MEETING.
Chairman Steele called the January 28,2003 meeting of the Planning &Zoning Commission to order
at 7:03 p.m.
Roll Call.Chairman Steele asked for a roll call and the following Commissioners were present:
Hoifeldt,Korpanty,Schmidt,Willits,Steele.Absent:Krantz,White.Council Representative:
Johnson.
Agenda Approval.Chairman Steele asked if there were any changes to the agenda.None.Motion
by Commissioner Korpanty,seconded by Commissioner Schmidt,to "Approve the Agenda for January
28,2003."Ayes:Hoifeldt,Korpanty,Schmidt,Willits,Steele.Nays:None.Motion carried.
Approval of January 14,2003 Meeting Minutes.Chairman Steele asked if there were any changes
to the January 14,2003 minutes.None.Motion by Commissioner Hoifeldt,seconded by
Commissioner Willits,to "Adopt the January 14,2003 Meeting Minutes."Ayes:Hoifeldt,Korpanty,
Schmidt,Willits,Steele.Nays:None.Motion carried.
Approve the Preliminary Plat for Windfield II Plat 3.Gary Reed of Kirkham Michael presented
the Preliminary Plat for Windfie1d IIPlat 3.This is a revision of a preliminary plat previously
approved by the City.The changes were made to the southem portion of the plat in order to address
storm water run-off issues.V &K and City staff comments have been addressed,including changing
beehive intakes to Type A intakes,adding a temporary turn-around at the ends of SE Olson and SE
Bobwhite,and renaming Windfield Parkway as SE Cardinal Lane where the street runs north/south
and SE Olson where the street runs east/west.Concrete flumes have been added for drainage,and 2
outlet pipes are planned under the railroad tracks to handle emergency overflow drainage.(A third
outlet pipe may be added;this will appear on the construction plans if added.)Snow storage easements
have also been included at the end of each cul-de-sac.Mark Arentsen asked about the timeline for
completion of public improvements in the plat.Mr.Reed answered that it could possibly be completed
this year,but most likely would be done in 2004.Motion by Commissioner Willits,seconded by
Commissioner Schmidt,to "Approve the Preliminary Plat for Windfield II Plat 3,provided all V &K
and City staff comments are addressed."Ayes:Hoifeldt,Korpanty,Schmidt,Willits,Steele.Nays:
None.Motion carried.
Approve the Rezoning of Certain Property from M-1A to M-1 (Lots 4,5,and 6 of Enterprise
Business Park Plat 2).Chad Weaver stated that affected property owner Steve Downing expressed
concem that the rezoning would not allow him to construct a building similar to what currently exists
on neighboring lots.It was explained to Mr.Downing that such construction would not be allowed
under the current zoning ordinance,no matter if the property was zoned M-lA or M-l.No response
was received from affected property owner Qwest Communications,Council Representative J olmson
explained to the Commission that there were no specific plans for the Qwest property at this time,but
that it could possibly be used for an engineering garage with no outside storage.Motion by
Commissioner Hoifeldt,seconded by Commissioner Korpanty,to "Approve the Rezoning of Certain
Property from M-lA to M-l (Lots 4,5,and 6 of Enterprise Business Park Plat 2)."Ayes:Hoifeldt,
Korpanty,Schmidt,Willits,Steele.Nays:None.Motion carried.

Approve the Rezoning of Certain Property from M-IA to C-l (a portion of the Alice's Road
Neighborhood).Dan Warren,representing the affected property owners,addressed the Commission
to express the concern that part of the property was intended to be rezoned as R-3.Mr.Weaver
explained that at this point the property was being rezoned in its entirety as C-1,and that when the
property is developed at a later date,a possible R-3 section will be considered.Motion by
Commissioner Schmidt,seconded by Commissioner Willits,to "Approve the Rezoning of Certain
Property from M-1A to C-1 (a portion of the Alice's Road Neighborhood)."Ayes:Hoife1dt,Korpanty,
Schmidt,Willits,Steele.Nays:None.Motion carried,
Approve the Rezoning of Certain Property from M-l to C-4 (a portion of Williams Pointe).Chad
Weaver stated that affected property owner Regency Homes expressed no opposition to the rezoning,
but would need to discuss the rezoning proposal with the current property owners.Motion by
Commissioner Willits,seconded by Commissioner Korpanty,to "Approve the Rezoning of Certain
Property from M-1 to C-4 (a portion of Williams Pointe)."Ayes:Hoifeldt,Korpanty,Schmidt,Willits,
Steele.Nays:None.Motion carried,
Approve the Rezoning of Certain Property from M-IA to C-l (Waukee Development).Doug
Thieleke,affected property owner,addressed the Commission to express his concern that he would no
longer be able to use his recently purchased property as he intended.He owns a shop that makes and
repairs hydraulic cylinders,Mr.Thieleke stated that he would be willing to build to high standards and
that the business would have minimal outside storage,but the welding he would need to do would not
be allowed in a C-1 zoning district.Motion by Commissioner Schmidt,seconded by Connnissioner
Korpanty,to "Table the Rezoning of Certain Property from M -1 A to C-1 (Waukee Development)."
Ayes:Hoifeldt,Korpanty,Schmidt,Willits,Steele.Nays:None.Motion carried.
Approve the Rezoning of Certain Property from M-l to C-l.The property in question borders
Alice's Road to the west and Enterprise Business Park Plat 4 to the east.Evan Oster,representing
Knapp Properties,addressed the Commission to state that the property in question is currently owned
by Westlakes Properties,and that the affected property owners have no objection to the rezoning.
Motion by Connnissioner Schmidt,seconded by Commissioner Hoifeldt,to "Approve the Rezoning of
Certain Property from M-1 to C-1."Ayes:Hoifeldt,Korpanty,Schmidt,Willits,Steele.Nays:None.
Motion carried,
New Business.Chairman Steele welcomed Joe Schmidt to the Planning &Zoning Commission.
Adjournment.Motion by Connnissioner Willits,seconded by Commissioner Schmidt,to adjoum at
8:12 p.m.Ayes:Hoifeldt,Korpanty,Schmidt,Willits,Steele.Nays:None.Meeting adjourned.
