The Waukee Planning &Zoning commission was called to order at 7:02PM by Vice-Chair Steele.
Roll was taken and the following members were present:Blazanin,Steele,Hoifeldt,Korpanty Heskett.
Applegate arrived at 7:15PM.Absent:Royer.
Dianna Van Zee was present and taking minutes.
Motioned by Hoifeldt,seconded by Korpanty to approve the minutes of January 23,1996 with two
corrections.(These have been noted and changed on the minutes).Motion carried 5 to O.
WESTGATE TOWN HOMES SITE PLAN -Brad Cooper representing Regency discussed the Westgate
Town Homes with the Commission.This is an eight building,40 unit project.The streets and utilities will
be private.This is located on HWY 6 East of the Mobile Home Court.The Units will range from 1,200 to
1,500 square feet with full basements.The two car garages will face the inside of the project.The units are
expected to sell for under $100,00.
The site plan calls for two monument signs 50 sq ft.They would be similar to Windfield's sign.The sign
ordinance will have to be looked at regarding the number and size of the sign.They would like to have two
signs placed and the square footage exceed the ordinance requirements.
There would be a Home Owners Association and they will take care of the snow removal.Details
regarding the Home Owners Association will be addressed at the time of the final plat submittal.
Moved by Hoifeldt,seconded by Blazanin to approve the preliminary plat of Westgate Town Homes Site
Plan.Motion carried 6 to O.
Moved by Hoifeldt,seconded by Korpanty to approve the site plan for Westgate Town Homes Site Plan
with the stipulation of the signs not to be constructed until the sign ordinance is reviewed.Motion carried 6
to O.
MEADOWLANDS TOWN HOMES SITE PLAN-Jeff Downing presented to the Commission the
preliminary plat and site plan for the Meadowlands Town Homes in Sunrise Meadows.The driveways
have been changed from 20ft to 16ft but will try to make them 18ft.Some of the units may have bay
windows (lots 1,6,7,II,12,19 &20).The plans will need to be revised to show the bay windows.
Screening will be provided on the south side,with the trees staggered.
Paul Huscher will be given the legal documentation for his approval.
The Park Land dedication has also been changed.
The final plat will show the actual lots and they will keep the driveways at a grade of7%.
Moved by Hoifeldt,seconded by Heskett to approve the preliminary plat of Meadowlands Town Homes
site plan.Motion carried 6 to O.
Moved by Hoifeldt,seconded by Heskett to approve the final plat of Meadowlands Town Homes Site Plan
subject to the City Attorney reviewing all of the documentation.Motion carried 6 to O.

IDGH SCHOOL SiTE PLAN-Gary Hannners discussed the site plan for the new High School.It is
scheduled to be opened in the fall of 1997 with approximately 600 students.They would like to ask the
Conunission to recommend to the Council to allow them to put the curbs and gutters of the parking lot in
but use crushed rock for the surface if the bids for the entire project come in too high and something needs
to be cut.They are also asking that the initial bike trail that is part of the Comprehensive Plan be deferred
until the rest of the bike trail is started.They are planning on doing this,they would like to delay this phase
until a later date if possible.They would like an exemption to build the school up to 50ft in height for the
slope of the gym and auditorium.They will be getting a hold of the Fire Chief to discuss the additional fire
hydrant in the SE quadrant of the property.
Korpanty recommend for the Council approval of the High School Site Plan with the parking lot to be
paved if falls within the budget or if not as soon as possible,recommend the bike path in the initial phase,
or if not possible,as soon as the section of the path in the Windfield II subdivision is done with the bike
path coming along Ashworth and connecting south of the first driveway adjacent to the park road,and also
that the height of the building be allowed to extend to 50ft.Seconded by Heskett.
Discussion-A discussion took place regarding the bike trail.The Commission wants this to connect with
Windfield II to used as a pedestrian path for now until the rest of the path is built.They would like a five
year time limit put on the paving of the parking lots.
With additions being made to the motion the High School Site Plan was voted on for recommendation to
the Council,Motion carried 5 to 1 (Applegate)
ORDINANCE AMENDING SECTION OF MOBILE HOME PARK ORDINANCE-When the current
ordinance was presented last summer it did not take into consideration the placement of double wides,
corner lots or the existing sections of the court where the set backs of neighboring homes could possibly
make the lots so they cannot be built on.
The Commission would like to recommend to the Council the elimination of the first sentence in Ordinance
No.2206.Also change the last sentence in the same paragraph to read -Set backs of neighboring mobile
homes shall not differ by more than 2 ft except in the existing Mobile Home Court.Motioned by
Applegate,seconded by Hoifeldt to change the recommend changing Ordinance 2206.Motion carried 6 to
O.
Motioned by Applegate,seconded by Blazanin to adjourn at 8:55PM.Next meeting will be March 26,
1996.
