The Waukee Planning &Zoning meeting was called to order on Tuesday,January 28,1997 by
Chairman Lloyd Royer at 7:00 PM.
Roll was taken and the following members were present:Hoifeldt,Heskett,Applegate,Steele,
Royer,Korpanty arrived at 7:02PM.Absent:Blazanin.
Dianna VanZee was present and taking minutes.
AGENDA APPROV AL-Kurt Rueckel would like to discuss the concept plans for Wildflower
Valley.Motion by Heskett,second by Hoifeldt to add this to the agenda.Motion carried 6-0.
APPROVAL OF MlNUTES-The minutes of December 17,1996 were read and approved.
Motioned by Hoife1dt,second by Steele to approve the minutes.Motion carried 6-0.
REQUEST TO LEASE WATER TOWER-WATER TOWER SITE PLAN-Ray Woznick
representing the United States Cellular Corporation is proposing to place cellular towers on the
South Water Tower.There would be an access road to the equipment building.The building
would be placed on the southeast section of the water tower.This would not interfere with
University extension or Third Street extension.They want to place towers in groups of threes
and placed in three different sections around the water tower for higher coverage.They would
like a lease for the road,building and for the placement on the water tower.
John Kursitis suggested that in the lease they state about removing the towers when they need to
paint the water tower.Also it was discussed that they would need to have a complete site plan
submitted with all of the drawings and dimensions and placement of the towers.
Motioned by Applegate,second by Korpanty to approve the US Cellular towers to be placed on
the South Water Tower subject to the lease being worked out and a fmal site plan be submitted to
Council.Motion carried 6-0.
REQUEST TO REZONE PROPERTY-GILCREST-JEWETT LUMBER COMPANY-
William Lillis,Attorney,representing Gilcrest-Jewett Lumber Co.,and Vaughn Trust presented
plans to change the Comprehensive Plan under the current ordinance a combination zoning of C-
1 and M-2.The C-1 would be the Southeast comer or the property which will not be developed
at this time.The M-2 zoning is needed because of the building of the trusses.They understand
that when the new zoning ordinance pass then this property would have to be rezoned again this
time under M-1,and C1-A.
They discussed how they had to find a new location due to the Martin Luther King Bypass going
through their business.They chose this location because of the access to the train system for
bringing in lumber.They would employ around 100 people,the office building would be two
stories.There would be a door/window building,and carpet building.also.
Chairman Royer asked the Commission to look at just this parcel of land and not the whole area
for the rezoning.

They would have a security gates for the trucks,the area would be fenced with a 50ft buffer at
the West and a 15ft buffer at the East.On the North this would depend on the development and
probably this would have trees planted along this side.
The Planning and Zoning Commission had discussions regarding,did they look at property
North ofHwy 6 by Downey Printing.They wanted to discuss whether they wanted to have
industrial in a housing development.Mr.Feldman representing Williams Turf Farm are not in
favor of them changing the comprehensive plan.If they do change this then they would like to
sit down with the Commission and see what the long range goals are for that area now.Jeff
Downing representing the Economic Development Committee feels that the comp plan is just a
work plan to go by and that sometimes these need to be relooked at and changed.He supports
this being change to accommodate them.Ray Clark also of the Economic Development
Committee feels that this is an asset to our community and should be changed.
Sumner Worth,Pres.,Gilcrist-Jewett Lumber Co.,told the Commission that they had look at a
lot of areas in and around Des Moines and this was the most appealing area and part of that was
because of the Railroad.
Eric Korpanty likes the plan,but during the development of the comprehensive plan they had
spent a long time looking at this area and decided the University Avenue consider would be
residential where the industrial area should be and that was North ofHwy 6 and he does not like
this location for the project.
Frank Hoifeldt also explained when he was not in favor of either location and asked that they
look North of Highway 6.
Dan McGowen,Waukee State Bank and the Economic Development Committee the Railroad is
an asset to this Company and he feel we should bring this business to our community.
Mayor Don Bailey feels that Gilcrest-Jewett Lumber Co.,is a great opportunity for our
community.
Dick Applegate stated that we should use the Railroad to our advantage.
Jerry Steele feels it is a good plan and looking at Alices Road corridor this would probably fit in
nicely.
Kurt Rueckel state that the City could require certain things in the site plan and that the high

school has seen the plans and he has heard no objections about them.
Motion by Applegate,second by Steele to pass to the Council to amend the Comprehensive Plan
to accommodate the rezoning for this parcel ofland only.Motion carried 4-2 (voting no
Korpanty,Hoife1dt).
Motion by Applegate,second by Heskett to rezone the southeast corner to C-l and the rest of the
parcel to M-2 restricted to lumber yard use only for outside storage and trusses.Motion carried
4-2 (voting no Korpanty,Hoifeldt).
Williams Turf Farm will be making a request in writing regarding the changing the
Comprehensive Plan,for their land as well.
REQUEST TO REZONE PROPERTY-DAVID CONN-This matter was tabled until the
property owners could be present to discuss this with the Commission.
WILDFLOWER VALLEY-STEPHEN GRUBB PROPERTY-Kurt discussed with the
Commission what Stephen Grubb would like to do with this property.He is planning on going
ahead with this project now that the University Trunk Sewer project is moving forward.There
would be commercial on the corner (for a gas station).They would need to discuss getting the
sewer from Country Club Woods 4 over to this property.The Commission stated that Bone
Drive needs to be paved before this development project could take place.They want this to be
zoned for commercial and PUD.Boone Drive needs to be paved with curb,gutter and sidewalks.
Iowa Realty would do the east side and Grubb would have to do the west side.
ZONING ORDINANCE-FINAL REVIEW FOR SUBMISSION TO CITY COUNCIL-
After reviewing the new zoning ordinance Engineering Resource Group,Inc.sent a letter
regarding the draft of the revised zoning ordinance.The Commission read these and acted on the
following pages:
Page 11 Mini-Warehouse:changing 150 foot dimension limit to 300 foot.
Page 12 Parking Space (off-street):the Commission wants the drawing modified only to
help clarify this ordinance.
Page 22 General Regulations item B:this should be clarified as single family and the
Section they are discussing is section 301.26.
Page 45 R-6 Mobile Home Residential District Item B.2.:They recommend this be
changed to have the sign are be increased to a maximum of 100 square feet.
Page 47 Should read Iowa Department of Natural Resources instead of Health.
