifeldt seconded to approve the
minutes.Motion carried 5 to 0.
Jeff Downing discussed with the Commission what he is proposing
for the TIF District.The TIF would include the first two plats
but not the residential area.Waterway will go onto Phil
Brodericks property.Piped under ground then pours into a swale
which will be made larger to accommodate the added water.Paving
of Warrior Lane was discussed.He would be willing to do both
sides from Hickman Rd to the first part of his proposed plat with
TIF money.The TIF that Jeff would like to acquire is a 20 year
bond that he would buy from the City.If his development did not
generate enough taxes then in 20 years that City would not have
any obligation it would be Jeffs'obligation at that time.It
does take away from our bonding capacity though.
Mike Olson presented Windfield II revised Preliminary Plat to the
Commission.This property is located East of Warrior Land and
South of Highway 6.This will be done in 4 phases.Starting at
the North.There will be approximately 290 lots.The developer
has proposed an unimproved park that would also act as stormwater
detention in the northwest corner of the plat.The Commission
would like this moved to the proposed R-3 and made into a pond.
The homeowners association would have to maintain this.The Park
Board needs to decide if a park land dedication is needed or do
they want the money instead.Bike trail isn't accepted as park
land dedication.The Commission would like sidewalks on Warrior
Land.The Planning &Zoning would like to see a walkway to
connect the Mobile Home Park with the development.Joe Brick
would have to be willing to give up a lot to do this.
They Planning &Zoning Commission would recommend keeping the
first Cul-de-Sac and *2 &*3 looped and also *4 &*5 looped.
This would be easier for City vehicles,busses and fire equipment
could more easily access these areas.
Mike will discuss these matters with Mike Myers and rework some
things and be back for the next Planning &Zoning meeting.

There will be a special Planning &Zoning meeting for ONLY Zoning
Ordinance update on February 7 at 7:00 P.M.
Nominations took place for Planning &Zoning officers.Heskett
nominated.Chairman-Royer,Co-Chairman-Steele,Secretary-
Blazanin.Seconded by Applegate.No more nominations were
brought to the Commission.Motion Carried 6 to 0.
The next meeting will be February 28th.
Applegate motioned,Korpanty seconded to adjourn at 9:00 P.M.
Motion carried 6 to 0.

at 7:03 by Co-Chairman Jerry Steele.
Roll call was taken and the following members were present:
Korpanty,Hoifeldt,Steele,Heskett,8lazanin.Absent Royer,
Applegate.

A number of revisions to the minutes were made.A motion to
accept the minutes as revised,was made by Heskett,seconded by
Hoifeldt.Upon voice vote the motion carried 4-0.
UR8AN RENEWAL PLAN -DOWNING TIF.After a brief discussion on
the Urban Renewal Plan of Downing Development for the Enterprise
Business Park,a motion by Hoifeldt,second by Blazanin was made
to accept that the Urban Renewal Plan was in Conformance with the
City's Comprehensive Plan.Roll call was taken and the following
members voted AYE:Hoifeldt,8lazanin,Heskett,Korpanty.NAYS:
None.The motion carried 4-0.
