HomeMy WebLinkAbout2003-02-11-Planning and Zoning Commission MinutesChairman Steele called the February 11,2003 meeting of the Planning &Zoning Commission to order at 7:03 p.m. MINUTES OF THE TUESDAY FEBRUARY 11,2003 PLANNING AND ZONING COMMISSION MEETING. Roll Call.Chairman Steele asked for a roll call and the following Commissioners were present: Hoifeldt,Korpanty,Schmidt,Willits,Steele.Absent:Krantz,White.Council Representative: Johnson, Agenda Approval.Chairman Steele asked if there were any changes to the agenda.Chad Weaver stated that the Site Plan for Hawthorne Plaza should be dropped from the agenda,as the City and developers are still working on the TIF arrangement for the property.Several citizens in attendance asked that they be allowed to address the Commission on the subj ect,and the Commission agreed to hold an open forum.Motion by Commissioner Willits,seconded by Commissioner Schmidt,to "Approve the Agenda for February 11,2003,changing 'Approve the Site Plan for Hawthorne Plaza'to 'Open Forum on the Site Plan for Hawthorne Plaza'."Ayes:Hoifeldt,Korpanty,Schmidt,Willits, Steele.Nays:None.Motion carried. Approval of Jannary 28,2003 Meeting Minutes.Chairman Steele asked ifthere were any changes to the January 28,2003 minutes.None.Motion by Commissioner Hoifeldt,seconded by Commissioner Korpanty,to "Adopt the January 28,2003 Meeting Minutes."Ayes:Hoifeldt, Korpanty,Schmidt,Willits,Steele.Nays:None.Motion carried. Approve the Plat of Snrvey for Snnrise Ridge.Larry Hague of Engineering Design Services (EDS)JI presented the Plat of Survey for Sunrise Ridge.The property was initially presented to the Commission as a Preliminary Plat at the regular January 28,2003 meeting,but was tabled by the Commission.The developers are using the Plat of Survey in order to divide the property for sale, without committing to any public improvements.John Gibson stated that the City will require a letter to be recorded with the County,stating that improvements will be done by the individual property owners as the properties go through the platting process.Each parcel must go through the platting process.John Kursitis of Veenstra &Kimm explained to the Commission that this Plat of Survey does not follow normal procedures as outlined in the City ordinance,but that the City has the authority to waive standard requirements,Mr.Kursitis also stated that City code requires all lots to have public accessibility,whether with an easement or a street.Mr.Hagne said that notations on the Plat of Survey and letters from current property owners address all such concerns.Motion by Commissioner Willits, seconded by Commissioner Hoifeldt,to "Approve the Plat of Survey for Sunrise Ridge,provided all V &K and City staff comments are addressed,and a letter is filed with the County stating that improvements will be done by the individual property owners as the properties go through the platting process."Ayes:Hoifeldt,Korpanty,Schmidt,Willits,Steele.Nays:None.Motion carried. Approve the Final Plat for Williams Pointe Plat 1.Chad Christensen of Civil Engineering Consultants (CEC)presented the Final Plat for Williams Pointe Plat 1.Also in attendance was Bill Spenser of Regency Homes.The developers have not completed all public improvements in the plat, but have given the City a $20,000 performance bond for all incomplete improvements.John Gibson '," stated that a punch list has not been made,but that the City is comfortable with the bond amount.All legal dOCU111entshave been received.Mark Arentsen added that the City will be meeting with Regency J Homes regarding the amount of parkland dedication to be done throughout the Williams Pointe development.Motion by Commissioner Schmidt,seconded by Commissioner Willits,to "Approve the G:\WPFilcs\P&ZlMinntes\2003\02-11-03 Minutes.doc Final Plat for Williams Pointe Plat 1,provided all V &K and City staff cormnents are addressed,a $20,000 performance bond is issued for incomplete items,a letter is received from the developer stating all items will be completed by 04/30103 or the bond will be pulled,and no Certificates of Occupancy will be issued prior to the items being completed and approved by the City."Ayes: Hoifeldt,Korpanty,Schmidt,Willits,Steele.Nays:None.Motion carried. Open Forum on the Site Plan for Hawthorne Plaza.Volney Smith,president of the Hawthorne Ridge Townhome Owners Association,addressed the Commission.The Association has three concerns regarding the Site Plan for Hawthorne Plaza:1)possible erosion into the drainage easement between the properties due to the steep slope,2)increased water runoff from the proposed parking lot, and 3)screening on the western edge of Hawthorne Plaza.Otherwise,the Association supports the development ofthis project.Chad Weaver stated that the drainage easement between the properties belonged to neither the Townhome Owners Association or Stephen R.Grubb Constmction,but was owned by Accurate Development. Approve the Rezoning of Certain Property from M-IA to C-l (portions of Waukee Development).This item was tabled by the Commission at the January 28,2003 regular meeting. Chad Weaver explained that the properties to be rezoned were those south of Highway 6 and east ofN. 6th St.to bring those properties in line with the zoning in the Comprehensive Plan.The rest of the Waukee Development would remain M-IA and would have to be addressed with building standards as properties are developed.Motion by Commissioner Schmidt,seconded by Commissioner Hoifeldt,to "Approve the Rezoning of Certain Property from M -lA to C-1 (portions of Waukee Development)." Ayes:Hoifeldt,Korpanty,Schmidt,Willits,Steele.Nays:None.Motion carried. New Business.The March 25,2003 regular P&Z meeting was rescheduled for Monday,March 24, 2003 at 7:00 p.m.due to the special election. Adjournment.Motion by Commissioner Schmidt,seconded by Commissioner Korpanty,to adjourn at 7:58 p.m.Ayes:Hoifeldt,Korpanty,Schmidt,Willits,Steele.Nays:None.Meeting adjourned.
